Q&A 002
Q10: Paragraph 3.1.12.1 States: Procurement includes identification and procurement services in support of sustainment spares and management of these items in Realtime Outfitting Management Information System (ROMIS) or other approved management software. As this is a System used by NAVSEA will the Government make it available the the Contractor for reporting?
A10: Yes, the Government will sponsor any request by the Contractor to access and sustain access to ROMIS.
Q11: Para 3.1.11.3.2 states: The Contractor will need access to secure voice communication for trouble shooting, technical assistance, and will need access to classified documents through SIPRNET only when necessary and under the cognizance of a Government official on the ship or Government facility they are supporting.
Could you please clarify “secure” voice communications standard? Ie, will contractor be required to provide US government encrypted voice equipment (STE and COMSEC) up to “Secret” level or would commercial encrypted voice applications suffice? If US government encrypted voice equipment, will OEM manufacturers be required to procure equipment as well?
Will contractor be required to provide SIPRNET capability or simply obtain/use SIPRNET account on ship or Government facility they are supporting?
A11: Secure Communications will be made available to a Contractor holding the appropriate security clearance onboard the ship and/or a government facility, when it is required to support Emergent and Corrective Maintenance and repairs.
