About this file
This document contains a federal contract opportunity for service life extension of a YTT-11 vessel. The Naval Supply Systems Command is soliciting proposals to accomplish modifications, engine and generator replacements, electrical and control system upgrades, and other work on the YTT-11 Discovery Bay at the contractor's facility between April 2021 and November 2021. Offerors must be registered in SAM and NAICS code 336611 for shipbuilding and repair with a size standard of 1,250 employees. This is a 100% small business set-aside. The work requires the contractor's facility to accommodate a 186 foot, steel-hulled vessel drawing nearly 11 feet of water.

Government Response to RFC 026
26) Question: (SOW Work Item 3.1.6 Stability Calculations)
Paragraph 3.1.6 states "Stability Calculations: Calculate stability as required by NSTM Chapter 997.
This shall include draft, list trim, strength, and stability calculations.
Should the "Stability Calculations", include meeting the level of "Damage Stability" for a Drydock or floating platform as outlined in MIL STD 1625?
Response: The YTT is not subject to the requirements of MIL-STD-1625. MIL-STD-1625 is only required for all USS navy ships as designated by the Naval Vessel Register (NVR). The Navy will require stability calculations for the vessel as it is being docked or undocked, to ensure safety of vessel.
No requirements for dock stability calculations is required. For the dock, as it is not subject to MIL-STD-
1625 for this vessel, we only require information to show the dock is in good working order and capable of lifting the vessel safely. As long as the vessel is within the certified (commercial certification is fine) limits of the dock, there is no need for damage stability calculations for the dock.
