About this file
This is a Pre-Proposal Inquiry (PPI) Response document addressing 17 technical clarifications submitted by prospective bidders for solicitation N4008526R0177, a Design-Bid-Build contract for Building 114 Crane 64 Replacement at Naval Undersea Warfare Center, Naval Station Newport, Rhode Island. The government responses provide critical clarifications on project scope, specifications, and requirements to enable accurate bidding.
Key clarifications include confirmation that existing W12x crane rail support beams will remain in place with adjustments required to meet CMAA 74 and AISC tolerance requirements included in the base bid; existing building structural members are adequate to support the new crane system with no additional modifications beyond those referenced in the RFP; Sound Attenuation and Electronic Security Systems acceptance testing are not applicable; HVAC and Refrigeration system commissioning is not included; Variable Frequency Drive (VFD) controls are mandatory for hoist, trolley, and bridge operations per specification 41 22 13.15; pendant control (not radio remote) is required; double-reeved hoist configuration is specified; contractor is responsible for removal and disposal of the existing crane as part of the base bid; the new 3-ton replacement crane's self-weight must be less than or equal to the existing crane's weight; hazmat abatement is not included; and contractor must protect existing equipment in place during execution of work. The proposal due date was extended to August 14, 2026, to allow bidders a minimum of 14 calendar days from government response to all RFIs. These responses address inconsistencies between specification sections and drawing notes while clarifying the baseline scope for CLIN 0001 Base Price work, which includes crane removal, new crane installation, rail and conductor replacement, and upgraded electrical power infrastructure to support two cranes on a common rail system.

PPI Submission Form
| Attachment 04- Pre-Proposal Inquiry Submission Form N4008526R0177 Design Bid Build Building 114 Crance 64 Replacement. Naval Undersea Warfare Center, Naval Station Newport, Newport, RI. | |||||||

| PPI No. | Page | Section | Paragraph | Reply Date | |||
| 1 | DMS | 07/06/26 | 01 11 00 | 1.2.1 | Specification 01 11 00 Summary of Work para 1.2.1 Base Bid states, “The existing crane rails and crane conductor system shall be replaced with new to accommodate two new cranes operating on the same rail system. The existing crane rail beam and rail brackets shall be evaluated for suitability for service for the new cranes.” |
However, Note 2 on sheet A-1 states, “Existing crane rails, supporting w12x rail beams, and conductor system to be evaluated for re-use or replaced to accommodate new bridge crane system.”
There is an inconsistency between these two sections: Plan Note 2 on sheet A-1 references the possibility of reusing the existing crane rails and conductor system, whereas the specification section solely evaluates the crane rail beam and rail brackets for their suitability for continued service.
| As the determination regarding “suitability for service” and the decision to “reuse or replace” will be made post-award, and since this is a price-only procurement, we seek confirmation that pricing for CLINS should adhere to specification section 01 11 00 Summary of Work. This would involve bidders including replacement costs for the crane rails and conductor system, with a subsequent post-award evaluation identifying which components may be reused or require replacement. Any adjustments to scope following this evaluation would be addressed through contract modification. | The Specification 01 11 00 Summary of Work subsection 1.2.1 project description is correct. Intent is to replace the existing crane rail and the existing electrical conductor system with new. See also Specification 00 22 13.00 20 Supplementary Instructions to Offerors subsection 1.1 CLINS, CLIN 0001 Base Price Description. The existing crane rail support beam is to remain. However, the existing rail support beam will need to conform to the installation tolerance requirements of CMAA 74. See also drawing note 18 under section IV-Overhead Cranes on drawing G-1. This may require field adjustments of the existing in-place crane rail beam in order to meet the field alignment tolerances and is considered part of the base bid. | 7/7/26 | |||||||
| 2 | DMS | 07/06/26 | Please confirm that offerors should assume that the existing building’s vertical structural members are adequate to support the new crane system and that at this time, no additional structural modifications will be required beyond the components referenced in the RFP and drawings. | Confirmed. Existing building superstructure can support new crane. Per drawings A-3 and A-4, if two cranes are installed on supported rail beam, the cranes must be separated by the distance indicated at all times so the exisitng structure and crane rail support beam are not overloaded. The minimum separation distance will be maintained and/or controlled by the anti-collision devices. | 7/7/26 | ||||
| 3 | DMS | 07/06/26 | 01 45 00.00 20 | 1..5.4 | Spec section 01 45 00.00 20 para 1.5.4 QC for Secure Space/ Controlled Area Perimeter Construction includes subparagraphs requiring Acceptance Testing for Sound Attenuation (1.5.4.3), and Acceptance Testing for Electronic Security Systems (1.5.4.4). | ||||
| Please confirm that these sections are not applicable to this project. | Confirmed. Subsections 1.5.4.3 and 1.5.4.4 are not included in contract. | 7/7/26 | |||||||
| 4 | DMS | 07/06/26 | 01 91 00.15 20 | 1.5 | Spec section 01 91 00.15 20 para 1.5 System to be Commissioned states the following systems must be commissioned: Heating, ventilating, air-conditioning, and refrigeration systems (mechanical and passive) and associated controls. | ||||
| Please confirm that the referenced systems are not included in the project’s commissioning phase. | Confirmed. HVAC and Refrigeration systems are not included in contract. | 7/7/26 | |||||||
| 5 | Armitage-SAI | 07/17/26 | 00 22 13.00 20 | Due to the fact that the existing rail support beam will need to be evaluated to determine if it complies with tolerance requirements of CMAA 74 we will not be able to determine the extent of or cost of modifications that may be required. Would you consider the following: |
1. Keep the evaluation of the beam in base bid.
| 2. Add a bid Option to make modifications to the existing rail support beam to conform with tolerance requirements of CMAA 74 if reqiured. | Bid documents revised to clarify intent of crane rail support beam. Existing W12x rail support beams to remain. Adjustments to the exisiting W12x support beam to meet CMAA and AISC tolerance requirements is inclulded in the base bid. See PPI No. 1 Response. | 7/29/26 | ||||
| 6 | CCI-FSS | 07/17/26 | Does the base bid require full replacement of the crane rail beams across the entire runway, or evaluation of the existing W12 rail beams for reuse with replacement only where they fail to qualify? | Bid documents revised to clarify intent of crane rail support beam. Existing W12x rail support beams to remain for re-use. | 7/29/26 | |
| 7 | CCI-FSS | 07/17/26 | If evaluation of the existing W12 rail beams is required to determine reuse with replacement only where they fail to qualify, please quantify base bid amount to be assumed for bidding. | Bid documents revised to clarify intent of crane rail support beam. Exiting W12x rail support beams to remain for re-use. | 7/29/26 | |
| 8 | CCI-FSS | 07/17/26 | The documents call for VFD on the hoist, trolley, and bridge but also provide a non-VFD contactor fallback. Is VFD required on all three motions, or is two-speed control on the hoist with VFD on the bridge and trolley travel acceptable? | VFD controls required for hoist, trolley and bridge per specification 41 22 13.15 subsection 2.4.1 and 2.4.2. | 7/29/26 | |
| 9 | CCI-FSS | 07/17/26 | Is radio remote control acceptable in addition to or in lieu of the pendant, or is pendant control required? | No. Provide pendant control per specification 41 22 13.15 subsection 2.4.7. | 7/29/26 | |
| 10 | CCI-FSS | 07/17/26 | Is true vertical lift required for the hoist, or is a standard double-reeved, equalized reeving acceptable? | Provide double reeved hoist per specification 41 22 13.15 subsection 2.3.2. | 7/29/26 | |
| 11 | CCI-FSS | 07/17/26 | Is the existing Crane 64, or any of its components, designated by the government as salvage to remain government property, or is the removed crane the contractor's responsibility to salvage/dispose? | Exisiting crane (and crane components) removal and disposal is the contractors responsibility in base bid. See note 20 under heading IV. OVERHEAD CRANES on drawing sheet G-1 Project Notes. | 7/29/26 | |
| 12 | CCI-FSS | 07/17/26 | Please confirm the self-weight of the existing Crane 64, or confirm that a new three-ton crane of comparable weight satisfies the requirement that the replacement crane's self-weight be less than or equal to the existing crane's. | Existing overhead crane self-weight is unknown. The new 3-ton overhead crane replacement shall weigh less than, or equal to, the existing crane. | 7/29/26 | |
| 13 | CCI-FSS | 07/17/26 | In lieu of weight information, please confirm that the new three-ton crane of comparable weight satisfies the requirement that the replacement crane's self-weight be less than or equal to the existing crane's? | See PPI No. 12 reply above. | 7/29/26 | |
| 14 | CCI-FSS | 07/17/26 | Confirm that the government will allow bidders a minimum of 14 calendar days to respond to the RFP starting from the date that the government responds to 100% of the RFIs received. | Yes, New Proposal due date will be extended to 8/14/2026 | 7/29/26 | |
| 15 | CCI-FSS | 07/17/26 | Are bidders required to provide any hazmat abatement associated with this contract? | Hazmat abatement is not included in the base bid or bid option 1. | 7/29/26 | |
| 16 | CCI-FSS | 07/17/26 | Please provide any Environmental/Hazmat Material reports for areas of the building requiring removal, penetrations or fastening that can impact installation | No Hazardous Material Reports exist.
