About this file

This is an Amendment (Amendment 0005) to a federal solicitation for a Design-Bid-Build contract for fire pump replacement and associated infrastructure work at multiple buildings. The key changes include:

The proposal due date has been extended from 25 September 2025 to 02 October 2025 by 2:00 PM EDT. The amendment addresses multiple pre-proposal inquiries regarding project requirements, including clarifications on personnel roles (superintendent, SSHO, and QC manager must be separate individuals), fire protection engineering, asbestos remediation, fire pump specifications, and electrical system modifications. Significant specification revisions were made to sections covering administrative requirements, safety requirements, and plumbing specifications. The project involves replacing fire pumps in Buildings 2 and 18B, with work including electrical infrastructure upgrades, pressure reducing valve installations, and limited asbestos remediation across approximately 75 buildings.

require power during a shutdown event? Are there any other trades

(SIMOPS) performing work during this time that would require power?

In Section 00 22 16 -

Supplementary Instructions to

Proposers (General Requirements), there is NO mention of asbestos abatement work. The provided project drawings indicate (1) valve location and to include (5) additional random locations, each consisting of 5-ft of pipe insulation. In the Attachment E

Price Proposal Form, the description lists "providing asbestos remediation as shown, of pipe insulation, at locations where pressure-reducing valves are being provided." Is the intent of this RFP to include abatement scope pricing in our CLIN 0001 total price proposal?

Yes

Can the government provide a building/site survey report identifying ACM, LCM, and other hazardous materials that could be either disturbed or a potential for exposure during a work activity within the work areas defined in the scope?

B313 Asbestos report provided with Amendment

0002. Additional reports to be provided as needed after award.

Can the government confirm that the specifications for the new fire pumps are correct? The design differs from existing equipment specifications. New pumps

Building 2 and 18B call for diesel

21 16

Section 2, paragraph 1

The first sentence says that the seed project will be DBB.

However, the next sentence says that the seed project includes the

"design and replacement of the existing fire pumps" and "to design a new primary electric pump."

Does the seed project scope include design? If so, what are the design deliverables?

This is a general description of the entire project from a planning perspective. This is a DBB project. The fire pumps have been designed.

See drawings and specifications for full details.

Section 00

21 16

Are there any restrictions on how small proposal margins can be?

No

Can prime offerors team with more than one A-E partner?

Yes, however still limited to five (5) projects to demonstrate design experience.

Is a design project example too old for Factor 1 if the design work was performed before 7/22/2020 but the contract scope included construction administration services and a period of performance that extended into

2024?

Yes. See response to PPI #14.

Do construction projects for Factor

1 need to be 100% complete?

Yes.

01 91 00.15

1.9.1.1

Please confirm the Contractor will be responsible for hiring the Lead

Commissioning Specialist (CxC).

See response to PPI #29.

49 01 50 00 3.5.3

Referenced paragraph states, "construct a temporary 6 foot high chain link fence around trailers…include plastic strip inserts…" Will a fabric windscreen be acceptable in lieu of plastic strip inserts (which are more costly)?

No plastic inserts or visibility barrier is required.

50 01 50 00

Please indicate a location the contractor may utilize for laydown and construction trailer. Please also provide information on available utility tie-ins for temp power and water.

Construction Trailor and laydown area to be coordinated with Contracting

Officer's Representative.

51 01 50 00 3.2.2

Referenced paragraph reads that

Contractor will have to pay for temporary utilities consumed by

Contractor. Please confirm the

Contractor will be responsible for paying for temporary utilities.

Water and electricity will be provided as available from existing outlets and supplies as available, at no charge.

52 01 11 00 1.5.1

Will the Contractor performing this

SOW be subject to additional fees charged by NSA Mechanicsburg

(e.g., BOS contractor) for utility outages, dig permits, etc.?

Considering the number of buildings (i.e., 75) where PRV's are required alone, there is potential for a significant cost for utility shutdowns and this should be clear for all contractors to account for such cost.

Only fees indicated in the task order

53 01 11 00 1.5.1

If this project will be subject to

BOS contractor, please provide a rate/fee sheet for the BOS contractor.

This is not a BOS contract.

54 01 11 00 1.6

Will the Contractor be required to perform and pay for Ground

Penetrating Radar (GPR) services in conjunction with all dig permits?

Reference electrical drawings.

55 01 11 00 1.2.1

The Project Description indicates the Contractor will be required to provide asbestos remediation of pipe insulation at five locations where pressure-reducing valves are being provided. Section 02 82 00 paragraph 1.3.1 indicates, "The asbestos work includes the demolition and removal of approximately 20 feet of pipe insulation per building located in six buildings." General Note #7 on

P-001 states, "For bidding purposes, assume asbestos abatement at five additional locations beyond those keynoted on plans..." Sheet P-104 Keynote #20 indicates Bldg 313 requires abatement. Since no hazardous material survey/report is found in the RFP documents, please confirm abatement of six locations is accurate.

Asbestos abatement is as indicated. See response to PPI

#41.

56 02 82 00

We are unable to find a hazardous material report / survey in the RFP documents. Please provide.

See response to PPI #41.

57 02 82 00

If the Government does not possess a current hazardous material survey, please clarify if the

Contractor will be required to hire a hazardous material testing agency to test and provide a hazardous material report/survey to verify the absence of hazardous materials for each of the 75+ buildings where work will be performed under this contract.

No

58 21 13 13 3.5

Paragraph indicates to "Paint all fire sprinkler piping red…" No painting specification section is found in the specifications. Please provide.

Provided with Amendment

0002.

59 E-103

Sheet E-103 indicates to provide a pad-mounted transformer

(150KVA, 12470, 480/277). We're hearing a transformer of this size may have a lead time of 40-45 weeks (after approval).

Considering this project's POP is only 365 calendar days, please consider increasing the POP to allow for the procurement and delivery of the transformer to ensure ample time is provided to complete the installation and testing of the fire pump.

480 calendar days period of performance (including 15 days for bonds/insurance) is the correct duration for the seed project.

E-103;
