1Section 00100, Instructions to Offerors

Paragraph 2.2 lists items to be included in the price proposal. The letter from the offeror’s surety is listed, but there is no requirement for a bid bond.

However, in the BASIS OF AWARD paragraph B, Evaluation Factors for Award, it states the bid bond will be evaluated for accuracy and completeness. Also, on page 24, 5252.228-9392 Bid Guarantee, states each offeror shall submit a bid bond.

Is a bid bond required?

A bid bond is required as part of the proposal. See N44255-14-R-9010 Amendment 0002.
2RFP – Factor 2 – Experience (1).(i). Size

We have noted that projects will be similar in size to $2,000 to $1,000,000 with one project over $500,000. If we submit a scope relevant project over $1,000,000 will that project be considered and evaluated?

Yes, projects over $1 million will be considered. However, they may be determined not relevant. See N44255-14-R-9010, Section 00100, Basis of award, B. Evaluation Factors for Award, 2(b) Technical Factors, Factor 2 - Experience which states "Relevant projects are those that are similar in size, scope, and complexity." Similar in size is defined as "projects between $2,000 to $1 million."
3Factor 1, Management Approach, (1) Subfactor 1.A-Management Capabilities, (i) b. states:

“Provide an organizational chart that clearly shows management authority, supervision, span of control, and accountability. Include job descriptions, names, titles, qualifications, responsibilities.

The organizational chart shall be limited to one (1) single-sided page. The page size shall be no larger than 11 x 17.”

Please clarify whether the job descriptions, qualifications and responsibilities of key personnel are part of the organization chart diagram and not separate narratives. If they are separate narratives from the organization chart diagram, will the Navy allow additional pages for this information to be provided?

4Page 80 of 92 – second paragraph talks about a QC Specialist in addition to a QC Manager…what is the difference and are both considered key personnel?The Quality Control (QC) Manager shall have oversight of the contract Quality Control program and perform the duties as outlined in N44255-14-R-9010, Section 00800, Scope of Work, Section 17 Quality Control, QC Manager Responsibilties, quality control specialist are assigned to task orders to perform QC inspections for the QC Manager. QC specialists are not considered key personnel, but the QC Manager is as outlined in 2.6.2.2.
5How will the Government identify which TO’s will go under this JOC? How will the Government identify which pricing method is to be used of the 3 different methods?Each IDIQ project is subject to NAVFAC's Acquisition Strategy Board for assignment to a particular method of contracting. Pricing method may be determined by installation preference, time allotted for task order execution, or other factors. See N44255-14-R-9010, Section 00800, Scope of Work, Section 3.1 and 3.2 to determine strategies to differentiate pricing. The Contracting Officer will determine the best pricing method relevant to each task order.
6How many task orders and what dollar amount was awarded under the previous JOC contract?Historically, between 80 and 140 task orders have been awarded yearly for a total of $8,000,000 to $13,000,000. It is not guaranteed although is anticipated that the future JOC will have a similar number of task orders awarded yearly. See N44255-14-R-9010 SF 1442 for the task order range.
7What is the anticipated number of TO’s issued per year?Historically, between 80 and 140 task orders have been awarded yearly. It is not guaranteed although is anticipated that the future JOC will have a similar number of task orders awarded yearly.
8Factor 1, Management Capabilities / key personnel – are resumes required for key personnel mentioned on the org chart and as part of the workforce management plan? If so, do the resumes count towards the page count of 8 pages?Factor 1, Management Approach, does not require resumes. See the solicitation submittal requirements in N44255-14-R-9010, Section 00100, Basis of Award, B. Evaluation Factors for Award, 2(b), Factor 1 - Management Approach.
9Question: Due to the page restrictions, would the government consider allowing a font size of 10 point for text and smaller size for graphics, such as 8 point or legible?No.
10What is maximum number of pages allowed for the technical proposal?See N44255-14-R-9010, Section 00100, Basis of Award, B. Evaluation Factors for Award, 2(b) Technical Factors. Page limitations are specified for each technical factor.
11What was the last JOC 8(a) contractors coefficient?The Government will not be providing this information.
12How many task orders & total dollar amount the last 8(a) JOC contractor receive?See response to PPIs Nos. 6 and 7.
13Section 00800 – pg. 72 – para. 16.7

Can years of 8-10 years of experience be equivalent to Journeyman Level experience?

8 or more years of experience in the work being performed will generally be accepted as journey level experience regardless of State licensing. 8 or more years of experience as a SSHO will be accepted in lieu of journey level experience in the task being performed. See N44255-14-R-9010 Amendment 0002.
14Section 00800 – pg. 72 – para. 16.7

It is indicated in this paragraph that site superintendent is required on task orders. What is the site superintendent qualification requirements?

The contract does not address qualifications for site superintendent unless they will act as SSHO also; then N44255-14-R-9010, Section 00800, Scope of Work, Section 16.7 Task Order SSHO 1) thru 4) is applicable.
15What is the requirement on Site Superintendent? Can a Site Superintendent handle more than one task order at a time? If so what is maximum number of task orders can one Site Superintendent can handle before the need to hire more Site Superintendents?See response to PPI No. 14 for qualifications. No contractual restrictions are placed on this position unless acting as SSHO.
16Is the Site Superintendent supposed to be built into the coefficient or is it a separate line item on a task order?N44255-14-R-9010, Section 00800, Scope of Work, Section 4.2 lists all items included in the coefficent including site supervision and superintendents.
17RFP, Section 00100 – Page 13 – Factor 3 – Past Performance:

Can a offeror submit a previously filled out PPQ, as long as it was recent and was the same NAVFAC PPQ form?

Yes. See N44255-14-R-9010, Section 00100, Basis of Award, B. Evaluation Factors for Award, 2(b) Technical Factors, Factor 3 - Past Performance which states "Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs." Offerors submitting PPQs previoulsy submitted for other RFPs shall include them in their entirety.
18RFP, Section 00100 – Page 13 – Factor 2 – Experience:

Submitting as a JV is allowed – but we wanted to know if you can submit as a Prime Sub Team?

And if allowed, where in the proposal can we submit our Teaming Agreement?

If yes, can we submit Past Performance from our critical Sub?

No. The only teaming agreements that will be considered are a Joint Venture (JV) or Mentor Protégé (MP). See N44255-14-R-9010, Section 00100, Basis of Award, B. Evaluation Factors for Award, 2(b) Technical Factors for further information regarding submission of experience and past performance for JVs and MPs. In addition, see N44255-14-R-9010 Amendment 0002 for instructions regarding submission of JV or MP agreements.
19Under Factor 2 – Experience, (1), (i) Construction Experience: we are to submit 5 construction projects, and that for the purposes of the evaluation projects similar in scope are projects “involving electrical, mechanical/HVAC, paving, roofing, vertical transportation equipment, dirt work, facility renovation, new construction, equipment repair and/or alteration, and construction-related activities.”

Please clarify what projects are considered new construction.
