About this file

This is an Amendment of Solicitation for a Design-Build (DB) Repair project at Naval Station Norfolk, Virginia, specifically for repairing the CVN Bulkhead Q8. Amendment 0005 extends the proposal due date from 11 September 2025 to 17 September 2025 at 2:00pm ET and provides responses to multiple Pre-Proposal Inquiries (PPIs). The project involves complex marine construction work including phased demolition, installation of a new sheet pile bulkhead, soil anchors, fender systems, mooring hardware, and associated site and utility work.

Key changes include clarifying that this is a Design-Build project where the contractor will determine means and methods, addressing questions about material salvage, pile extraction, weep holes, drainage systems, and various technical specifications. The government emphasizes that concept drawings are for information purposes only, and the contractor's price must include design and construction based on current Unified Facilities Criteria (UFC) and the Request for Proposal (RFP) document. The project is divided into multiple phases across different station locations, with Base Bid covering the area between Piers 12 and 14, and additional bid options for areas south and north of these piers.

The proposal due date has been extended from 11 September 2025 to 17 September 2025

11 Due the complexity and size of this project and the time necessary to allow our design team and subcontractors to review, scope, and provide pricing, can the proposal due date be pushed to September 26, 2025?

The proposal due date has been extended from 11 September 2025 to 17 September 2025

16 Drawings show to remove and salvage existing fender piles (concrete and composite). Would NAVFAC providing a bid item for replacing composite and concrete fender piles?

No Piles are to be salvaged. See RFP Part 3, 1.0 Project Description, Note 8. Page 310 of RFP (RFP attached).

19 Drawing has a note for potential void to be filled with flowable fill. Would NAVFAC consider a unit price bid item to limit the unknown quantity of flowable fill that could be required to fill these voids?

This will be controlled by the individual contractor's design and would be applicable to all of the CLINS

20 Wage Determination - Will a wage determination for Marine Construction trades be provided?

59 We understand the Government’s intent is to maintain the current bid date to support an award by the end of the FYE calendar year. However, given the scale and complexity of the (Design Build) Q-8 Bulkhead Repair — which includes phased demolition, installation of a new sheet pile bulkhead, soil anchors, fender systems, mooring hardware, and associated site and utility work— the current proposal preparation period does not allow sufficient time to develop a complete and competitive bid package. Our concern is that the compressed schedule limits the ability of offerors to fully evaluate the technical requirements, coordinate subcontractor and supplier pricing, and develop accurate cost and risk assessments.

Extending the bid date would help ensure the Government receives comprehensive proposals that reflect the true scope and magnitude of the work. Accordingly, we respectfully request an extension of the bid due date by [3 weeks] to allow adequate time for thorough proposal development. We appreciate your consideration and remain committed to submitting a responsive proposal in line with the Government’s objectives.

The proposal due date has been extended from 11 September 2025 to 17 September 2025

67 In the base bid of the Waterfront MACC award, contract clause 52.225-11 states “*To be completed per Task Order.”.

FAR 52.225-11 is required to this task order. Please follow instructions within the clause.

71 CD-103 notes to transition excavation at approximately STA 23+90; however, CD-301 shows typical excavation up to STA 24+30.

Please confirm that excavation is to transition to a lesser area starting STA 23+90 as to retain and protect the buildings to the north, which in turn means that probing underneath the relieving platform ceases at STA 23+90.

This is a Design-Build project. Because of this, means and methods for construction are to be determined by the Contractor's design and are at the Contractor's discretion.

73 Utility Note 1 states that all storm drain pipes less than 12" diameter shall be ductile iron, but storm drain pipe in drawing area D4 on C-110 calls for 10" dia. RCP. Please confirm that this pipe is meant to be ductile iron.

This is a Design-Build project. Because of this, means and methods for construction are to be determined by the Contractor's design and are at the Contractor's discretion.

74 There is an underground electrical line in this drawing area, only with a note (Note 9) to retain and protect the electrical handhole and adjust to finished grade. Please provide further detail on this electrical line, such as depth and ductbank detail, as well as if the line is to be protected in place or demolished and replaced.

This is a Design-Build project. Because of this, means and methods for construction are to be determined by the Contractor's design and are at the Contractor's discretion.

79 This states that "For bidding purposes, Contractor shall assume 5 percent of Prestressed Fender Pile and 5 percent the Composite fender piles may be damaged / broken during extraction. The contractors shall account for this occurrence in their bids for the complete extraction of any portions of these damaged piles and any portions which may have broken off the main section of piling." Please confirm that if contractor exceeds 5%, this will be considered a changed condition.

Any abandoned in place piles would need to be outside the area of new work and would need to be broken / cutoff at a minimum at the mudline. So a lot with be determined with the Contractor's design and means and methods for Construction.

80 Please confirm the KTR can utilize ASTM A767 Class II galvanizing or A1094 galvanizing prior to fabrication in lieu of A706 hot dipped galvanizing after fabrication.

This is a Design-Build project. Because of this, means and methods for construction are to be determined by the Contractor's design and are at the Contractor's discretion.

84 Please confirm that the KTR is not required to clean any existing storm drain pipe. This paragraph only applies to newly installed pipe, if required.

This is a Design-Build project. Because of this, means and methods for construction are to be determined by the Contractor's design and are at the Contractor's discretion.

86 This paragraph states that probing IS REQUIRED prior to installation of PC fender piling. Please confirm.

88 Demolition Keynote states, "Remove, salvage and store exist conc fender pile for reuse." In regards to all salvaged material of the fender system (concrete piles, composite piles, and timber), please confirm that this material that is not reused will become property of the government. In other words, KTR is not responsible for disposal of unused salvaged fender material.

No Piles are to be salvaged. See RFP Part 3, 1.0 Project Description, Note 8. Page 310 of RFP.

90 Please confirm that probing (as defined in Notes 3/4 on CD301 Section A1 Typical Demolition Section at Storm Drain Pipe - STA 0+00 to STA 24+30) for voids and installation of flowable fill only occur at the storm drain outfalls / catch basin locations.

This is a Design-Build project. Because of this, means and methods for construction are to be determined by the Contractor's design and are at the Contractor's discretion.

Because this is Design Build, this will be determined by the Contractor's design and UFC requirements.

96 This specs states to allow new pavement surfaces to cure for a period of not less than 30 days before application of pavement marking paint.

This greatly affects schedule with regards to quadrant completion for turnover to mobilize to the next quadrant. Please confirm that thermoplastic striping can be utlitized in lieu of pavement marking paint and if allowed, this curing period would not apply.

Because this is Design Build, this will be determined by the Contractor's design and UFC requirements.

97 During the site visit and many RFI responses, the proposer is directed to find answers in Part 3.

Part 3 has not been provided, which impacts the offeror’s ability to provide a timely quote. Please provide Part 3 ASAP and extend the PPI question due date to allow for additional time to review the Part 3 requirements.

Incorrect. The concept drawings are provided for information and to give a general scope of work of the project. This is a Design-Build project. Contractor's price will include the design and the construction based upon the current UFC's and the RFP document. Changes from the Concept Drawings and Specs will not be grounds for additional compensation.

124 At the site visit a Navy employee indicated that "section 3" was very important. Can more specifics be provided as to where this is in the documents?

A summary of the project is provided in Part 3, 1.0 Project Description. Pages 309-311 of RFP.

125 The documents provided are not typical design-build bridging documents. No design requirements are specified. Will the scope of design work be made available?

See RFP. A summary of the project is provided in Part 3, 1.0 Project Description. Pages 309-311 of RFP.

126 Has the government secured any permits for this work?

LOA, ESA and EFH Concurrence, and MMPA have been supplied in Part 6 - Electronic Attachments. ACOE Permit and VMRC Permit will be provided prior to construction beginning. Contractor will be required to submit and obtain approvals from VDEQ for Erosion and Sediments Control Plans and Stormwater Permits based upon their Contractor's design.

127 Were permits secured for the work proposed in the "2017_Q_8_Concept_DWGS" file?

No, they were not.

128 Will the contractor be responsible for any permits or any renewal of existing permits?

Requirements for Annual Reporting as part of the LOA.

129 Are the firms responsible for preparation of the "2017_Q_8_Concept_DWGS" and the "1513553_SPC_1of5" files to be excluded (prohibited) from working for the contractor as the designer?

No, they are not prohibited from completing the design.

130 Is it an acceptable approach to use the "2017_Q_8_Concept_DWGS" and the "1513553_SPC_1of5" as contract documents and use the contractor's design team for Special Inspections, Submittal Review and to provide design modifications that may be required due to changed site conditions or errors/omissions in the "2017_Q_8_Concept_DWGS" and the "1513553_SPC_1of5"?

No, an updated design (via A/E firm) will need to be submitted to the Government before construction can begin.

131 These drawings appear to be "for construction" and provide detailed requirements that appear to coincide with the "Description of the work" paragraph of the General Requirements file. Is there anything in the construction scope of the solicitation that is not included in the "2017_Q_8_Concept_DWGS" ?

See RFP. A summary of the project is provided in Part 3, 1.0 Project Description. Pages 309-311 of RFP.

132 These drawings appear to be "for construction" and provide detailed requirements that appear to coincide with the "Description of the work" paragraph of the General Requirements file. 144 How are these diagrams related to the scope of construction?

See RFP. A summary of the project is provided in Part 3, 1.0 Project Description. Pages 309-311 of RFP.

145 Are there recent hydrographic surveys of the area? Will NAVFAC obtain a hydrographic survey?

Existing depths are shown on the Concept Dwgs. Siltation rates near the bulkhead are extremely low and this data provides the approximate depths. New hydrographic survey of the entire area can be provided to the winning bidder if requested.

146 Geotechnical Data is provided, is there a finial Geotechnical Report?

All Geotechincal information has been provided in Part 6 - Electronic Files.

147 The contract drawings indicate that the soil anchors are to be drilled through the existing timber piles. The contractor assumes the drilled hole will be a minimum of 8 inches in diameter.

A “Class B” timber pile, which is typically required for this type of work, has a minimum required diameter of 14 inches. Drilling an 8-inch hole through a 14-inch pile would significantly compromise the structural integrity of the pile.

Additionally, if the existing piles are not perfectly aligned or if the soil anchor locations do not match up precisely with the center of the piles, there is a substantial risk that the pile could split or fail during drilling. Please clarify the design intent of having the soil anchors pass through the existing timber piles. Also, is there any provision or recommended course of action if an existing pile is damaged or fails as a result of this installation method?

See RFP. A summary of the project is provided in Part 3, 1.0 Project Description. Pages 309-311 of RFP.

148 The original solicitation was issued on 12 August 2025, with a site visit held on 21 August 2025.

The RFP requires Pre-Proposal Inquiries to be submitted by 1 September 2025 (ten [10] calendar days prior to the proposal due date), and the Proposal Due Date is 11 September 2025. This provides only 31 calendar days for contractors to prepare proposals for a project with a potential duration of 1,440 calendar days. The project is design-build, with the option of either “updating” the existing concept drawings or proposing a completely “new” design. Based on the responses already issued on 28 August 2025 (Amendment 004), it is evident there remains significant confusion among all parties. Additionally, the Government issued a 494-page RFP on 28 August 2025 that introduced substantial new requirements, including: electrical systems, telecommunications, and removal, storage, and reinstallation of two (2) 500-gallon fuel tanks.

Given the complexity of the project, the design-build requirements, and the recent addition of significant new scope items, the contractor respectfully requests that the proposal due date be extended by a minimum of six (6) weeks to allow adequate time for review, coordination, and preparation of a complete and responsive proposal.

The proposal due date has been extended from 11 September 2025 to 17 September 2025

149 The Government’s response to questions regarding salvaged/reuse materials appears to indicate that no existing materials are to be salvaged. Please confirm if the contractor should assume that no existing materials are to be salvaged or reused. For example, are items such as 12"x12" timber wales, chocks, and blocking required to be salvaged and reused, or should all such materials be provided new under this contract? Are there any specific materials or items that the Government requires to be salvaged and reused under this contract? If so, please identify which materials are to be salvaged for reuse, and which are to be provided new.

Timber and composite wales and chocks can be salvaged per RFP. See Part 4, Section H60, Paragraph 1.2.2.11 Salvage Material (Page 478 of the RFP).

150 Please clarify the required composite pile outside diameter for this project. The SD set calls out existing 16" Ø , while the S set calls for new 18" Ø.

Because this is a Design Build, this will be determined by the Contractor's design and UFC requirements.

151 Can the contractor assume that the designated laydown and office trailer area will remain in the same location for the entire duration of the project, regardless of the Phase/Quadrant/Bid Option under construction? Or, will the contractor be required to relocate the laydown and/or office trailer area depending on the phase of work?

See RFP, Spec Section 01 14 00, Paragraph 1.5, part a (Page 19 of the RFP).

152 General Requirements - The current bid schedule does not allow sufficient time to fully evaluate the preliminary concept drawings issued with the solicitation. A four (4) week extension is requested to conduct a detailed review, confirm design feasibility, and develop alternative solutions that may reduce project cost and improve constructability. This additional time will help ensure that bids submitted are accurate, comprehensive, and in the Owner’s best interest.

Additionally, contractors need additional time to ensure that bids are in conformance with the RFP that was provided in Amendment 004 that was issued on 8/28/25.

The proposal due date has been extended from 11 September 2025 to 17 September 2025

153 Concept Drawings - Please confirm that the contractors should use the Design Dredge Elevations shown in the typical bulkhead sections of the drawings for each of the work zones as shown in Concept Drawings S-301-304. If dredge elevations have changed since the concept was developed, please indicate what the new dredge elevations should be.

Existing depths are shown on the Concept Dwgs. Siltation rates near the bulkhead are extremely low and this data provides the approximate depths. New hydrographic survey of the entire area can be provided to the winning bidder if requested.

154 RFP - Should steel pipe piles be needed, can requirements be provided. RFP Part 4 , Section H10, H101001 1.1.9 - Steel Pipe Piles is listed as "not used".

Steel Pipe Piles cannot be used.

155 General - Are the division 01 general requirement specifications included in the “Q8_BULKHEADS_1513553_RFP” document intended to replace the division 01 specifications in the “1513553_SPC_1of5” document and all other specifications in the “1513553_SPC_1of5” document remain unchanged? The “1513553_SPC_1of5” document is still listed part

Specs Sections in RFP do replace the division 01 Specs from the Concept Spec that is provided as a Part 6 - Electronic Files.

6 attachments section of the “Q8_BULKHEADS_1513553_RFP” document.

156 What existing pavement is required to be resurfaced by bituminous overlay as the asphalt/concrete pavement within the work zone are to be demolished/replaced with asphalt/concrete pavement to grades that presumably match the existing pavement grades outside of the work zone?

No resurfacing is expected. New pavements to replace existing demolished pavements.

157 Is this referencing not putting in the new underdrain system detailed in the Civil drawings and instead putting weep holes in the new steel sheet piling? How would this relieve ground water pressures if the void between the existing & new steel sheet pile walls are to be filled with flowable fill?

Weep Holes shall be provided thru Concrete Relieving Platform and/or Concrete Seawall as determined by Contractor's design. Weep Holes will not be provided in the Steel Sheet Piling as stated in the RFP.

158 Will a new pricing schedule be provided as the quantities for the debris removal and timber pile stub removal do not match the current pricing schedule?

Quantities in Price Schedule reflect additional quantities of debris and piles stubs to be removed (for example 1B, 1C, 2A. 2B, 3A, and 3B) if they are encountered above and beyond the quantities reflected in RFP, Part 3, 1.0 Project Description, Note 7. Quantities denoted in Note 7 should be priced within Line Item 1, 2 and 3 respectively.

159 General - Are the stations for the quadrant work limits the same in the amendment 004 RFP section 01 14 00 the same as the original stations for the quadrant work limits that were listed in the original RFP section 01 14 00 as the stations for the quadrant work limits are not listed in the new amendment 004 RFP section 01 14 00?

Base Bid (between Piers 12 and 14) - Phase 1 - Station 5+90 to Station 10+21; Phase 2 - Station 10+21 to Station 14+63) Phases split this area in half. Bid Option 01 (South of Pier

12) - Phase 3 - Station 0+10 to Station 4+63. Bid Option 02 (North of Pier 14) - Phase 4 - Station 15+90 to Station 20+40;

Phase 5 - Station 20+40 to Station 25+00; Phase 6 - Station 25+00 to Station 29+40. Phases split is area in approximately thirds. Stations are depicted in Concept Dwgs.

160 Section states that all fender pile brackets and collars shall be Type 317 or 316L stainless steel.

All fender connecting bolts, anchors, nuts, washers shall be Type 316 stainless steel. Is galvanized steel an acceptable alternative to stainless steel? If so, please confirm that this also applies to RFP Part 4, Section H10, H104001.

Stainless Steel is the requirement.

161 Specification section 01 14 00, 1.1 references height restriction of cranes. What is the maximum tip elevation of a crane?

For Piers 12 and 14 - Maximum Height is 200' above grade.

162 Specification section 01 14 00, 1.4.a references the contractor laydown yard.

What is the:

1. surface area of the lot and existing condition?

2. location of the lot and is it shared with other contractor?

3.dimensions of the lot to determine fencing?

4.total number of access points?

5.routes in and out of the site? Please provide a site plan with roads allowed for construction access.

6.what utilities are available to connect to if metered separately?

See RFP, Spec Section 01 14 00, Paragraph 1.5, part a (Page 19 of the RFP). This is a laydown area that is undetermined at this time and will be until Construction begins. The area will be within 2 miles of the site which is way overdone as the true area will be as close as we can get it to the Construction Site.

Also the site (size, location, etc) will be determined on the requirements of the winning bidder's design.

163 Specification section 01 14 00, 1.4.b references operations. Please provide a site plan depicting the Limits of Construction for contractor operations/access at each quadrant.

General Limits of Construction are depicted in Concept Drawings and could vary based on Contractor's design.

165 Specification section 01 14 00, 1.6.1.2 references DBIDS badging.

1. What is the cost for an individual badge?

2. How long does it take to receive the badge?

DBIS Badging is required for all Navy Construction projects.

The cost and time to receive badges vary.

166 Specification section 01 14 00, 1.6.2 references working hours but does not define any parameters.

Can the contractor work multiple shifts 7 day per week if required?

Yes

167 Does the estimated number of calendar days as outlined on page 3 of the solicitation include the time for engineered design and owner review?

Yes

168 Concept Drawings - Please confirm the intent of the design is to stop the new bulkhead at Piers 11, 12, 14, and that installation will not go under the piers. If the new bulkhead is to be installed under the piers, what are the restrictions for limiting access to piers?

Correct. New bulkhead will not be installed under the piers.

169 Concept Drawings - What the design intent at the boat ramp location in quadrant #1?

Boat Ramp is to remain. New Bulkheads to end at face of Boat Ramp.

170 Does the estimated number of calendar days as outlined on page 3 of the solicitation include the "Holiday Berthing" required work stoppages? If so, it is requested that the required holiday work stoppage time not be counted against the contractors as that delay time is beyond their control.

Yes. It is already included in the days for construction and it doesn't prevent contractors from doing shore side work.

171 PPI 52 Response does not changes the 2 month holiday berthing schedule. Please confirm that sheet-pile installation, flowable fill behind the sheets, concrete cap construction, and fender pile installation are considered SHORE-SIDE work, if not the contractor will be shut down for 2 months and the schedule is not feasible unless you increase contract duration.

If one is working Shore-Side for these activities, that will be acceptable and not subject to the 2 month holiday berthing schedule.

172 PPI 72 Response states to be determine by KTRs design and means and methods. This is not related to design or means and methods of the contractor, this is an existing system design that must be provided by the owner. Please revise response to give the KTR a basis of bid.

Because this is a Design Build project, this will have to be investigated during design and determined by the Contractor's design

173 PPI response states "No other contracts are CURRENTLY working in these areas". Please confirm for a basis of bid that there will not be any other contracts working in these areas or provide additional defined scope if there will be contracts working in these areas.

There will be no other Contractors working in the area that Contractor is working at that time.

174 This PPI's response is not determined by the KTR's design or means and methods of construction. This is a requirement of the governments documents. Please provide a basis of bid for existing voids under the relieving platform. Please provide a volume of these voids and a length of these voids so the KTR can determine vent holes, flowable fill installation requirements to determine a cost for the basis of bid.

Because this is a Design Build project, this is to be determined by Contractor's design and UFC requirements.

176 The original spec 01 14 00 Section 3.1 stated that the government would obtain all permits within 60 CD after award. This has now been removed from the new spec 01 14 00 Section 3.1. Please confirm that it is still 60 CD after award for the government to obtain permits for the KTR. If not, please provide a time frame.

177 Please confirm formal partnering is required. The original spec had informal partnering.

Formal Partnering is required per the new Spec

178 Please remove all requirements associated with BIM modeling. BIM is not applicable to this project, as similar with other waterfront projects?

Agreed, BIM Modeling will not be required for this project.

179 Please confirm that the KTR is expected to reuse excavated material as backfill, if it doesn’t come up to compaction we will be paid under the unsatisfactory CLIN or the contaminated CLIN for this material, correct?

Correct. Reuse of excavated material to the maximum extent possible.

180 From amendment 004, are the division 01 general requirement specifications included in the “Q8_BULKHEADS_1513553_RFP” document intended to replace the division 01 specifications in the “1513553_SPC_1of5” document and all other specifications in the “1513553_SPC_1of5” document remain unchanged? The “1513553_SPC_1of5” document is still listed part 6 attachments section of the “Q8_BULKHEADS_1513553_RFP” document

Specs Sections in RFP do replace the division…
