About this file
This document is an amendment to a solicitation for the X-132 Correct Network Infrastructure Deficiencies project at Naval Station Norfolk in Virginia. The amendment provides responses to 11 pre-proposal inquiries, covering topics such as the timing and coordination requirements for replacing doors and windows, hardware specifications, and frame requirements. The original solicitation, N4008524R2770, is a Design-Bid-Build contract opportunity set aside for the 8(a) IDIQ MACC contractors with facilities in the Hampton Roads area. The project involves correcting network infrastructure deficiencies at the X-132 facility. Key details include the need to complete door and window replacements within one shift during normal business hours, the use of a phased approach, and the requirement for bullet-resistant glazing and hardware. The amendment also provides additional specification sections related to the bullet-resistant components and windows.

X-132 Correct Network Infrastructure Deficiencies, Naval Station Norfolk, Virginia
PPI # Date Submitted
Question Government Response
1 7/31/24 The doors and frames being demolished are in areas of high security and high traffic. Are these doors and frames and windows to be removed and replaced in one shift during normal business hours, 6:00 AM to 5:00 PM?
Yes; these doors and frames and windows will need to be removed and replaced in one shift during normal business hours, 6:00 AM to 5:00 PM. The two exceptions will be door 138 and door 180. Contractor replacement on the weekend would be ideal to reduce personnel ingress/egress issues.
2 7/31/24 The vestibule window, room 106, being replaced is directly next to the active security officer responsible for incoming and outgoing personnel and visitors. Full access to this room will be needed to replace the door and window. Will this be the entrance used by X-132 during execution of this contract? If so, could the government please provide details for the coordination effort required?
Yes; this will be the main entrance used by X-132 during contract execution; however, contractor usage will be provided to conduct work within the area.
A coordinated two-week notice is required prior to project start. A phased approach is expected so this entrance can be re-utilized within a week. The entry control point will be relocated back to this space when this work is completed.
3 7/31/24 Can the government use vestible 122 for access control while work is being performed in vestible 106 and vice versa?
No; an alternate entry control point will be established during that phase of construction off of Virginia Avenue (near phone boxes in Hallway 180)
4 7/31/24 Removing the frames for the doors creates potential issues with the fitting of the new doors as the replacement frames will likely need
Bid as indicated in contract documents.
to be re-fitted. Removing the frames also increases the time necessary to reinstall the security measures.
During the walk through, the exterior frames appeared to be in good shape. Would the government consider keeping the existing frames at the vestible locations?
5 7/31/24 Will these doors, frames at the vestible locations need to be completely removed and replaced in one shift to ensure security measures are kept in place?
Yes; doors are expected to be completed in one shift to ensure security measures are kept in place. A phased approach is recommended.
6 7/31/24 Sheet AE-602 shows multiple window types. Could the government please clarify that only the window (Type-C) located in the vestible area is being replaced and the others are just boiler plate details.
Type C1 and Type C5 are the window types to replace. The remaining types are to show where to provide window film.
7 7/31/24 A specification doesn’t appear to be available fof the C1 & C5 bullet resistant windows and glazing.
Could you provide one please?
Add Spec Sections 08 34 02 Bullet- Resistant Components and 08 51 69.10 Aluminum Storm (Bullet Resistant) Windows to the Table of Contents. Sections attached to this response.
8 7/31/24 To quote this project accurately and correctly, can you provide information on the existing hardware in use at the above mentioned project. Per the drawings it indicates to match existing as well as indicates mortised devices where the schedule indicates rim devices.
Provide hardware per the schedule. For reference only:
approved submittal of door hardware from recent project on JECC side of X-132 attached to this response.
9 8/01/24 The Hollow Metal Specification calls out Welded and Knock–down frames. Which will be required for this project?
Knock-down.
10 8/01/24 The Hollow Metal Specification calls out terminated stops, will these be required for this project?
No.
11 8/01/24 The frame elevations on sheet AE604 show a drywall frame and state that the walls are existing, Knock-down frames will be the only ones that can be installed without
Knock-down drywall frame with compression anchors are acceptable.
redoing the walls. The elevations also shows a welded steel stud anchor, you will have to redo the walls to use these anchors. Please advise if a knock-down drywall frame with compression anchors are acceptable to use on this project?
