STATEMENT OF WORK
1.0 SCOPE
The Government intends to utilize this Indefinite Delivery Indefinite Quantity (IDIQ) supply contract vehicle for the repair and continuous maintenance requirements of Littoral Combat Ships (LCS) deployed to the Western Pacific and Indian Oceans and the countries and ports therein. Accordingly, the primary place of performance is at Forward Operating Site (FOS) Singapore where Fleet Logistics Center (FLC) Site Singapore will administer the contract and Commander, Logistics Group Western Pacific (CLWP) Ship Repair Unit (SRU) will serve as Ordering Activity.
However, work will also be accomplished at various Remote Operating Sites (ROS) as specified on the delivery order (DO).
The Contractor, under the direction of CLWP SRU (Naval Supervisory Activity) but as an independent Contractor and not as an agent of the Government, shall furnish the labor, material, equipment, support and facilities necessary for the accomplishment of the work and material identified in each DO. Typical ship repair efforts include management, planning, engineering, quality control, shipboard/off ship production and component/system testing and trials. The Contractor shall be responsible for all work required under a DO, regardless of whether specific work items are performed with in-house resources or are subcontracted. The Prime Contractor is responsible for all contracted and sub-contracted labor, management, supervision, coordination, quality control, quality assurance, quality management, safety management, environmental management, material, equipment, and transportation necessary to perform the requirements of each ship maintenance and repair DO issued to deliver the mission-ready vessel(s). The Prime Contractor shall ensure adequate resources are dedicated to comply with the standards, guidelines and procedures, in addition to ensuring the following key personnel are designated, to satisfy this requirement as stated in the DO: Contract Manager, Lead Project Manager, Quality Assurance/Quality Control personnel, Qualified Safety Representative, Engineering Support personnel, Work Authorization Form Coordination personnel, and Material Procurement/Control personnel.
This contract is intended to provide the Navy scheduling flexibility in the execution of repair and continuous maintenance of LCS deployed to the Western Pacific and Indian Oceans and the countries and ports therein. CLWP intends to notionally support four LCS concurrently deployed, and as many as six LCS concurrently deployed, to the Western Pacific and Indian Oceans. For each of the deployed LCS, CLWP intends to concurrently support multiple Continuous Maintenance (CM) and Emergent Maintenance (EM)/Voyage Repair (VR) work items. Based on historical workload and operational schedules, CLWP intends to notionally execute LCS maintenance and repairs concurrently at FOS Singapore and up to two different Remote Operating Site (ROS) in the countries and ports within the Western Pacific and Indian Oceans. Schedule changes will occur and the Contractor shall be expected to accommodate them within the scope and terms of this contract and subsequent DO. Any additional costs incurred due to schedule changes are subject to the CHANGES clause. Authorization to proceed with all work will be provided by the Contracting Officer.
