3. REQUIREMENTS:
3.1 Accomplish DELETEDthe requirements of 009-25 of 2.1 for a running air test of equipment listed in 1.3.1 and located in 1.2.1. Test pressure shall be 10 PSIG. Hold test pressure for 10 minutes. Allowable drop in pressure: None.

3.2 Remove a total of 2 plugs from equipment listed in 1.3.1 and located in 1.2.1, using 2.2 for guidance.
3.2.1 Mechanically remove sealant from each port in way of each plug removed in 3.2.
3.2.2 Remove and dispose of fluids in accordance with federal, state, local laws, codes, ordinances and environmental regulations.

3.8.1 Record maximum stand-off between the rudder plate and the backing structure in way of each area to be repaired. Stand-off distances greater than 1/16 inch shall be corrected in accordance with 3.8.2.

3.8.2 Accomplish base metal weld build-up to correct the stand-off in the immediate repair area if fixturing cannot achieve the required joint design fit-up. Contact In-Service Engineering Agent (ISEA) or Technical Warrant Holder (TWH) via the SUPERVISOR, listed in 4.3 for deviation from paragraph 3.8.2.

3.10 Remove a total of 50 square feet of deteriorated or damaged rudder plating as designated by the SUPERVISOR, using 2.2 for guidance.

3.10.2 Accomplish nondestructive shimming testing to correct the gap when stand-off is greater than 1/16 inch at the end of each area of repair. Contact ISEA or TWH via the SUPERVISOR, listed in accordance 4.with 3 for deviation from paragraph 3.10.2.3.

3.10.3 Verify each shim reduced the gap to less than 1/16 inch and 3 inches beyond the end of each area of repair. Contact ISEA or TWH via the SUPERVISOR, listed in 4.3 for deviation from paragraph 3.10.3.

3.12 Accomplish the requirements of 009-25 of 2.1 for the completion air test of equipment listed in 1.3.1 and located in 1.2.1. Test pressure shall be 10 PSIG. Maintain test pressure for 15 minutes for temperature stabilization prior to start of test. Hold test pressure for 10 minutes.
Allowable drop in pressure: None.

3.13 Flow coat the interior surfaces of the equipment listed in 1.2 with Corrosion Preventative Compound conforming to the requirements of MIL-C- 16173, Class II, Grade 3, in place of that removed in 3.2, by completely filling and draining rudder, in accordance with 2.2.

3.14 Apply one coat fairing compound conforming to MIL-PRF 24176 for a total of 30 - 35 mils dry film thickness (DFT) for the equipment listed in 1.3.1 and located in 1.2.1, using 2.4 and 2.5 for guidance.

3.14.1 Submit one legible copy, in approved transferrable media, of a report listing results of the requirements of 3.14 to the SURFMEPP Systems Engineer listed in 4.1 and SEA 05P3 via the SUPERVISOR within 3 days of applying fairing compound.

3.15 Apply 2 coats of fairing compound conforming to MIL-PRF 24176 for a total of 30 - 35 mils DFT for equipment listed in 1.3.1 and located in 1.2.1, using 2.2 4 and 2.5 as guidance. Do not apply a single coat to achieve between 60 - 70 mils DFT. Two coating cure times shall meet and achieve DFT of 60 - 70 mils when complete.

3. REQUIREMENTS:
3.1 Remove the equipment listed in 1.3 and located in 1.2, including separation of each anchor, outboard swivel shot, chain stopper assembly and each succeeding 15 fathom shot, by disassembling each detachable link and bitter end shackle, using 2.2 and 2.10 for guidance.
3.1.1 Attach metal tags to each shot, numbering each shot in order of removal.
3.1.2 Loosely assemble each detachable link as chain is removed, to

3.1.2.1 Record each identification marking number of each
detachable link and link end.
3.2 Accomplish the requirements of 009-32 of 2.1, including Table 5, Line 12, Column A for each anchor listed in 1.3.
3.3 Accomplish the requirements of 009-32 of 2.1, including Table 5, Line 13, Column A for each anchor chain and associated components listed in 1.3.
(V)(G) "VISUAL INSPECTION"
3.4 Accomplish a visual inspection of each surface prepared in 3.2 and
3.3 for defects including cracks, wear, corrosion, and bent flukes, shanks, using 2.2 through 2.10 for guidance.
3.4.1 Ensure each anchor shackle pin is welded to its respective shackle and free up and lubricate.
3.4.2 Inspect each crown pin and each anchor shackle pin for wear and cracks in each weld.
3.4.3 Inspect the housing chain stopper components, chain compressor and associated components, detachable link, shackle, turnbuckle body, including right and left hand threaded eye bolts, strong back, pelican hook, locking pin and bail for corrosion, excessive wear, cracks, deformation and cracked and/or distorted welding joints.
3.4.4 Inspect each detachable link coupling plate and C-link for cracks, distortion, wear, corrosion, separation and bending.
3.4.5 Inspect each anchor chain swivel and swivel washer for cracks, distortion, corrosion and evidence of wear on swivel eye and body.
Ensure each washer and swivel can rotate.
3.4.6 Inspect each anchor chain link for cracks, distortion, wear, corrosion and missing and loose studs.
3.4.7 Inspect each bitter end shackle for cracks, distortion, wear, and corrosion.
3.4.8 Inspect each bending shackle for cracks, distortion, wear, and corrosion.
3.4.9 Inspect each anchor chain padeye, chain stopper deck pad, chafing plate, and chain/deck pipe and hawes pipe located in 1.2 for damage, cracks, cracked welds, distortion, wear, and corrosion.
3.4.10 Tag each component found defective.

3.5 Accomplish wire diameter measurements and 6 link dimension measurements of each anchor chain, including each common link in the outboard swivel shots in accordance with Paragraph 581-5.4.1 of 2.2.
3.5.1 Tag each chain component found to be defective.

3.5.2 Submit one legible copy, in approved transferrable media, of a report listing results of the measurements of 3.5 to the SUPERVISOR.
3.6 Disassemble each detachable link, and each detachable end link using
2.2 through 2.10 for guidance. Do not mix components. Clean and degrease internal surfaces of C-links, right and left hand couplings and pins.
3.6.1 Check fit between coupling plates and C-link. The total allowable longitudinal or transverse movement of the coupling plates, while held with the tapered ring and assembled about the C-link, shall not exceed allowable movement listed below. Allowable movement for various standard detachable link sizes shall be in accordance with Paragraph 581-6.3.4 and as follows:
3.6.1.1 1/32 inch movement sizes 3/4 inch through 1-7/8 inch.
3.6.1.2 1/16 inch movement sizes 2 inch through 3-1/4 inch.
3.6.1.3 3/32 inch movement sizes 3-3/8 inch through 4-3/4 inch.
(Q)(G) "WIRE DIAMETER MEASUREMENT"
3.6.2 Measure wire diameter at each end of each detachable link and each detachable link end at right angles, take one half the sum from two of the diameters as representing link diameter. Compare to Table 581-5-6 of 2.2.
3.6.2.1 Measure outside length of each link. Compare to Figure 581-6-1 and 581-6-2 of 2.2.

3.11.2 Install new the equipment listed in 5.1, in accordance with

3.11.3 Lubricate the bitter end shackle threads with sea water wash resistant grease, CID A-A-50433, prior to installation.
3.11.3.1 Ensure each new locking device is installed on the
bitter end shackle upon completion of preservative coating.
3.11.4 Assemble detachable links. Detachable link interior cavity and faying surface shall be heavily lubricated with sea water wash resistant grease, CID A-A-50433, prior to final assembly.
3.11.5 Accomplish the requirements of Paragraphs 581-6.2.1.5 and 581-6.2.1.6 of 2.2 for each detachable link, detachable end link and swivels for the equipment listed in 1.3.1.
3.11.6 Install new, tapered pin in each detachable link and each detachable end link in accordance with Paragraph 581-6.2.1.4 and Figure 581-6.3 of 2.2.
3.11.7 Clean, free up and lubricate each swivel assembly of outboard swivel shot, each turnbuckle body including right and left hand threaded eye bolt with sea water wash resistant grease, CID A-A- 50433.
3.11.8 Remove existing and install new, each Corrosion Resistant (CRES) hairpin in each outboard detachable link in accordance with Paragraph 581-6.2.1.7 and Figure 581-6.4 of 2.2.
3.11.9 Mark each anchor chain, using CRES wire, in accordance with Paragraph 581-5.3.3.c of 2.2.
Report: LOCATION OF EACH DETACHABLE LINK + 3 days
3.11.10 Submit one legible copy, in approved transferrable media, of a completed 2.4, recording the location of each detachable link and each detachable end link specific location by identification markings to the SUPERVISOR.

3.5 Accomplish the requirements of 009-84 of 2.1.
3.6 Remove equipment listed in 1.3.2 through 1.3.7 and located in 1.2 using 2.2 and 2.4 through 2.12 for guidance. Retain equipment and associated mounting hardware for installation.
3.6.1 Matchmark equipment listed in 1.3.2 through 1.3.4 in
accordance with General Notes 12 and 13 of 2.8.
3.6.2 Chase and tap exposed threaded areas.
3.6.3 Clean the drains in each trough listed in 1.3.8 and 1.3.9 free of dirt, grit and foreign matter.
3.6.3.1 Remove existing scupper drain valves, using 2.11 for
guidance.
3.6.3.2 Restore piping flange mating surfaces exposed by
disassembly of piping system. Repair by removing high spots, burrs, abrasions, and foreign matter, where removal can be accomplished by hand tools. Take precautions to maintain phonographic finish on flanges that have it.
3.6.3.3 Install each valve removed in 3.6.3.1, installing new gaskets and fasteners conforming to 2.12, including Category and Group D-4.
3.6.3.4 Align the piping to each valve. Piping shall be
supported independently and shall not impose a strain.
3.6.3.5 Accomplish an operational test of each valve. Cycle
each valve from full closed to full open to full closed 4 times, verify there is no binding.
(V) "WATER HOSE TEST"
3.6.4 Accomplish a water hose test using fresh water and ensure free flow of water through the drains. Allowable obstructed flow: None.
Report: WATER HOSE TEST + 3 days

have all adjacent bolts intact. Visually inspect the first five threads of the post and blocks for cracks, broken, chipped, or missing threads.
Verify first thread engages bolt by hand a minimum of one complete rotation.
3.7.1 Notify the SUPERVISOR 48 hours prior to inspection for contact of ASIR and Level 1 Shipboard Corrosion Assessor.

3.7.3 Visually inspect threaded inserts in exposed track posts and blocks for crevice corrosion.

3.8 Remove existing and install new a total of 30 each posts for 3/4 inch bolts, 30 each posts for one inch bolts, 15 each 2 inch wide blocks for 3/4 inch bolts and 15 each 2.5 inch wide blocks for one inch bolts in locations listed in 1.2. Countersink, plug weld, drill out, ream and tap a total of 65 each bolt holes in way of broken, deteriorated and 65 each cover plate mounting holes found deteriorated as directed by the
SUPERVISOR.
3.8.1 Accomplish the requirements of 009-12 of 2.1 including Table 2 Columns A and D, Lines 1 through 7.
3.8.1.1 Accomplish nondestructive testing in accordance with
Line 10.
3.9 Accomplish the requirements of 009-32 of 2.1, including Table 2, Line 13, Column A for the equipment listed in 1.3.2 through 1.3.4.

3.9.3 Remove existing and install new a total of 5 linear feet of deteriorated track plate plate,foundations, a total of 5 linear feet of deteriorated side plate plate,foundations, and a total of 5 linear feet of deteriorated trough plate for a total of 15 linear feet.

3.9.4 Accomplish base metal weld buildup of the equipment listed in
1.3.8 and 1.3.9, located in 1.2 as designated by the SUPERVISOR.
3.9.4.1 Accomplish the requirements of 009-12 of 2.1, including Table 2, Column A or D, Lines One through 7.
3.9.4.2 Accomplish nondestructive testing in accordance with
Line 10.
3.9.4.3 Weld buildup a total of 48 square inches of plating
defects located in 1.2 for total of 8 square inches per location, using 2.2 through 2.12 for guidance.
3.9.4.4 Ensure weld buildup areas do not exceed 2 inches in
diameter. For bidding purposes, weld buildup shall be one quarter inch thick.
3.9.4.5 Ensure each surface is ground to sound metal prior to weld buildup.
3.9.4.6 Fill local pits and grooves with weld material prior to application of principal build-up layers. Surface shall be ground smooth and faired into surrounding metal.
3.9.4.7 Ensure build-up is limited to areas reduced by 25
percent, but not greater than 45 percent of original material thickness.
3.9.4.8 Ensure surfaces of completed weld build-up are not being ground smooth if not greater than 1/8 inch above plate surface.
3.10 Repairs and materials less than the amounts identified, and not accomplished in 3.8, 3.9.3 and 3.9.4 will be subject to recoupment.
3.11 Accomplish the requirements of 009-32 of 2.1, including Table 2, Line 27, Column B and D for the equipment listed in 1.3.8 and 1.3.9.
3.12 Accomplish the requirements of 009-32 of 2.1, including Table 2, Line 13 for the surface listed in 1.3.2 through 1.3.4, including undersides, using 2.13 and 2.14 for guidance.
(V)(G) "WATER HOSE TEST"
3.13 Accomplish a water hose test using fresh water and ensure free flow of water through the drains. Allowable obstructed flow: None.

3.13.1 Fabricate, fit and install each new strainer drain basket listed in 1.3.7 using 2.8 for guidance and material requirements.
