Paragrap h

1 08/13/26

What is the existing conduit material within each of the existing duct banks? Please provide a response per duct bank and be specific.

Duct bank locations/material provided via Attachment L

2 08/13/26 03 30

3.13.3.3

Is concrete testing for the duct banks required or does this spec section only pertain to the ground surface concrete features of the work?

Specification applies to all concrete features of the work.

3 08/13/26 Dwg

CD-

The sidewalk area to the North of EMH SP-42C is severely damaged and heaved from underlying tree roots and it occurs just beyond the demolition limits indicated on CD103. Should the contractors include replacement of this section of the sidewalk in our scope of work and price? If so, please be very specific as to the extent of sidewalk replacement to be performed.

Perform sidewalk work as shown on the drawings.

4 08/13/26

During the installation of the duct bank work, may the excavated soil from the duct bank trenches be considered suitable for backfill of the trenches?

Excavated soil must be tested to determine if it is suitable backfill material.

5 08/13/26 Dwg S501

Can the government provide the bidders with the basis of design for the pad mounted junction boxes used to determine the equipment sizes in detail A1/S501 and A4/S501.

Equipment drawings provided via Attachment M

6 08/13/26

Has an environmental survey been performed for the presence of asbestos, lead, chromium, etc. for all portions and existing materials of the project? If so please provide the bidders with a copy of the report.

An environmental survey has not been performed.

7 08/13/26 01 58

1.3

A project identification sign is required in spec section 01 58 00 and it is the very first item to be removed from the scope during VE or change order negotiations. Can we dispense with the dance and remove the requirement now?

A project identification sign is required.

8 08/13/26 01 35

1.8.3

The contractors management staff seems to be 2-hated by the requirements in 01 35 26-

1.8.3. This project is way to

small to require 2 people and a single hat can easily manage the work of this project. The 2-hat requirement will unnecessarily inflate the cost of the work. Will the government relax the requirement of 01 35 26-

1.8.3 to allow the project to be a single hat versus a 2-hat as specified?

The QCM must be separate from the Superintendent. The KTR may suggest combining all three positions after award and the government will consider.

However, government acceptance should not be assumed.

9 08/20/26

Will the entire work area be available to us at one time or is there some sort of phasing being contemplated by the government?

No. Project will require coordination with existing/planned construction projects in the area (e.g. SP-254 Exterior Repairs)

10 08/27/26

PPI #4 - a) What type of testing is the government requesting to be performed on the excavated soil (sieve analysis, water content, etc or is testing for hazardous chemical content being required) in order to determine the suitability for backfill.

If the soils are being used as backfill, no EV testing is required. A TCLP would only be required if the soil was being taken off-base for disposal.

11 8/27/2026 PPI #4 - b) Can the excavated soil be determined to be suitable within the cost

No. The management of baseline unsuitable soil quantities must be of the base bid amount of our proposals with any soils determined be unsuitable by testing handled by contract modification?

included in your base bid amount and cannot be deferred to a contract modification.

12 8/27/2026

PPI #6 - If an environmental survey not been performed, what is the government's expectation of the contractor within the scope and price of our proposals? Are we expected to perform testing of any suspected lead, asbestos, chromium, etc.

containing material within the price of our proposals or is the government relatively certain there is no reasonable suspicion for the presence of these contaminants?

It is recommended that monitoring for concealed suspected materials that may be ACM during demolition phase. If concealed materials are identified, recommend material be sampled and a determination of asbestos content be made. For projects that require disturbance or removal: Asbestos containing materials shall be removed, transported and managed in accordance with the following regulations:

29CFR 1926.1101, and 40 CFR 61-Subpart M. In addition, this project is located in and downgradient of Restoration Site 31 - SP Hangar Area. PFAS is known to be present in soil and groundwater in the vicinity of SP35. In addition, because the project location is estimated to be downgradient of the restoration site (based on potentiometric data collected during the SI investigation), PFAS is likely to be present in groundwater in the project area. The project indicates excavation depths up to 8 feet bgs.

Groundwater is estimated to be present at 5 to 8 feet bgs. PFAS is a CERCLA-listed hazardous waste and therefore worker safety protocols should be followed for occupational safety and health.

Although PFAS is not currently a RCRA-listed waste, please refer to the waste media manager to verify installation-specific requirements for management of wastes potentially containing PFAS. PFAS data results can be accessed in the SI Report.

8/27/2026

PPI #9 - Is the government merely stating in their response that both contractors working in the project area will need to coordinate and cooperate with each other, or will there be areas occupied by the other contract that will put a full hold stop on areas of our work area? If so, what are the areas that will be on hold and what will the duration of the hold?

Access will be provided to the work area as required to perform the work and as shown. Coordination will be through the NAVFAC CMs for each project when having to access construction other construction areas.

Reference 011400 Work Restriction for additional details on access.

All other terms and conditions remain unchanged.
