About this file
The provided file is a Questions and Answers (Q&A) document for a bathroom trailer rental solicitation (N4215825Q0070) issued by the Department of the Navy Naval Sea Systems Command. The solicitation requires three five-station VIP restroom trailers with specific configuration requirements: female side with three stalls and two sinks, male side with two stalls and three urinals (or five stalls), and ADA accessibility. The trailers must fit within a 40' x 20' (with some flexibility to 44') footprint and be equipped to connect to government-provided power (minimum 220V) and water hookups.
Key operational details include daily servicing by 1000 hours, including cleaning, restocking consumables (toilet paper, soap, towels), and periodic pumping. The trailers will support approximately 600 people during day shifts and 250 during night shifts. The solicitation timeline has been extended multiple times, with the current submission deadline set for October 17th, 2025, at 1:00 PM EST. Vendors must provide self-certification of compliance with UFC, IBC, NFPA, ADA, and OSHA standards. The trailers will be located next to dry dock #4, with a 24-hour emergency response requirement and 48-hour notice for hazardous weather relocations.

1) The electrical requirement on these trailers is One dedicated 120 Volt-20 amp circuit . Will the government have this available on site for the trailer to plug in to? Yes, temp power will be available but a minimum of 220 is required.
2) Number and duration – How many trailers do you expect to need at once, and for how long? 3 Trailers, refer to SOW for period of performance.
3) Placement and hookups – Will all trailers be set up in one spot, or spread around? Will Shop 99 provide water/electrical connections, or should we plan to handle those tie-ins? Units will have to fit within the area specified in the SOW and will be located next to dry dock #4. The trailers will need to have the capability to be connected to water/power. NNSY will provide power and water.
4) Servicing – Are there specific times during the day you prefer for cleaning and pump-outs? Do you want consumables (soap, TP, and towels) included in our base rate? To be completed no later than 1000. Yes, consumables toilet paper, soap and towels – See updated SOW.
5) Emergencies and relocations – Do the 24-hour response window include weekends and holidays? And for hazardous weather, how much notice do you usually give for a move? Yes, 24 hour response applies. 48 hours for hazardous weather.
6) Is there a specific layout for the trailers? - More stalls on the male or female sides? Two doors or five? Male and female separated, three stalls and two sinks designated female. Male designated side-two stalls and three urinals preferred, but a combination of stalls/urinals is acceptable, as long as the minimum number is 5.
7) Power & Water – Will the Government provide both power and water hookups for the restroom trailers? If so, what type of electrical power connection will be available? Yes. A minimum of 220 for electrical power.
8) Trailer Configuration – Could you clarify if the Government is looking for particular sink configurations, and confirm what is meant by “three (3) five-station VIP restroom trailers”? (e.g., does each trailer contain five restroom stations divided for male and female use?) See updated SOW
9) Servicing Time – For the required weekday servicing, does the Government expect servicing during the workday, or can this be performed after hours? See question 4 answer
10) Certifications/Qualifications – The Addendum requires proof of compliance, and the SOW references UFC, IBC, NFPA, ADA, and OSHA standards. Is the expectation formal third-party certifications, or would a written self-certification/narrative in the proposal suffice? Self certification that trailers meet the requirements above is sufficient.
11) Do the trailers need to be ADA accessible? Yes
12) One of our prospective vendors proposed a configuration that includes:Female side: 3 stalls, 1 sink Male side: 1 stall, 3 urinals, 1 sink Could you please confirm whether the Government would accept this type of configuration, where urinals are included as part of the station count, or if each “station” must specifically be a stall? See question 6
13) How many people are expected to use these trailers on a daily basis?? (This will normally dictate how often the trailers will need to be pumped and/or restocked) Day shift around 600 people and nights around 250 people.
14) As for cleaning and restocking the trailers, do they need cleaned and restocked each day (at least 5 days a week)? Yes
15) As for pumping, do they really need to be pumped daily? Pumping daily would be extreme when these trailers have 400-500 gallon black water tanks. Yes
16) Would 4-stall trailers work for this requirement instead of 5-stall trailers? No
17) Do the trailers have to be 5-stall trailers? Will they be located in close proximity where multiple 4-stall trailers could be used, or a single 10-stall trailer instead of 2 x 5-stall trailers? No
18) I see the maximum restroom trailer layout can't exceed 40' x 20'. Is that a firm number? We have minimum wiggle room as far as footprints dimensions, we can go to 44’ from 40 if we need to but cannot go beyond that.
19) For the male side, would 5 stalls work instead of 2 stalls & 3 urinals? 5 stalls will be considered acceptable.
20) Would a 10am completion time be acceptable daily? Waste sites do not open until 6AM, not allowing for adequate on-site time with cleaning and disposal. 1000 is acceptable for this portion of service.
21) The Statement of Work and Q&A indicate that the Government requires three (3) five-station portable restroom trailers with male and female separated sides. We would like to request clarification whether the Government would consider alternative trailer configurations, such as:
4-stall restroom trailers, or 8-stall restroom trailers, provided they meet all other technical, ADA, and service requirements listed in the solicitation (including daily servicing, temperature control, independent stall ventilation, and water/power hookups).
Each trailer must accommodate at least the 5-stall minimum and ADA requirements and fit within the maximum footprint layout.
22) Would the Government accept a solution with two trailers matching the male/female split requirement and one trailer ADA-compliant (unisex layout), or Is the expectation that all three trailers must be identical and fully compliant with both the male/female split and ADA accessibility? The three trailers need to be consistent and matching.
