About this file

This document is an Amendment of Solicitation (Standard Form 30) for a Design-Build (DB) Repair project for CVN Bulkhead Q8 at Naval Station Norfolk, Virginia, with solicitation number N40085-25-R-0070. Amendment 0004, dated 28-AUG-2025, incorporates a site visit log, additional attachments, and responses to pre-proposal inquiries (PPIs). Key technical details include design submittal requirements (35%, 65%, and Pre-Final reviews with 2-week NAVFAC review periods), strict phasing constraints requiring 100% quadrant completion before moving to the next phase, and a mandatory work stoppage from November 15 to January 15 that will impact construction scheduling. The project involves bulkhead repair with specific requirements around demolition, new concrete and composite fender piles, and construction sequencing across multiple quadrants, with the government emphasizing contractor flexibility in design approach while maintaining specific technical and operational constraints.

Question No.

Question Government Responses

8 For offerors choosing to complete their own design, how many design submittals are required and what is the Gov’t review time for each submittal?

If correcting concept design: required Submittals would be 65% and Pre-Final for review. If starting new design:

required Submittals would be 35%, 65%, and Pre-Final for review. NAVFAC review periods are 2 weeks.

9 For offerors choosing to utilize the concept drawings, please confirm that the four 11x17 drawings called out under Factor 1 are not required in the proposal.

Four 11x17 drawings are an option to help support one's narrative. They should be specific to your narrative.

12 Reference Attachment G, Price Proposal Form.

Please confirm which phases are included in Bid Line Items 1, 2, and 3.

See Spec Section 01 14 00 in RFP. Page 18 of RFP ( RFP attached).

13 Please confirm Phases 1-6 and Quadrants 1-6 are one in the same.

See RFP for Phasing requirements. Any reference to Quadrants is part of design that is to be corrected as dictated by the RFP (RFP attached).

14 Specification 01 14 00 references a sequence of construction for bidding purposes. The Quadrant 3 (Phase 2) is presumably in Bid Option 2. Does NAVFAC anticipate awarding both Bid Options faster than 365 Calendar Days?

See Spec Section 01 14 00 in RFP. Awarding of Bid Options will be at the discretion of the Government (RFP attached).

15 Reference Addendum #2, Q8 Bulkhead Construction Comments, Items 14, 16, 18, 43.

These items state that the RFP requires demo of all existing piles and providing new piles, but the concept drawings state to salvage and reuse. Is the contractor to provide all new concrete and composite fender piles or salvage the existing for reuse?

The contractor is to provide new concrete and composite fender piles. See RFP Part 3, 1.0 Project Description, Note 8.

Page 310 of RFP (RFP attached).

17 Reference Specification 35 59 13.14 - Reused Polymetric Piles: Would NAVFAC consider removing section 2.3, Contractors Warranty?

Contractors can not in good faith give a warranty on a pile they didn’t purchase brand new, let alone not drive the first time.

No Piles are to be salvaged. See RFP Part 3, 1.0 Project Description, Note 8. Page 310 of RFP (RFP attached).

18 Reference Specification 02 41 00 - Demolition and Reconstruction: Paragraph 3.1.2 states that pile fender piles indentified by the Contracting Officer for reuse must be placed in a temporary upland storage area. Where is this location at in Naval Station Norfolk?

No Piles are to be salvaged. See RFP Part 3, 1.0 Project Description, Note 8. Page 310 of RFP (RFP attached).

22 Can the most recent hydrographic survey of the area where construction will occur be provided?

Existing depths are shown on the Concept Dwgs. Siltation rates near the bulkhead are extremely low and this data provides the approximate depths. New hydrographic survey of the entire area can be provided to the winning bidder if requested.

23 Amendment 002 Question No. 1 response makes reference to "Part 3, 1.0 Project Description".

Can you provide the specific specification section this is located or provide this section?

See RFP Part 3, 1.0 Project Description. Pages 309-311 of RFP (RFP attached).

24 Will all government material, equipment, etc be removed from the project work areas as shown on G-101 prior to contractor mobilization to the work quadrant?

See Spec Section 01 14 00 in RFP. Page 18 of RFP (RFP attached).

25 Amendment 0002 references 'Part 3, 1.0 PROJECT DESCRIPTION' in multiple responses. This section is not in any of the bid documents provided. Please provide the referenced document.

See RFP Part 3, 1.0 Project Description. Pages 309-311 of RFP (RFP attached).

26 Please confirm no electrical/telecommunication scope of work is required for this project since there is no electrical/telecommunication section provided in the concept drawings. If it is required, please provide a detailed scope of what is required, including ED drawings.

See RFP for electrical / telecommunication requirements (RFP attached).

27 Please confirm no mechanical scope of work is required for this project since there is no mechanical section provided in the concept drawings. If it is required, please provide a detailed scope of what is required, including MD drawings.

See RFP for mechanical requirements (RFP attached).

28 Please confirm no civil utility scope of work is required for this project since there is no civil utilities section provided in the concept drawings.

If it is required, please provide a detailed scope of what is required.

See RFP for civil/utilities requirements (RFP attached).

29 Please confirm that phasing referenced on page 3 of General Requirements refer to the sequencing stated on page 2 of spec section 01 14 00, which is as follows:

Phase 1: Quadrant 2 Phase 2: Quadrant 3 Phase 3: Quadrant 1 Phase 4: Quadrant 4 Phase 5: Quadrant 5 Phase 6: Quadrant 6

See RFP for Phasing requirements. Any reference to Quadrants is part of design that is to be corrected as dictated by the RFP (RFP attached).

30 Please provide quantity of brick pilasters to be demolished, as it is unclear on the drawings.

To be determined by Contractor's design and means and methods for Construction.

31 Please confirm that call-out 14 in drawing area B1 should reflect Note 13 - decorative metal fencing.

To be determined by Contractor's design and means and methods for Construction.

42 Please confirm that the information in the reference drawings and other provided documents have been incorporated/accounted for in the drawings listed in spec section 00 01 15.

See RFP Part 3, 1.0 Project Description. Pages 309 -311 of RFP ( RFP attached).

43 Please confirm that list of drawings in this section are the basis of bid drawings.

Project is a Design-Build project. See RFP for the requirements for this project. A summary of the project is provided in Part 3, 1.0 Project Description. Pages 309 -311 of RFP. (RFP attached)

44 For basis of bid, please provide thickness for concrete pads.

Note 14 of the Concept Dwgs states 12" thick.

45 Please confirm that all misc. items (security barriers, etc.) stored north of Pier 14 will be moved by others prior to commencement of work in this phase of the project.

Correct. See Spec Section 01 14 00 in RFP. Page 19 of RFP (RFP attached).

47 Please confirm that the extent of the 4" of topsoil & seeding is limited the inside of the silt fence in these areas.

Confirmed

48 What design submittals are required? If correcting concept design: required Submittals would be 65% and Pre-Final for review. If starting new design:

required Submittals would be 35%, 65%, and Pre-Final for review. NAVFAC review periods are 2 weeks.

49 Please provide all missing PARTS and SPECIFICATION SECTIONS, as listed in the Whole Building Design Guide design-build RFP template, i.e. https://www.wbdg.org/navy/ndbm.

See RFP (RFP attached)

50 Is contractor able to supply 100% demolition drawings ahead of complete design package in order to expedite start of work?

For this project, Gov't does not see a huge advantage in starting demolition early considering the phasing requirements.

51 Per document 'Q8 Bulkhead_ConstructComments' provided in Amendment 0002, response to question #50 states "Turbidity curtain is not required per EV";

however, there is a spec section provided, and detail on CD-501. Please confirm that turbidity curtain is not required.

Turbity Curtain is not required. Please see attached RFP.

52 Spec states, "Due to Holiday Berthing, no demolition or construction work shall occur between 15 November and 15 January of any calendar year that would affect ship berthing or naval operations for work in quandrants 1, 2, 3, and 4."

Please specify what portion of work in quadrants 1, 2, 3, & 4 affect ship berthing or naval operations.

See Spec Section 01 14 00 in RFP. Page 18 of RFP (RFP attached).

55 Due to underwater inspection of concrete fender piles, what is required to restore/clean existing concrete piles to be salvaged and reused?

No Piles are to be salvaged. See RFP Part 3, 1.0 Project Description, Note 8. Page 310 of RFP (RFP attached).

56 Please provide storage/staging location for salvaged material, i.e. concrete/composite piles and timber.

No Piles are to be salvaged. See RFP Part 3, 1.0 Project Description, Note 8. Page 310 of RFP (RFP attached).

57 Please confirm that the only concrete fender piles to be reused are the "low piles" located at each cleat location, and all other concrete fender piles are to be furnished by the contractor.

No Piles are to be salvaged. See RFP Part 3, 1.0 Project Description, Note 8. Page 310 of RFP (RFP attached).

60 Note 3 states that steel sheet piles shall be coated on outboard face only. This is not standard practice in the local area. Please confirm this is the requirement. Additionally, 3.4.1 states to coat the interlocks as well, please confirm this is only the outside face of the interlock, not the inside face.

See RFP - Part 4 - Section H10 for requirements. Page 459 of the RFP (RFP attached).

61 This paragraph states "The Contractor shall limit his operations to within the boundaries established by each designated "Quadrant" and shall complete all the required demolition and construction, to the acceptance of the Contracting Officer, prior to commencing work in the next "Quadrant" (for Quadrants 1 through 4)." So does this mean the KTR cannot begin any demolition operations in Quadrant 3 until Quadrant 2 is 100% complete?

This will have great impact on the schedule, please reconsider this requirement.

Correct. Each Phase will need to be completed before any work can start in the next Phase.

62 Same as paragraph as previous PPI. So if Bid Option #1 is awarded, then no demolition work on Quadrant 1 can begin until Quadrant 3 is 100% complete? The bid option #1 only allows for an additional 180 CD if awarded to 100% complete this phase. Please reconsider this completion requirement.

Each Phase will need to be completed before any work can start in the next Phase as detailed in RFP (RFP attached).

63 Same as paragraph as 2 previous PPIs. So if Bid Option #2 is awarded, then no demolition work on Quadrant 4 can begin until Quadrant 1 is 100% complete? And Quadrant 5 can not begin any demolition work until Quadrant 4 is complete. Again, this will greatly impact schedule, please reconsider these completion requirements.

Each Phase will need to be completed before any work can start in the next Phase as detailed in RFP (RFP attached).

64 This section states that a 2-month work stoppage will be in affect from Nov 15 - Jan 15 of any calendar that would affect berthing or naval operations. We have to assume this would be a complete 2 month work stoppage, since no guidance is given on how much holiday berthing and naval operations would be affect construction operations during this period. With the restrictions on 100% completion in each quadrant 1-4 and this work stoppage affecting quadrant 1- 4, the schedule seems unachievable. Please reconsider the requirements of 1.3.2 work stoppage and 1.3.1 100% completion requirements for quadrants 1-4.

See Spec Section 01 14 00 in RFP. Page 18 of RFP (RFP attached).

65 Please do not respond with "Bid per RFP" or similar statement. Contractor is trying to make concerted efforts to minimize changed conditions after award, as it is our duty to inquire.

Acknowledged

66 This paragraph states that the KTR shall anticipate a (2) workday delay for all operations when they transition from one quadrant to the next. And the KTR SHALL have to relocate his materials and equipment from the affected waterways and shoreside, to allow for vessel and government stored materials and equipment to be relocated prior to each quadrant change. Please clarify and quantify this statement. This will have major impacts on cost and schedule, please be more defined in the scope requirements for this downtime delay.

See Spec Section 01 14 00 in RFP. Page 18 of RFP (RFP attached).

68 In regard to the "Q8_Bulkhead_ConstructComments" document provided in Amendment 0002, please confirm that comments in the Action Taken column have been incorporated into the RFP. If no comments are in the Action Taken column, these items will be evaluated during the design process and costs/changes will be priced accordingly, as required, as no cost has been accounted for in this

RFP.

Comments in Action Taken column have been incorporated into the RFP. No comments in the Action Taken column are items that need to be consider/corrected in new design.

69 Please provide a design build order of precedence for the provided documents.

Order of Precedence is identified in Spec Section 01 33 10.05 20, paragraph 3.3.2. Page 103 of the RFP (RFP attached).

70 Please confirm a Project Labor Agreement is not required for this project.

Confirmed; there is no Project Labor Agreement for this project.

72 Please provide the bypass system requirements for each of the non-isolated storm drains, i.e.

2,800 GPM, 5,000 GPM, etc., as well as the discharge location for the project.

To be determined by Contractor's design and means and methods for Construction.

75 This paragraph states other construction contracts may be under construction which involves other contractors WITHIN and adjacent to the construction site. Please state which contracts this will be so we can account for this coordination during the bidding process.

No other contracts are currently working in these areas

78 Please confirm a separate jobsite trailer will not be required for government personnel to use.

Confirmed

81 3.8.5 states that concrete placed underwater must be inspected with qualified engineer divers.

Please confirm the 3rd party UWQC diver qualifications will satisfy this requirement.

Confirmed

82 Can the KTR just increase the overlap and pin geotextile together in lieu of sewn seams, where applicable?

To be determined by Contractor's design and means and methods for Construction.

83 This paragraph states to core 4"Ø vent holes through the relieving platform over the void at 24" OC EW. Please provide a basis of bid on how many cores you want the KTR to include in their price.

To be determined by Contractor's design and means and methods for Construction.

85 This spec is for underground electrical distribution. If there is scope associated with this spec required as per the RFP, then a more defined scope needs to be provided by the government because the drawings and RFP do not define any scope or limits associated with this spec.

Please see the attached RFP.

87 Please confirm that a government official will be on-site during the salvage process to inspect the salvaged piles and identify it to be acceptable for reuse at time of inspection.

No Piles are to be salvaged. See RFP Part 3, 1.0 Project Description, Note 8. Page 310 of RFP (see attached).

89 The conceptual design and associated Basis of Design is dated in 2018 and lists 2012 UFC 4- 152-01 as a reference. Please confirm UFCs listed in the Basis of Design are applicable for basis of bid.

UFCs that would apply would be the most current UFCs at time of award.
