About this file
This is a Pre-Proposal Inquiry (PPI) response document addressing four key clarifications submitted by potential offerors for the Building 114 Crane 64 Replacement project at Naval Undersea Warfare Center, Naval Station Newport, Rhode Island.
The government clarified that offerors should price CLIN 0001 (Base Price) to include replacement costs for both the existing crane rails and electrical conductor system, with the understanding that post-award evaluation will determine which components may be reused or require replacement, with any scope adjustments addressed through contract modification. The existing crane rail support beam will remain in place but must conform to CMAA 74 installation tolerance requirements, potentially requiring field adjustments as part of the base bid. The government confirmed that the existing building's vertical structural members are adequate to support the new crane system with no additional structural modifications required beyond those referenced in the RFP and drawings, though two cranes must maintain a minimum separation distance controlled by anti-collision devices to prevent overloading. Additionally, the government confirmed that Acceptance Testing for Sound Attenuation and Electronic Security Systems under specification section 01 45 00.00 20 are not applicable to this project, and that HVAC and Refrigeration system commissioning requirements under specification section 01 91 00.15 20 are not included in the contract scope.

PPI Submission Form
| Attachment 04- Pre-Proposal Inquiry Submission Form N4008526R0177 Design Bid Build Building 114 Crance 64 Replacement. Naval Undersea Warfare Center, Naval Station Newport, Newport, RI. | ||||||

| Page | Section | Paragraph | ||||
| DMS | 07/06/26 | 01 11 00 | 1.2.1 | Specification 01 11 00 Summary of Work para 1.2.1 Base Bid states, “The existing crane rails and crane conductor system shall be replaced with new to accommodate two new cranes operating on the same rail system. The existing crane rail beam and rail brackets shall be evaluated for suitability for service for the new cranes.” |
However, Note 2 on sheet A-1 states, “Existing crane rails, supporting w12x rail beams, and conductor system to be evaluated for re-use or replaced to accommodate new bridge crane system.”
There is an inconsistency between these two sections: Plan Note 2 on sheet A-1 references the possibility of reusing the existing crane rails and conductor system, whereas the specification section solely evaluates the crane rail beam and rail brackets for their suitability for continued service.
| As the determination regarding “suitability for service” and the decision to “reuse or replace” will be made post-award, and since this is a price-only procurement, we seek confirmation that pricing for CLINS should adhere to specification section 01 11 00 Summary of Work. This would involve bidders including replacement costs for the crane rails and conductor system, with a subsequent post-award evaluation identifying which components may be reused or require replacement. Any adjustments to scope following this evaluation would be addressed through contract modification. | The Specification 01 11 00 Summary of Work subsection 1.2.1 project description is correct. Intent is to replace the existing crane rail and the existing electrical conductor system with new. See also Specification 00 22 13.00 20 Supplementary Instructions to Offerors subsection 1.1 CLINS, CLIN 0001 Base Price Description. The existing crane rail support beam is to remain. However, the existing rail support beam will need to conform to the installation tolerance requirements of CMAA 74. See also drawing note 18 under section IV-Overhead Cranes on drawing G-1. This may require field adjustments of the existing in-place crane rail beam in order to meet the field alignment tolerances and is considered part of the base bid. | |||||
| DMS | 07/06/26 | Please confirm that offerors should assume that the existing building’s vertical structural members are adequate to support the new crane system and that at this time, no additional structural modifications will be required beyond the components referenced in the RFP and drawings. | Confirmed. Existing building superstructure can support new crane. Per drawings A-3 and A-4, if two cranes are installed on supported rail beam, the cranes must be separated by the distance indicated at all times so the exisitng structure and crane rail support beam are not overloaded. The minimum separation distance will be maintained and/or controlled by the anti-collision devices. | |||
| DMS | 07/06/26 | 01 45 00.00 20 | 1..5.4 | Spec section 01 45 00.00 20 para 1.5.4 QC for Secure Space/ Controlled Area Perimeter Construction includes subparagraphs requiring Acceptance Testing for Sound Attenuation (1.5.4.3), and Acceptance Testing for Electronic Security Systems (1.5.4.4). | ||
| Please confirm that these sections are not applicable to this project. | Confirmed. Subsections 1.5.4.3 and 1.5.4.4 are not included in contract. | |||||
| DMS | 07/06/26 | 01 91 00.15 20 | 1.5 | Spec section 01 91 00.15 20 para 1.5 System to be Commissioned states the following systems must be commissioned: Heating, ventilating, air-conditioning, and refrigeration systems (mechanical and passive) and associated controls. | ||
| Please confirm that the referenced systems are not included in the project’s commissioning phase. | Confirmed. HVAC and Refrigeration systems are not included in contract. |
