The purpose of this amendment is to include clarification for badging via the BAVR system at https://www.bavr.cnic.navy.mil/.
(1) An organized site visit has been scheduled for—

If the applicant does not receive a confirmation email within six days of the original request, contact the NAVFAC Security Office. When the attendee arrives at the Pass/ID (building 1035, Trident gate entrance), please ensure the attendee provides valid citizenship, either a Valid Passport or a State
Certified Birth Certificate (not just a photo copy, not torn or mutilated) and one piece of Valid Photo
ID.
In addition, the attendee must presents a fully filled in SECNAV 5512 Form. If the attendee already has a region badge, requesting a new badge will invalidate the current badge.
All prospective Offerors are urged to attend the site visit – ONLY three individuals from each company are authorized to attend due to parking for individual vehicles requirements and size of group. In order to make the site visit as productive as possible, Offerors are requested to submit any questions as a PPI no later than three days in advance of the site visit. Submission of questions in advance does not preclude anyone from posing questions during the site visit.
All prospective Offerors are advised that this solicitation will remain unchanged unless it is amended in writing, regardless of any verbal responses provided during the site visit. Copies of solicitation amendments will be sent electronically to all Offerors.
(3) If the date of the site visit is changed you will need to submit a new badge request with the new date through BAVR. This must be completed to allow for a minimum of five working days before the scheduled site walk.
(4) (GENERAL INFORMATION) Identification Badges and Installation Access Application for and use of badges will be as directed. Obtain access to the installation by participating in the Defense
Biometric Identification System (DBIDS). Instructions for obtaining DBIDS credentials can be found at ttps://www.cnic.navy.mil/om/dbids.html. DBIDS passes are issued through the Base Pass and
Identification Office and will be furnished without charge. The contractor is responsible for filling out all forms and providing all information necessary to request passes and/or badges.
Heightened security requirements may cause unexpected delays. The Contractor is responsible for requesting badges in a timely manner. Immediately report instances of lost or stolen badges to the
Contracting Officer.
One-Day Passes: Participation in DBIDS is not mandatory, and if the Contractor chooses not to participate, the
Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation.
The following Personal Protective Equipment (PPE) will be required at the site visit. Cameras will not be allowed at the site visit.
1) Steel Toe Shoes/Boots
2) Reflective Vests
3) Hard Hats.
4) Masks
(5). All other terms and conditions remain unchanged. Offerors are reminded to acknowledge receipt of this amendment in Block 19 of the SF 1442 submitted in response to the subject solicitation. The proposal due date is extended by one day.
