About this file
This document is a Government Response to Request for Clarification (RFC) regarding solicitation N4523A26Q1002, Errata 3, addressing two contractor inquiries from KTR.
The first inquiry (RFC 007) concerns delays in bid assembly due to an unresponsive OEM subcontractor. The government granted KTR's request for a one-week extension, moving the solicitation due date to 28 January 2026 at 12:00PM PST. The second inquiry (RFC 008) addresses scheduling constraints for equipment overhaul and installation work. KTR's OEM subcontractor indicated that equipment overhaul requires more than six weeks, plus eight weeks total when accounting for transportation, removal, and installation. This timeline conflict created insufficient time to complete remaining specification work. In response, the government extended the period of performance by four weeks, updating vessel availability from the original schedule to 01 July 2026 through 22 October 2026.

Government Response to RFC 007-008 N4523A26Q1002 Errata 3
007)
Question: KTR’s critical OEM subcontractor has not been responsive with quotes and direction. As such, KTR is unable to final assemble its bid and will need an extension. At this time, we are unclear how much longer our OEM supplier needs, but our best guess is one week.
Response: We have extended the solicitation due date to: 28 January 2026 at 12:00PM PST.
008)
Question: KTR’s critical OEM subcontractor has indicated that overhaul of equipment will take more than 6wks not including transportation. With transportation, KTR must allow at least 8wks. With removal and installation included, there is not enough time to perform the remaining work detailed in the specification. As such, KTR requests an extension to the period of performance by 4wks.
Response: The vessel availability is updated to 01 July 2026 – 22 October 2026.
