About this file
This document provides a sample problem scenario for a Request for Proposal (RFP) for continuous maintenance and emergent repair work on multiple U.S. Navy Littoral Combat Ships operating in the Western Pacific region. The RFP was issued by NAVSUP Fleet Logistics Center Singapore seeking proposals for an Indefinite Delivery Indefinite Quantity contract to provide ship repair services. Specifically, the scenario outlines planned and emergent maintenance work and availability periods over the next 70 days for USS Omaha, USS Oakland, USS Tulsa, and USS Jackson. USS Omaha's RAV 2 availability is to commence in Singapore in 70 days with 14 work items included in the RFP. Concurrently, other maintenance opportunities and repairs are outlined for USS Oakland in Australia and Darwin, USS Tulsa's ongoing RAV 3 in Singapore, and USS Jackson's stops in Okinawa and Singapore. The sample problem requests a proposal only for USS Omaha's RAV 2 work package.

IV – Sample Problem (Factor 4)
(a) Sample Restricted Availability (RAV) Proposal Package
Sample RAV Proposal Scenario
In this scenario, there are currently four LCS deployed to the Western Pacific – USS JACKSON (LCS 6), USS OMAHA (LCS 12), USS TULSA (LCS 16), and USS OAKLAND (LCS 24). The U.S. Government and foreign governments have removed all travel restrictions pertaining to the COVID-19 pandemic. All work in the RAVs and described below are subject to FY21 NAVSEA Standard Items (NSIs). In addition to the below, your company is also providing Lead Maintenance Activity (LMA) support at FOS Singapore and throughout the Western Pacific under a separate delivery order.
Today is 70 days before availability start (A-70) for USS OMAHA (LCS 12) RAV 2 to be conducted at FOS Singapore. At 0800 SGT today, NAVSUP FLC Singapore released the USS OMAHA (LCS 12) RAV 2 Request for Proposal (RFP) consisting of 14 work items. USS OMAHA is currently underway operating in the South China Sea and has an emergent repair on Number 1 Reverse Osmosis unit which has been awarded under this contract to commence 17 days from today in Cam Ranh Bay, Vietnam. USS OMAHA is also currently experiencing intermittent failure in its JP-5 transfer pump which, if not fixed by Ship’s Force, will require a voyage repair.
USS OAKLAND (LCS 24) is currently on day 5 of a 6-day Planned Maintenance Availability in Darwin, Australia.
Concurrently with the PMAV, USS OAKLAND is conducting emergent repairs replacing the wire rope on its 7-meter Rigid-hull Inflatable Boat Davit and replacing the attached SW support pump on Nr 1 Ship Service Diesel Generator, both awarded under this contract to complete by tomorrow to support operations in the Solomon Sea. A RFP was released yesterday for EM repairs on USS OAKLAND Nr 1 air conditioning system salt water supply pump to commence 21 days from today when the ship returns to Darwin. A RFP for a piping repair on USS OAKLAND’s Lube Oil Transfer System was released eleven days ago for a Continuous Maintenance (CM) Window-of-Opportunity (WOO) at FOS Singapore to commence 40 days from today.
USS TULSA (LCS 16) is currently conducting its RAV 3 at FOS Singapore with concurrent CM WOO and EM availability which is scheduled to complete in 12 days. The USS TULSA RAV 3 and CM WOO work packages consist of 19 work items in total and includes work on SPS -77 Radar, Mission Bay aluminum structural repairs, and a Anchor Windlass sensor change-out. Concurrent with RAV 3, U.S. Navy Divers are replacing the water lubricated bearings on Shafts 1 and 2. The EM repairs are on the Nr 1 Fuel Oil Conditioning Module.
USS JACKSON (LCS 6) arrives Okinawa, Japan today for a brief stop for fuel (BSF) before operating in the Philippine Sea. During the BSF, a company representative under this contract is conducting a ship check to support future emergent repairs on the start/control air system for NR2 Main Propulsion Diesel Engine. USS JACKSON RAV 2 was awarded two days ago and will commence in 28 days at FOS Singapore. The RAV 2 package consists of 18 work items in total and includes work on the bow thruster. Concurrently with the RAV 2 availability, USS JACKSON will have a CM WOO to support work on the Fuel Oil Transfer System replacing three (3) motor operated valves. The CM WOO was awarded 16 days ago under this contract.
The Sample Problem RAV Proposal is to provide a proposal to USS OMAHA RAV 2 based on the provided work items considering all of the other requirements and support provided in this scenario.
