Offerors shall not assume that previously submitted data or prior experience presumed to be known to the Government (e.g., previous projects performed for the Government) will be considered as part of the proposal.
General statements such as, “the Offeror understands,” “the Offeror can or will comply with the requirements,” “standard procedures will be used,” “well-known techniques will be used,” or statements which merely paraphrase the solicitation in whole or in part do not constitute compliance with the requirements for proposal content. Data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government) cannot be considered as part of the proposal unless explicitly incorporated into the proposal.
Discussions of each topic in the proposal shall exhibit continuity and logical progression.

3.5 Volume V – Past Performance
Factor 5 – Past Performance
The past performance proposal must clearly articulate the Offeror’s past performance. The past performance proposal shall address the following areas:
Performance History
(Prime) Offeror Past Performance. The Offeror shall submit detailed descriptions of a minimum three (3), up to a maximum of five (5) recent (as defined in Section M) contracts, or those portions of a contract, of greatest relevancy and similar in magnitude, scope, and complexity. At least one (1) of these contracts should be efforts that were performed as the prime contractor. If the prime offeror or intended subcontractor/partner submits a past performance example in which it served as a subcontractor, the prime/sub/partner shall detail clearly the work that it performed and the magnitude (dollar value) of that subcontracted work only. A Past Performance example that does not differentiate between the overall contract effort and the subcontractor effort will not be evaluated.
Subcontractor Past Performance. Should an Offeror’s proposed approach include the use of subcontractors, the Prime Offeror shall include past performance information of up to three (3) contracts per subcontractor, and include the percentage and type of work to be done by the subcontractor on the solicitation requirement. The past performance information related to subcontractors does not count against the number of past performance contracts submitted by the prime contractor. The Government will only evaluate past performance information belonging to significant subcontractors which is defined as 20% of labor workshare who perform work directly related to Touch Labor (e.g. labor spent directly on the ship to support equipment maintenance.) The offeror’s submittal shall detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform. A Past Performance example which does not detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform will not be evaluated.

The Past Performance questionnaire shall be transmitted directly from the Offeror’s customer to the Government POCs listed in 1.2 by the solicitation’s due date.
The Government is under no obligation to evaluate Past Performance that is not backed by a fully completed and properly submitted Past Performance Questionnaire.
Recency of Past Performance Offerors shall provide sufficient information for the Government to determine how the referenced work is recent.
Recency is generally expressed as a time period during which past performance references are considered relevant, and is one of the criteria to establish the Relevancy of past performance information. Past performance submittals determined to be not within the Recency thresholds will be discarded and not be evaluated. This solicitation will consider only work experience already performed. Work yet-to-be performed, and work prior to the last three (3) years, will not be considered. In addition, performance data will only be assessed for those references demonstrating at least three (3) months of completed performance prior to the closing date of the solicitation. The burden is on the Offeror to demonstrate the recency of the Offeror’s referenced contract(s) to the Government’s requirements.
Relevancy of Past Performance Offerors shall provide sufficient information, including descriptions of how the work is similar, to facilitate the Government’s determination of relevancy. Relevant contracts are defined as those in which the work performed are considered to be similar in scope, magnitude, and complexity when compared to the requirement described in this solicitation, including but not limited to the SOW and contract type. Past performance submittals determined to be Not Relevant may be discarded and not be evaluated. The burden is on the Offeror to demonstrate the relevancy of the Offeror’s referenced contract(s) to the Government’s requirements.
Quality, Schedule, and Safety Record of Past Performance Offerors shall provide sufficient information for the Government to determine the quality of the referenced work.
The burden is on the Offeror to demonstrate the quality of the Offeror’s referenced contract(s). Quality, schedule adherence, and safety record of past performance will include the quality of work performance, schedule performance against contract requirement, reported safety mishaps and similar areas of interest associated with the requirements of this solicitation. Such information may include, but is not limited to, customer satisfaction surveys, Contractor Performance Assessment Reporting System (CPARS) evaluations, inspection & acceptance records (DD250), or any of the past performance data.
