Government Response to RFC 027 and Amended Response to RFC 023
27) Question:
Per Government Q&A 23, SOW Work Item 3.10 Ship Alt YTT-0050D Ships Service Diesel Generators
Replacement, the following was clarified as follows:
Q. “4. Is the Navy supplying the EQUIPMENT SUPPLIER services stated in Drawing 8565655 –
Procurement Specification for SSDG Replacement?”
A. “4. These services shall be conducted by follow-on contract during this availability by a separately contracted AIT. All drawings for install and alterations to systems are listed in the SOW. The awarded shipyard is conducting all installs and alterations with assistance of the OEM Technical Representative
(Pacific Power Group) for this SHIPALT. Cables from gensets will be handled by awarded shipyard and connected on the Main Switchboard end by the AIT.”
Shipyard posed the following two clarification questions to Pacific Power Group and received the corresponding responses just today.
1. (Shipyard question) “1. The shipyard spec states to install equipment per dwg 8565655. Section 5 of that documents states “The EQUIPMENT SUPPLIER shall provide a list of any special equipment required for dock side or sea trial tests not included in their proposal (such as load banks, fluids, calibrated meters, etc.). Such equipment shall be provided by the installing shipyard.” Have you included supplying the equipment and labor for load bank testing after installation? Or does the shipyard need to provide equipment for you to complete that work? What other equipment do we need to have on hand for all portions of the Pac Power installations?
(Pac Power response)
PPG Response: Please see attached for some outline documents we gave to the Navy.
Please keep in mind the time required for all work is high variable and depending on many thing beyond PPG control.
PPG contract does not include supplying anything significant (such as load banks) that has not been supplied and delivered to the Navy already
PPG contract does not include any labor to install, commission or test, all of this is at your expense
The shipyard will need to provide a means to load the generators to test the system satisfactorily, we will require that each engine generator set be able to be loaded to 110% of its electrical rating in order to properly qualify the engine support systems such as testing exhaust backpressure, fuel restriction etc. We will not require the load to be at any specific power factor (therefore resistive load banks could be used), others may require testing at lagging power factor, this is not under PPG direction. Further what load is required to properly test the parallel functions of the switchgear and behavior of the parallel generators, governors and load sharing modules is not under PPG direction.
PPG will provide the MTU proprietary diagnostic tool to record engine operating parameters for the generator sets and the propulsion engines, we will also provide other sea trial gauges for our required testing to accept the installation. PPG is not supplying any test equipment for other requirements that may be from the Navy and or ABS. if you have specific requests PPG can advise if we can supply these.
Principally we test the following ship systems for compliance to MTU specifications and we supply the instruments for such measurements o Exhaust backpressure at full load o Fuel restriction at start and at full load, preferably at lowest and highest day tank levels o Sea water suction restriction at 100% RPM and no boat speed, full boat speed o Sea Water discharge restriction at 100% RPM and at zero boat speed and full boat speed o Ambient air temp o Air temp at air cleaners
PPG will require that you evidence the testing of the AC electrical systems as safe, properly installed and with proper insulation integrity (megger tests) before we are willing to activate the AC AVR and generate voltage.
PPG will require that you flush all fluid piping to insure no contamination to the PPG equipment
PPG will require that you install or have us install the proper fluids (oil and coolant) as approved by MTU, Reintjes and John Deere if the E-gen is being replaced
If certified gauges are required, we will charge $1,000 for providing this.
Without having the details of the contract requirements for testing we cant advise what might be required to comply with the spec.
The main engine will need to have the cooling system flushed and loaded with MTU coolant see coolant estimate below, the labor will be T&M, and you will have probably 250 gallons of contaminated water to dispose of
The MTU generator sets have preservation oil and will need the preservation oil removed, oil filters changed and new filters.
2. (Shipyard question)
2. Reviewing the documentation provided, it looks as though Pac Power will be terminating and programming equipment supplied by you, and that switchboard terminations are being done by the switchboard OEM. But is Pac Power connecting to, and ensuring communication with, existing shipboard systems that are not being renewed (such as the Bailey System)?
(Pac Power response)
PPG contract with the Navy does not include the installation nor termination of any equipment on our equipment and or otherwise
We can do some of this type of work at your request at the hourly rates proposed
PPG as part of the commissioning effort you contract us for will ensure that our equipment is operating properly and interfacing with other systems, we work at Time & Material at your direction, if your direction if for us to pursue why specific equipment does not function or communicate we will do so at your expense.
PPG will correct any warrantable deficiency found during the whole process as per the MFG warranty terms. Compatibility to third party systems is not warranted
The matter of communicating to non MTU systems is always messy, all parties will have to work together on this matter, if a problem exists, unless its established that the technical details which we provided for such communication is wrong, corrections needed to support communication are not PPG responsibility.
Comparing the Q&A 23 scope clarification to the received response from OEM, it appears there are several conflicts in shipyard scope of work and responsibility, as well as several omissions of detail that could significantly impact the price of a bid. Please note the highlighted points and provide specific clarification as to what the Government AIT contracts cover and what is to be included in the shipyard bid proposal. Further, it now appears unclear if the shipyard is to include presumed costs related to section 5 of the procurement document, or if these costs would be resolved via change order as needed during performance of the work. It was previously understood that all costs originating from work by OEMs and AITs was covered under separate contracts between them and the Government. This question would also apply to drawings 8565657b and (if activated) 8565656c for respective Ship Alts
YTT-0052D and Ship Alt YTT-0051D. If any costs originating from the OEM are to be included in the shipyard bids, additional time of approximately 1 week would be needed to confer details with OEM representatives and price proposals received.
Response:
Please see amended response to request for clarification (RFC) 023 below. Amended response addresses
Ship Alts 0050, 0051, and 0052.
