PPIs 004 PPI – Insulated Wall Panels with Standing Seam at Maintenance Facility… Section 13 34 19 calls out for a “Foam Insulation Core Wall Panel for the Maintenance Building, but Wall Section A4 on Sheet AB501 references the use of an insulated wall panel with a standing seam. No information is provided which identifies the wall panel thickness, gauge metal thickness and R-value.

Standing seam are typically used on metal roof panels and parapet caps, but do not intended for use on

vertical exterior wall surfaces. Please clarify design intent.83Since the VMF is Pre-Engineered Metal Building, the building envelope is performance specified. Please refer to Building Envelope Requirements on AB101 for U-values. The gauge will be per PEMB manufacturer. The intent of the insulated panels with a standing seam is to have the profile of the roof and walls match and align with a modern appearance. While it is unconventional to use standing seam in vertical applications it is not entirely uncommon. For bidding purposes, assume standing seam; however, feasible will vary depending on PEMB manufacturer. Substiutions will be considered after construction award during the submittal process. The detail referenced is an atypical location which occurs in the multipurpose area.
067The piping from the seawall to the dispensers is called out as DW piping on Sheet MW112, note 4.

But in section 33 52 10 2.4.1, of the specs, the piping is called out as single-wall stainless-steel.

011These questions pertain to the Hazardous Materials Storage Building

Please provide the electrical requirements for the Hazardous Materials Storage Building listed in Section 13 34 20 / # 2.2. No electrical requirements were included in the specification.

Drawing AB101 shows separate storage bays needed, but the building electrical requirements and alarms typically required for the storage requirements are not included in the specification.

Also, on Drawing AB101 the 4 bay chemical storage building will need to be moved out further from the larger building wall, because of the clearance needed for the electrical gear installed on back wall to support the separate bay storage.

Also on Drawing AB101, we recommend that Hazardous Material Storage 119 be quoted as a separate 4 hour fire-rated chemical storage building that will be installed outside next to the larger building with door access directly into the chemical storage building installed on the outside of the larger structure.

The types of chemicals to be stored in the Hazardous Material Storage Building are not specified.1601. See revised Specification Section 13 34 20 for added lighting and electrical requirements. 2. Power connection added to revised sheet EB111, EB605 and EB608 send in amendment #006. Light fixtures originally shown on plans are deleted in revised Sheets EB121 and EB606. 3. Electrical junction box connection point shall be located on top or side to allow access. See revised Specification Section 13 34 20. Clarification: terminology in specification intended for the prefabricated storage building (rooms X115-118) rather than room 119. See amendment #008 for revised specification 13 34 20 and revised sheets EB121 and EB606.

112Regarding the buried “4” (& 6”) Sanitary Sewer Underground”, running between the Trestle Vault on Sheet MW101 and the Underground Storage Tank on Sheet MW401, is this line Single Wall PVC Pressure Pipe or the Double-Walled Contained Pipe System?209See revised sheets MW402 and MW601, see amendment #008.
119Specification Section 31 00 00 Earthwork, 1.6 G states: “Bids for excavation of unsatisfactory or unsuitable material during grubbing shall be based on removing an average of 8 inches of such material at all locations where existing unpaved surface is disturbed.” However, Volume 2, VMF borings GEI-9 & 10 indicate about 2.5 feet of forest duff and organic matter (topsoil). Please confirm bids are to be based on 8” of stripping, despite the depths Indicated on VMF borings.216VMF: The test pits (which showed 6-inch duff per the Geotechnical Report) are typically more accurate than the borings, so the 8-inch average as specified in Section 31 00 00, 1.6G should be used for bidding purposes. The 8-inch depth allows for some variation in duff and/or extra depth at root ball locations.

Section 01 57 19 01 3.1.10.4 states “Contractor-generated dangerous or industrial waste must be disposed of by the Government at the Contractor’s expense”. It is expected that contractors will create some industrial waste (oil, lubricants, excess coatings, etc…) during the execution of the work. Please provide pricing information for this disposal so that the contractors can include this cost their offers, or confirm that contractors can be responsible for disposing of their own industrial waste.

Background: SF1442 Box 11 states: “The Contractor shall begin performance within 15 calendar days and complete it within 785 calendar days after receiving award.” Section 52.211-10 on page 74 of the RFP states: “The Contractor shall be required to (a) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 785 days.”

Question 1: Is the Contractor expected to complete the work within 785 days after Award per the SF1442 or within 785 days after Notice to Proceed per Section 52.211-10?

Question 2: Please indicate how many days you expect between Award and Notice to Proceed?

It also states the “technical approach to safety narrative shall be limited to one

(1) double sided page or two (2) single sided pages. However, Attachment E, Block 9 reads “provide the safety narrative using this form” and also states we should “not exceed page limitation specified in the RFP” Our questions are:

1)Please confirm you will accept the safety narrative as an attachment to Attachment E.

2)If you require the safety narrative in Attachment E (rather than as an attachment in support of the worksheet), please revise Attachment E to 2 pages.

027Sheet SB 106, General note 6 directs us to detail B1/SB502 for additional information regarding the channel strut

drop supports and lateral channel strut bracing. Be advised there is no Sheet SB 502. Our assumption is that B1/SB 502 should read B1/SB 503. Please confirm.

On sheet SB 503 there are two details that apply to the drop supports and the lateral channel strut bracing; C4 and B1. Both of those details provide specific maximum lengths for elements of the vertical hanger rods and stiffeners. Neither reflect the actual distance from the channel support ceiling grid at 16 ft. ABF to the underside of the MBM support steel, some 15’ +/- higher up. Please review the referenced details and provide further information as it pertains to the actual needed length of the hanger rod and stiffeners drop supports and seismic bracing.

275The note should reference SB503, as stated in the question. The 18" dimension provided in the detail references the spacing between channel nuts, as required to stiffen the hanger, not the overall length of the hangers. The detail has been updated to clarify and the detail reference has been updated on SB106 as well. See revised sheet SB106, see amendment #008.

030Amendment #4, Section 01 14 00, 1.2 Special Scheduling Requirements, Paragraph e.

e. Fuel facility must be completed and operational before decommissioning existing fuel tanks at Service Pier. All fuel facility construction activities shall only occur between 1 September and 1 January.

This paragraph requires further clarification. Does the construction period for “Fuel Facility Construction” between 1 September and 1 January include the following:

Excavation and placement of new fueling UST’s?

Installation of new UST accessories?

Installation of new fueling shed and piping within?

Excavation and placement of new containment fuel lines from the UST location to KB dock?

Piping systems on KB dock?

If so, be advised that this instruction as written places a severe constraint on the schedule and requires that these excavations and installations happen in the wet months further complicating and slowing the fueling facility scope of work. In addition costs associated with excavating in the wet months will cost more. Providing erosion control measures and BMP maintenance will include the use of Baker tanks and pumping systems to handle the water

runoff.302Conform to specification 01 14 00.
031In section 31 62 16.19, paragraph 3.4.1 describes how to drive the pier, trestle, fender, and camel piles but they did
not address the mooring dolphin piles. Will the dolphin piles be driven with vibratory method only?303See revised specification 31 62 16 19, see amendment #008.
032Maintenance Facility Drawings SB102, C1/SB301 & A1, A2, A3, A4 /AB501

The structure drawings show the slab on grade extended to the exterior perimeter of the building and the insulated panels installed directly over the slab on grade. This is in conflict with the details in the architectural drawings, which show a perimeter rigid insulation between the slab on grade and a concrete wall, and the insulated panels

are installed over the concrete walls; please confirm the architectural details are not applicable.304See response to PPI#182.
033Diesel Fuel Tanks:

1. Drawings MW511 (Item “Y”) and MW611 show contained fill/spill containment (dry connection fill port).

These do no harm, but are not required by code in WA. It is typical to direct bury replaceable spill

containment units in the tank pad. Please confirm that these are required.305Provide components described by items V & Y on sheet MW511.
034Fuel Tanks:

1. Drawing MW611 does not indicate transition sumps where the fuel piping transitions from underground to aboveground (on the filtration side). Transition sumps are recommended. They provide a monitored, accessible space for the underground fusible piping to transition to Sch. 40 aboveground piping. Should

transition sumps be included?306Keynote #9 on sheet MW611 calls for connecting the underground DW pipe to the abovegound SW pipe at 6" above the Utility Enclosure's floor. There is a 12" high containment basin to contain fuel spillage in this location, as well as a fuel leak detection sensor (keynote #13). No additional sump is required.
035Fuel Tanks:

The Schedule on Drawing MW613 indicates a 6” pump for DFP-1, and DFP-2. The specified pump is a 4” pump with

a 2” output. Please clarify the specified features.307See revised sheet MW613, see amendment #008.
081Reference: Specification Section 28 31 73.00 20, Plan Sheet FW101.

Specification section 28 31 73.00 20 2.1 calls for connection of masterbox manual stations that are compatible with the existing fire alarm reporting system. Plan sheet FW101 does not show a riser diagram for the fire alarm system. Please provide the following:

1. Manufacturer and frequency of existing fire alarm system.

2. Fire alarm riser diagram.

3. Fire alarm system input/output matrix.

3101. Existing masterbox manual stations at NBK Bangor are Gamewell Three-Fold Master Fire Alarm Boxes, model M34-56, local energy type. Each box transmits a single code via a mechanically wound telegraph mechanism over copper wire. There is no radio frequency or external power source involved. 2. Masterbox riser and wiring details are found on Sheet EW504, details C1 and C4. 3. There are no input or output devices attached to the masterboxes, therefore an input/output matrix is not applicable.
082RFP Drawings - Vol 2 (VMF)

RFP P907 Final Specification Questions:

Spec section 41 22 13, part 2.4.5.1: Breaks mentions an operator’s cab, along with electric-hydraulic bridge and trolley breaks. However, there are no other details on a crane cab in the specifications or the drawings. If a cab is required to be mounted on the the crane, the structure will also need to be adjusted to support the additional weight. Please clarify if the bridge crane is required to have a cab or not, since having remote or pendant controls is the standard for a 2 ton crane system.311Cab is not required on the crane.

Please provide the limits for the "fuel facility construction activities" restricted to only be performed between 1 September and 1 January. Does this include the work West of Sea Lion Road, under Sea Lion Road, or on the existing dock? Please confirm whether the previous Anticipated Weather Lost Work Days are still expected to be used or if the contractor is responsible for adding weather days at their discretion. Also, please confirm if the lost days for in-water work due to the presence of marine

038Regarding Specification Section 02 82 00 – Hazardous Metals Remediation, there is no description in either the specification or the plan set outlining the work to be performed. In addition, no “Good Faith Survey” was included in the project documents that would offer insight into the aforementioned remediation work. 156Specification 03 45 33, paragraph 3.2 discusses that prestressed members shall be 28 days of age before being rigidly fixed in position. This requirement adds unnecessary burden on the project schedule. It is requested that precast components may be set upon reaching the required 28 day strength, which is the industry standard.332Precast elements may be set in place upon reaching specified strength. The 28 day aging requirement is only for rigidly fixing the element in place (casting closure pours) and is required to avoid cracking due to concrete creep.
157Sheet SW521, detail A1 specifies haunched deck details, with a fixed length for the full depth haunch at 9”. This will result in significant cost increases associated with forming for Haunched Decks with minor adjustments in total length. It is requested that the 9” fixed dimension is revised to accommodate variable lengths from 4” to 1’’-4”. This change will allow minor adjustments in length to be made in the full depth haunch, rather than the midspan which would require additional, custom formwork.

161Specification Section 02 83 00 Hazardous Metals Remediation, 1.3 states: “Construction activities impacting HMCP/HMCM which are covered by this specification include the demolition or removal of material containing RCRA 8 metals in good condition, located on electrical cabinets adjacent to building No. 7690 (B7690)…”. Additionally, the EHSI Limited Hazardous Materials Survey Report’s Table 3 indicates the presence of Hazardous Metals Containing Paint and Materials at the “Electrical Cabinet 7690 – Exterior”. Additionally, there is no work shown on the electrical drawings related to an existing Metal Electrical Cabinet in the vicinity of Vaull V-01. Please clarify, is it the intention of this specification to require an extensive Hazardous Metals Compliance Program for stubbing conduits into an existing vault? If no, please further define scope. If yes, do the same HMCP/HMCM requirements apply to V-09, “Existing Comm Vault”, as shown on plan sheet EW101?

As of right now, there are no coating facilities in WA, OR, and ID that have QS1 and QP3 SSPC Certifications.

Would it be possible to remove the SSPC QS1 certification requirement If the coating shop had a NACE III

When reviewing the electrical sheets and equipment schedules, there are no references that detail conductors and equipment requirements to power the overhead bridge crane. Please provide necessary information to furnish power to the crane, such as the panel source, feeder sizes, breaker sizes, disconnects, etc.

It is assumed that power will get delivered to the crane via a disconnect at ground level with conductors extending up to the runway elevation at or near the center of the runway length.348See previous response to PPI# 273.
