RESTROOM TRAILERS TO SUPPORT NNSY WATERFRONT OPERATIONS

Scope:

Contractor shall provide three (3) portable bathroom trailer trailers with temperature controls preventing freezing and extreme heat. At a minimum, each having five stalls (total each) with independent locking enclosure from the inside. Each stall shall be vented to fresh air independently. The (3) trailers shall have the capability of being transported via tow hitch. The trailers are expected to service up to 600 shipyard employees during the day shift and 250 shipyard employees during the night shift. The layout of the trailers should have male and female separate, female designated with three stalls and two sinks and the male designated trailers should include two stalls and three urinals. Each (3) trailer shall have hot and cold-water capability, power capability, and must be able to have the CHT waste pumped from the holding tank via pump truck and hoses. Trailers shall be serviced every day for soap, paper towels and toilet paper restocking, general cleaning and pumping, and/or more often if vendor recommends based on tank capacity. Contractor shall provide all labor materials, equipment, tools, transportation and supervision necessary to provide, install, repair/correct and remove the portable bathroom trailer trailers at request from Supervisor.

This specification covers the design, fabrication, quality assurance, delivery, removal, maintenance plan and onsite assistance of portable bathroom trailer trailers for use in Norfolk Naval Shipyard, Portsmouth, VA.

The Portable restroom trailer trailers shall be leased to support project from 12/1/2025 to 5/31/2028 and includes the service at least every Monday, Tuesday, Wednesday, Thursday, and Friday of the week for water, toilet paper, paper towels, soap, cleaning and to identify and/or address deficiencies unless otherwise specified and recommended by vendor/Supervisor due to usage and tank capacity limits.

1. General Requirements

1.1. Shall have a pumping capability to empty the waste via pump truck and hoses

1.2. Each trailer (3) shall be a temperature controlled environment protected from the outside elements

1.3. Shall provide complete cleaning services every day of the week unless otherwise discussed or requested.

1.4. Shall provide re-stock services daily to ensure adequate toiletries, hand soap, and cleaning services.

1.5. Stations shall be enclosed units capable of being locked from the inside.

1.6. Shall be capable of being relocated via tow hitch.

1.7. Each independent stall/enclosure shall be vented to fresh air.

1.8. The trailers shall be constructed so that the maximum footprint will not exceed 40’ x 20’.

2. Government Responsibility

2.1. The Government shall provide the contractor with ready access to the job location near Dry Dock #4 during the contractor’s normally advertised working hours (i.e., weekdays between the hours of 7:30 AM and 4:00 PM) and as required for weekend access. Emergent services outside these hours will require approval and will be at no cost to the government. The government is responsible for the cost of all additional approved or requested maintenance and repairs not specifically covered under this agreement or any applicable warranties. The government will prevent anyone other than the contractor from maintaining, repairing, or modifying the product.

2.2. The government will provide both water and power hookups for the trailers

2.3. Norfolk Naval Shipyard is an industrial facility, therefore, wear and tear beyond what is normal wear and tear is typical and should be expected.

2.4. The government will provide a COR/Supervisor for this project in effort to maintain the contract, ensure the contract details are understood and followed to completion.

3. Contractor Responsibilities

3.1. Provide all trailers on or prior to 12/1/2025 the location of Dry Dock #4 within Norfolk Naval Shipyard, Portsmouth VA.

3.2. Shall provide trailers capable of a water hookup connection for flushing water and hand sanitization, hand soap, toilet paper, paper towels, and has power capabilities (either step down or step up).

3.3. Shall provide trailers that are portable and can be moved VIA tow hitch when instructed by the Supervisor (COR).

3.4. All stations within the trailers will be serviced every Monday, Tuesday, Wednesday, Thursday, and Friday of the week in effort to restock toilet paper, paper towels, hand soap, and general cleaning services for each (3) trailers and/or address concerns and deficiencies identified.

3.5. The delivery, maintenance and servicing crew security clearance request is required for shipment offload, maintenance and servicing within Norfolk Naval Shipyard. Contractor shall arrange the security clearance request with the Supervisor and pass office at NNSY.

3.6. The contractor shall dispatch a representative in response to a service request from the Supervisor to repair and/or replace any equipment within 12 hours of notification by Norfolk Naval shipyard.

3.7. Provide representative within 12 hours in order to modify units in the event the Supervisor determines the units do not meet contract specifications

3.8. Trailers (3) shall be secured properly in case of destructive weather or temporarily relocated to a safe and sat location within the CIA to prevent and mitigate damage within 24 hour’s of Supervisor notification.

3.9. Before any portable bathroom trailer will be accepted by the government, an inspection at Norfolk Naval Shipyard will be performed to ensure that the contractor has provided a product that conforms to the agreed upon specifications. If the inspection is not satisfactory, the contractor has 3 business days to correct the discrepancies (at contractor’s cost) or the trailers will not be accepted by the government.

3.10. Upon completion of the contract, the contractor will provide all labor, materials, equipment, tools, transportation, and supervision necessary to safely breakdown and remove the trailers from the shipyard.

3.11. Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must adhere to Federal OSHA requirements for hazardous energy control lAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA's Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), when performing work under NNSY contract. All HEC work to be performed by Contractors and NNGAs requires the Technical Points of Contact (TPOCs) and/or Contracting Officer's Representatives (CORs/Supervisor) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work require the NNSY TPOCs and/or CORs be informed of the change/deviation. Appendix 250.8-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY LOTC. HEC locks shall be provided by the contractor or NNGA for their employees use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name labels and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed.

3.13. Names and contact information for NNSY LOTC’s and/or the Facility Custodian will be provided by the NNSY TPOC and/or CORs set forth elsewhere in this award document.

3.14. The contractor shall set the trailers in the proper location, designated by the certifying POC Assistant Project Superintendent David Hauer mentioned in step 1.5 of this document.

4. Guiding Documents

4.1. Resulting project shall comply with all governing codes and Naval Standing including the most recent Unified Facilities Criteria, International Building Code 2012, ADA and Requirements for Lifting Equipment. ABA components for multi-user toilet rooms: At least one wheelchair accessible toilet compartment (§F213.3.1), At least one compliant urinal where more than one urinal is provided (§F213.3.3), At least one compliant lavatory (not located in a toilet compartment) and at least one compliant mirror, where provided (§F213.3.4 and §F213.3.5), At least one ambulatory accessible toilet compartment in restrooms with at least 6 toilet compartments or where the combined total of toilets and urinals is at least 6 fixtures (§F213.3.1), Dispensers, receptacles, and other operable parts must comply where provided (§F205), Doors, including toilet compartment doors, cannot swing into the clear floor space required at plumbing fixtures (§603.2.3), but they can swing into turning space. 5. Maintenance Requirements

5.1. Equipment replacement/repair for any item and/or components other than items and/or components damaged by negligence.

5.2. Trailers will be serviced at least every Monday, Tuesday, Wednesday, Thursday and Friday of each week during period of performance dates, which includes water, hot water capable, soap, toilet paper and paper towel restocking, cleaning and pumping, or more often if vendor recommends based on the tank capacity.

5.3. General cleaning tasks include wiping down sinks, mirrors, and countertops, scrubbing and disinfecting toilets and urinals, sweeping and mopping floors, and ensuring sufficient toilet paper, soap, and paper towels are available

5.4. General Cleaning of trailers shall be documented and provide the date, time, and name of the person, completing the service as required.

6. Relocation

6.1. Vendor must provide station relocation services within 24 hour notice to support pier loading changes for no additional charge.

6.2. In the case of destructive weather, contractor may be required to move trailers to secure areas for no additional charge within 24 hours of notification.

7. DBIDS

7.1. All contractors, with the exception of permanent party (or “seated” contractors with Common Access Cards (CACs), will be required to obtain a DBIDS card to gain access to NNSY.

Procedure for receiving a DBIDS card.

7.2. Contractor will complete the SECNAV 5512 form(s) and forward them to their NNSY Sponsor/Contracting Officer’s Representative (COR).

7.3. The sponsor will complete the CVS spreadsheet utilizing the information on the completed SECNAV5512 forms and forward all documents to Commander Navy region Mid-Atlantic (CNRMA) for vetting.

7.4. CNRMA will add the contractor to the “179-Day List” which is utilized by the Pass and ID office to create the DBIDS card.

7.5. Once on the 179-Day List, the contractor may go to Pass and ID to have their DBIDS card generated.

7.6. Green NAVSEA access badges can be generated at this point with contractors providing proof of U.S. Citizenship (Birth Certificate/ US Passport).

8. Portable Electronic Devices

8.1. A PED is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to recording, storing, and/or transmitting data, voice, video, or photo images (e.g., cell phones, laptops, tablets and wearable devices such as fitness bands and smart watches).

8.5. In accordance with ref (a), personally owned camera enabled PEDs will be authorized inside of the Controlled Industrial Area (CIA) and all Security Islands. Camera enabled PEDs will remain unauthorized within Controlled Nuclear Information Areas (CNIAs), Nuclear Work Areas (NWAs) and Open Storage Areas.

8.6. The allowance of camera enabled PEDs inside of the CIA and Security Islands does not negate existing photography policies. Unofficial photography, filming of video, or live streaming from the camera-enabled PED remains prohibited within the CIA or any NAVSEA controlled space outside of the CIA. Further, audio recordings (both digitally or magnetically) in NAVSEA spaces is prohibited without the approval of the Code 1120 Security Director.

9. PREPERATION FOR DELIVERY/REMOVAL OF RENTAL UNITS

9.1. The trailers must be preserved and packaged per the manufacturer’s commercial practice. Packing shall be in a manner that will ensure acceptance by a common carrier and safe delivery at the destination. The shipping container and method of packing must comply with the Uniform Freight Classification Rules or other carrier regulation as applicable to the mode of transportation.

9.2. A parts list and a technical/instructional manual shall be provided to the technical POC Ryan D. Bradley upon award. All Rental Equipment received by Norfolk Naval Shipyard personnel must be supplied with proper interface connectors to allow hook-up by Norfolk Naval Shipyard shop 99. There may be specific equipment that will require Shop 99 evaluation to determine proper cabling and connectors.

9.3. Unless otherwise notified by NAVSEA Service Contracting Branch, Norfolk Naval Shipyard, Code 400, the rental/lease unit(s) shall be picked-up (removed) by Contractor on the morning after expiration of the established contract period of performance. If this date occurs on a Saturday, Sunday, or a recognized Federal Holiday, the Contractor may make the appropriate arrangements to pick-up the equipment on the first working day following the expiration of the contract at no additional cost to the Government.

If any difficulty is experience in picking up or removing units, the contractor MUST requestion the Contracting Officer’s direction by contacting TBD via telephone TBD AND provide notification of same via email to TBD.

A contractor’s failure to follow the above instructions regarding pick up/removal of rental units may relieve the government of any liability for further charges for the equipment.
