Paragraph 2.2 lists items to be included in the price proposal. The letter from the offeror’s surety is listed, but there is no requirement for a bid bond.
However, in the BASIS OF AWARD paragraph B, Evaluation Factors for Award, it states the bid bond will be evaluated for accuracy and completeness. Also, on page 24, 5252.228-9392 Bid Guarantee, states each offeror shall submit a bid bond.

| Yes, projects over $1 million will be considered. However, they may be determined not relevant. See N44255-14-R-9010, Section 00100, Basis of award, B. Evaluation Factors for Award, 2(b) Technical Factors, Factor 2 - Experience which states "Relevant projects are those that are similar in size, scope, and complexity." Similar in size is defined as "projects between $2,000 to $1 million." | |

Please clarify whether the job descriptions, qualifications and responsibilities of key personnel are part of the organization chart diagram and not separate narratives. If they are separate narratives from the organization chart diagram, will the Navy allow additional pages for this information to be provided?

| 4 | Page 80 of 92 – second paragraph talks about a QC Specialist in addition to a QC Manager…what is the difference and are both considered key personnel? | The Quality Control (QC) Manager shall have oversight of the contract Quality Control program and perform the duties as outlined in N44255-14-R-9010, Section 00800, Scope of Work, Section 17 Quality Control, QC Manager Responsibilties, quality control specialist are assigned to task orders to perform QC inspections for the QC Manager. QC specialists are not considered key personnel, but the QC Manager is as outlined in 2.6.2.2. |
| 5 | How will the Government identify which TO’s will go under this JOC? How will the Government identify which pricing method is to be used of the 3 different methods? | Each IDIQ project is subject to NAVFAC's Acquisition Strategy Board for assignment to a particular method of contracting. Pricing method may be determined by installation preference, time allotted for task order execution, or other factors. See N44255-14-R-9010, Section 00800, Scope of Work, Section 3.1 and 3.2 to determine strategies to differentiate pricing. The Contracting Officer will determine the best pricing method relevant to each task order. |

In addition, see N44255-14-R-9010 Amendment 0002 for instructions regarding submission of JV or MP agreements. | |

Please clarify what are considered “complex environmental regulations … that may be constraining” considering that Category III minor renovation or repair construction services indicate “Local environmental or usage permits are required; state or federal permits are not required unless specifically requested in the Task Order;” and, Category IV construction services includes work without permits.

This experience factor isn't centered on evaluating performance in obtaining and working under permitting, but on how each offerer has worked with customers in situations where there was a mandate for strict environmental compliance. Situations where environmental compliance was required, and the processes developed to adhere to Federal, State, or local environmental regulations during construction, will be accepted as applicable experience. | |

A. Can the government confirm that the job description, names, roles, qualifications, and responsibilities are limited to the three key personnel (Project Manager, QCM, and SSHO)?
B. Please confirm that if additional personnel are included in the Offeror’s business model it is not necessary to provide the names, titles, and qualifications of the additional personnel. A: The only positions requiring job description, names, roles, qualifications, and responsibilities are the Key Personnel as outlined in N44255-14-R-9010, Section 00800, Scope of Work, Section 2 Management and Administration, Section 2.6.2 which includes the Project Manager, Quality Control Manager, and Site Safety and Health Officer.
B: Only key personnel listed in N44255-14-R-9010, Section 00800, Scope of Work, Section 2 Management and Administration, 2.6.2 are required to submit any historical or biographical information.
29 RFP Section: Scope of Work, Paragraph: 2.6.2.3 Site Safety and Health Officer (SSHO), Page: 57 Text: “… [the SHO shall have] an average of at least 24 hours of safety training per year for the past five years…”
| The SSHO personnel description on p.57 states that the SSHO needs an average of 24 hours of training per year for the past five years. This is in conflict with p.72, which states “…an average of at least 24 hours of formal safety and health coursework every four years. “ Please clarify if the RFP should say “four” or “five” years | N44255-14-R-9010, Section 00800, Scope of Work, Section 2 Management and Administration, 2.6.2.3 should read four years to conform with USACE EM 385-1-1 2008. Evaluation Factors for Award, 2(a) Price for information regarding the Total Evaluated Price. Attachment B also states "Non-Joint Scope Development (80%)" and "Joint Scope Development (20%)". This is the anticipated, although not guarantted, usage of Non-Joint Scope and Joint Scope Development and pre-priced (34%) and non-pre-priced (66%) work. | |
| 35 | Attachment B lists separate pre-priced coefficients for standard hours work for different areas. However, there is only one pre-priced coefficient for overtime work. Please confirm that the coefficient for overtime work will be applied to the appropriate standard hour’s coefficient, and will not be used as a standalone coefficient. | The overtime coefficient has been removed. Since the task order SSHO may be assigned as an additional duty (i.e. superintendant, a sub-contractor foreman, etc.), the minor additional expenses are expected to be covered in the coefficent.
