About this file
This document provides the government's response to a request for clarification on a solicitation for a service life extension program for the YTT-11 Discovery Bay. The government confirms that in accordance with the solicitation, the aggregated direct labor rates proposed in the contractor's price proposal are to be used for pricing all modifications and change order work under the contract. The solicitation seeks a firm-fixed-price contract to accomplish various modifications, replacements, and upgrades to systems aboard the YTT-11 at the contractor's facility between April 2021 and November 2021. Offerors must be registered in the System for Award Management and the solicitation is set aside entirely for small businesses in NAICS code 336611 for ship building and repair with a size standard of 1,250 employees.

Government Response to RFC 029
29 Question:
NOTE: Labor rates and Profit rates used to calculate for the overall price of the base contract award shall be the basis for pricing on all modifications under this contract.
Question: For pricing of change order work, is the intent to use the aggregated direct labor rate (cell E7) for all change order hours? Or is the intent to use each craft’s individual labor rate per “Labor Mix & Rates” chart (tab 2)?
Response: In accordance with Solicitation N4523A22R1057 Page 6 Section B Paragraph Modification
Rate Table, “As proposed under Attachment J-2 of the solicitation (cells E7, H7, K7, N7, Q7, and T7 respectively listed in the Price Proposal Worksheet), the following rates shall be used by the contractor in proposals for in-scope growth and new work during the execution of this contract. These rates are the same as the rates proposed for the base work package.”
