About this file

This document is an Amendment (0002) to a Design-Build solicitation for the Naval Surface Warfare Center Philadelphia Division (NSWCPD) Package 2 project. The solicitation (N4008524R2765) is limited to 8(a) Design-Build contract holders for specific Pennsylvania contract numbers, focusing on emergency exit/egress pathway repairs, emergency lighting, exit signage, and sprinkler system repairs in Buildings 77 and 87.

Key details include a proposal due date of 24 March 2025 at 1400 EDT, a project construction cost magnitude between $1,000,000 and $5,000,000, and specific requirements such as US citizen personnel restrictions and sprinkler system modifications. The amendment provides detailed responses to 31 pre-proposal inquiry (PPI) questions covering technical specifics like equipment relocation, sprinkler coverage, site access, and ongoing renovation considerations. Critical technical requirements include converting the existing Fire Alarm system in Building 87 to an integrated Fire Alarm and Mass Notification System compliant with UFC-3-600-01, with the contract administered by NAVFAC Mid-Atlantic Contracting Core.

Related to sprinkler repair ; This section states "under and throughout all platforms" in building 87. During the walkthrough this was not made clear of exactly what is needed and where. Can more information be provided for exact locations? Will photos be made available of these locations?

Finding 37 is referring to the multiple levels of equipment platforms associated with the

P-107 Advanced Weapons

Elevator Test Site project.

During the site visit it was made clear that key personnel on the GOVT. side that were directly involved in developing the scope could not access the building and be part of the walkthrough. Due to this fact, many locations in the scope were in question and could not be verified during the site visit. Will another site visit be made available to ensure all parts of the scope are verified?

Personnel that were on-site are familiar with the project scope.

With knowledge of the forthcoming and existing projects on going in building

77H, it appears there may be scope overlap between projects. Will the scope of this project be amended to remove overlapping scopes?

Yes - Scope will be amended if found to be overlapping with other projects.

Will a laydown area be provided for equipment/material? If so, where will this laydown area be located?

Per Part 2 of the RFP (Section

01 50 00 Temporary

Construction Facilities &

Controls), space for temporary laydown and contractor trailers is limited. The

Government must provide a location for the contractor trailer within a one-mile radius of the project site. Material requiring storage onsite in excess of 250 square feet must be discussed at the preconstruction meeting and must be requested a minimum of 30 calendar days in advance of material arriving on site.

Will contractors be given access to the overhead doors provided they complete the necessary NSWC training? If not, will an escort be provided when needed?

PENDING RESPONSE

Please provide example photo of ramp condition stated to be "between buildings".

Photos forthcoming and will be posted as a future amendment

Scope Description point H.

Mechanical bullet point b says:

“b. Demolish existing air compressor in the location of the intended new egress pathway.”

Where is the location of this air compressor been demolished? Is the compressor been relocated into another space in building 77L? If so, where?

Mechanical bullet point c says:

“c. Relocate existing hydraulic equipment in the location of the intended new egress

Pathway.”

Where is the location of the existing hydraulic equipment and where is the hydraulic equipment relocating to? Also, what is this existing hydraulic equipment?

See Image 6 in the provided attachment for clarity. The existing equipment is within the mechanical space that needs to become a means of egress. The equipment currently sits within a curbed area with the air compressor being the unit on the right and the hydraulic pump being on the left. The existing air compressor is out of service and will be demolished and removed by NSWC. The hydraulic equipment serves the testing lab space on the other side of the wall. It is still to be determined if this piece of equipment will be demolished and removed by

NSWC or if it will be relocated into the lab. it is assumed that all demolition and/or relocation scope will be handled by NSWC.
