About this file
This document contains questions and answers related to a request for proposal for Littoral Combat Ship continuous maintenance and emergent maintenance services. The Navy seeks a contractor to provide repair and maintenance support for Littoral Combat Ships forward deployed in the Western Pacific region and Indian Oceans. The solicitation includes attachments defining requirements but reserves Attachment J-1 and restricts access to Attachment J-8. The contractor must be capable of concurrently supporting all deployed hulls and have a plan to coordinate original equipment manufacturer support for both Littoral Combat Ship variants. Foreign nationals may potentially gain access to vessels as subcontractors subject to Department-level approval. The contractor must utilize the Liaison Action Record process and provide records per the referenced manual. Tag-outs shall be accomplished using the specified tag-out and shift operations management systems.

A1: As stated in the RFP, the Government requires proof of an MSRA/ABR with NAVSEA or NAVSUP. A 1 page limitation is sufficient to do so.

Will the Government please identify in which volume(s) each of these provisions should be addressed?

Q3: Para (b) (iv) states: Plan for original manufacturer (OEM) maintenance support of LCS-2 variant and LCS-1 variant systems including any agreement between offeror and OEMs and any established timelines for distance and on-site support
Is it the intent of this RFP to address both the LCS2 and the LCS1 Variants?
A3: The Government intends to utilize this Indefinite Delivery Indefinite Quantity (IDIQ) supply contract vehicle for the repair and continuous maintenance requirements of Littoral Combat Ships (LCS) deployed to the Western Pacific and Indian Oceans and the countries and ports therein (Section C, Paragraph 1.0) and the Contractor shall be capable of supporting all deployed hulls concurrently (Section C, Paragraph 3.2.2). Per Section L, Paragraph 3.3(b)(iv) the Offeror shall discuss a plan for original manufacturer (OEM) maintenance support of LCS-2 variant and LCS-1 variant systems for LCS
Q4: Based on current security requirements for working onboard US Naval Vessels as contained in Title 10 US Code 8680 which states that corrective and preventative or repairs may be performed on a LCS in a foreign shipyard, facility outside of a foreign shipyard or at any other facility convenient to the vessel provided the work is performed by US Government personnel or US Contractor personnel. Can foreign nationals perform work on the vessels as a subcontractor to the Prime or will they require approval from the Secretary of the Navy as stated in Title 10?

A4: For reference, the Joint Fleet Maintenance Manual describes the variations of corrective maintenance - voyage repairs, emergent maintenance, and continuous maintenance. In Section H, specifically H2.0 and H3.0, the Government has provided guidance for non-U.S. Citizens potentially gaining access to the vessels under this contract. At the DO level, the Government will provide any approval/denial for access in accordance with H3.0 based on the scope, security, and classification requirements of the specific work items. Any travel restrictions pertaining to U.S. contractor personnel performing corrective maintenance, whether for health, safety, or other reasons, will be managed at the DO level.
Q5: Paragraph 3.1.4.2.3 states - Within the Time Limit described in each DO, but not later than the start of the availability, the Prime Contractor shall provide an availability specific Management Plan. The Plan shall be submitted IAW J-1. There is no J-1 in the documents uploaded, can this be provided?
A5: As stated in the solicitation, J-1 is reserved. J-1 will be provided at the Delivery Order level with specifics to that particular delivery order. The intent of this paragraph is to tell the Contractors that the Government will require a management plan for every delivery order.
Q6: Paragraph 3.1.4.5 states - The Contractor shall maintain the integrity of Mission Package integration areas in accordance with J-8 (LCS Interface Control Document).
There is no J-8 in the documents uploaded, can this be provided?
A6: As stated in the beta.sam posting, J-8 is restricted. In Section L 1.3, there are instructions on how to obtain access to the restricted documentation.
Q7: Paragraph 3.1.4.10 states - The Contractor shall utilize the Liaison Action Record (LAR) services/electronic LAR (eLAR) process as outlined in NSTS 9090-100A for communication with the Planning Yard and the Government. The Contractor shall provide LARs/eLARs:
Can SL720-AA-MAN-020-TS 9090-100A NAVSEA SL720-AA-MAN-020 be provided for review?
A7: Document added to beta.sam.

1. The Tag-out Users Manual does not seem complete, it stops at Appendix E while the Changes and Revisions page 5 of 5 and the Table of Contents show up to Appendix M.
2. It states that Tag-outs shall be accomplished using eSOMS and eTAGOUT but there are no references included to define these programs.
Can the Government provide these as references?
