About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Design-Build (DB) Repair project for CVN Bulkhead Q8 at Naval Station Norfolk, Virginia. Amendment 0007 updates the General Requirements for Factor 1 - Technical Solution, specifically the Solicitation Submittal Requirements. The key changes include modifying the project schedule from 1,440 to 1,800 calendar days (including 15 days for bond approval) and slightly adjusting the lettering of technical complexity requirements from a-h to i-p. Contractors must submit a narrative work plan and summary level schedule not exceeding eight 8-1/2" x 11" pages, with up to four 11"x17" supplemental drawings, demonstrating their approach to project management, design, construction methods, workforce management, and other specified technical complexities.

The amendment is issued by NAVFACSYSCOM MID-ATLANTIC CONTRACTING CORE, with the solicitation number N40085-25-R-0070 and an anticipated contract award date of 30 September 2025. The contract point of contact is Catharine Keeling. The amendment emphasizes that the proposed schedule duration, if shorter than specified in the Request for Proposal (RFP), will be incorporated into the final contract. Offerors are required to provide a comprehensive project schedule that illustrates their ability to achieve or improve upon the contract completion date and demonstrates a clear understanding of the project's work and milestones.

SUMMARY OF CHANGES

The following have been added by full text:

AMENDMENT 0007

The purpose of this amendment is to incorporate the following:

1. To Update General Requirements

1. Updated General Requirements

Changes to the General Requirements are as follows:

From:

Factor 1 – Technical Solution:

(i) Solicitation Submittal Requirements:

Submit a narrative work plan and summary level schedule to describe your approach to managing the project and ensuring adherence to the project schedule. Both the schedule and narrative must address the execution of the base work as identified in the RFP. The narrative shall not exceed eight (8) 8-1/2” x 11” pages, 12-point font size. Up to four (4) drawings on 11”x17” paper can be provided to supplement the narrative and will not count towards the page limit. Provide the summary level schedule, in 11” x 17” pages in the Adobe PDF file. There is no page limit on the summary level schedule.

The narrative work plan shall address major elements of work and demonstrate understanding of the scope, all phases and major milestones, technical complexities, and construction schedule required to achieve the work as identified in the solicitation. Identify activities that may affect the project timeline, including other/off site work activities. In addition, the plan shall address the following technical complexities:

a. Overall management and coordination of simultaneous construction activities;

b. Contractor’s intended design approach for the project;

c. Minimizing footprint of contractor’s operations and laydown in the Pier Area during construction;

d. Approach to avoid project schedule slippage due to material/equipment procurement and delivery delays;

e. Open-water construction methods, including installation via equipment mounted on barges;

f. Subcontractors for both design and construction and their ability to provide skilled labor;

g. Maintaining the workforce as needed;

h. Management of this workforce

The project schedule shall illustrate the Offeror’s ability to achieve or improve on the contract completion date set out in the RFP (1440 calendar days, including 15 days for bond approval). Identify the overall completion time for this project as well as interim completion times (including each phase of work as identified in the RFP) and key milestones for sequences as required to complete construction. The schedule shall demonstrate an understanding of the work, a logical sequence of events to accomplish the work, and contain enough information to identify all of the major milestones, as defined in the RFP.

The schedule shall be based on a contract award date of 30 September 2025. This date is for proposal purposes only and is not intended to indicate an anticipated/planned award date. NOTE: If a realistic duration shorter than specified in the RFP is proposed, the proposed duration will be incorporated into the resultant contract.
