About this file
This document is an Amendment 0002 Price Schedule for a Navy design-build contract (Solicitation N4008524R2765) focused on facility upgrades at the Naval Surface Warfare Center Philadelphia Division (NSWCPD). The pricing schedule includes four contract line items (CLINs) covering emergency exit and egress pathway repairs, emergency lighting and exit signage, sprinkler system repairs, and a Fire Alarm/Mass Notification System (FA/MNS) upgrade in Building 87.
The pricing structure allows bidders to provide unit prices for a base price package and three optional components, including off-hours work between 1900-0500. The opportunity is exclusively available to 8(a) Design-Build/Design-Bid-Build contract holders with specific Pennsylvania contract numbers. Key project requirements include converting the existing fire alarm system to an integrated system compliant with UFC-3-600-01, potentially reusing existing Notifier Fire Alarm Control Panel and some conduit, but requiring new wiring in most areas. The government reserves the right to award the contract within 180 calendar days, with a potential contract completion timeline of 490 calendar days if all options are exercised.

TOTAL PRICE FOR CLINs 0001 - 0004 $___________________
GENERAL BID NOTES
1. Award will be made on the total sum of Contract Line Item 0001.
1. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the total price for the option(s) (CLIN 0002, 0003, and 0004) to the total price for CLIN 0001. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the option(s).
1. The Government reserves the unilateral right to award CLIN 0002 to the Contractor at the proposed price within 180 calendar days after the contract award. CLIN 0003 and CLIN 0004 will be exercised at the time of award or will not be exercised. A firm fixed proposed price is required for CLINs 0001 through 0004. No provision is made for economic price adjustment. If Options are exercised, the contract completion date will be extended to 490 calendar days after award of the contract.
1. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b) Evaluation not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option to the total price for CLIN 0001. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the Option(s).
1. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
1. If CLINs 0002 is exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all items.
