Part 3 – Project Program - 1.0 Project Description
Delete the second sentence in the second paragraph and replace with the following two sentences: "Under piping will be replaced with HDPE pipes that have inside diameter matches existing pipe inside diameter or a single HDPE pipe size with inside diameter matches the existing largest pipe inside diameter, and the buried (shore side) pipe will be replaced with epoxy coated ductile iron pipe. Location of the new pipe does not have to be the same location of the existing pipe."
Part 3 – Project Program - 1.0 Project Description
Delete the second sentence in the third paragraph and replace with the following two sentences: "Under piping will be replaced with HDPE pipes that have inside diameter matches existing pipe inside diameter or a single HDPE pipe size with inside diameter matches the existing largest pipe inside diameter, and the buried (shore side) pipe will be replaced with epoxy coated ductile iron pipe. Location of the new pipe does not have to be the same location of the existing pipe."
Part 3 – Project Program – 1.0 Project Description
First sentence add the words “(base bid)” after the words “Piers 12” and the words “(bid option)” after the words “Pier 14”.
Part 3 – Project Program – 2.0 Project Objectives 2.4 Appropriate Design
20th paragraph (after “Possible Soil and Groundwater Contamination”)
Delete entire paragraph and replace with “It is expected that excavation work on the land-side of Pier 14 will encounter PFAS related contamination, fuel oil contamination and possible. The excavation and disposal of all excavated material shall be included in price for this bid option as well as the replacement of all excavated material with select structural fill.
There are no contaminants expected to be found on the land-side of Pier 12. All ground water removed during dewatering operations at Pier 14 shall be considered to be contaminated and shall be disposed of in accordance with section G1040 of this RFP.”
Part 3 – Project Program – 6. Engineering Systems Requirements Section G1040 Hazardous Waste Remediation
Replace the entire section with
“G1040 CONTAMINATED SOIL AND GROUNDWATER
It is expected that the Pier 12 Base Bid will not encounter PFAS, Fuel Oil Contamination or any hazardous materials.
It is expected that Pier 14 Bid Option will encounter PFAS and fuel oil contamination.
G1040 1.1 Contaminated Soil
All excavated material from Pier 14 land-side work shall assume to be contaminated with PFAS and fuel oil contaminants and be disposed of in an approved landfill. All soil removed from excavations from Pier 14 land-side work shall be filled with approved select structural backfill. This soil excavation and replacement shall be included in the price for this bid option.
Coordinate disposal with NAVFAC Midlant Environmental Services (EV Services) HAZMAT/Waste Disposal Department. All material/waste taken offsite for disposal must have a waste determination profile (based on laboratory analysis) that has been reviewed by EV Services HAZMAT/ Waste Disposal. Additionally, a few trained, specially qualified members of EV Services HAZMAT/Waste Disposal are the only personnel eligible to sign waste manifests and shipping papers for material/waste leaving the installation. EV Services HAZMAT/Waste Disposal tracks material/ waste taken offsite for all regional facilities, so it is recommended that you coordinate with them at least a week prior to needed disposal whenever possible. POC - Bobby L. Hughes, Hazardous Waste Supervisor, (757) 341-0471, bobby.hughes@navy.mil.
G1040 1.2 Contaminated Ground Water
All water removed from dewatering operations during excavation on Pier 14 land-side work shall be considered contaminated with PFAS and fuel oil contamination.
It is the responsibility of the Contractor to treat this water in accordance with the Virginia Department of Environmental Quality (VDEQ) VPDES Permit included in Part 6 of this RFP before discharging the water.
It is the responsibility of the Contractor to obtain a permit for discharge in accordance with the VDEQ permit. There are currently no fees for this particular permit; however there may be a wait time of 30 days for the processing of the permit once all required information is submitted.
Dewatering water may be disposed of on-site once treated in accordance with the permit.”

Paragrap h
99 The subcontractor and designer is requesting additional time to perform the concept design to be able to properly scope the project and include suppliers who would be supporting the project.
Requested time is no less than 4 weeks.
An extension will be provided under Amendment 0008.
100 Would the government consider a design that included a single pipe size for the entire length of the piers with a clean out at the end of the pier to allow flushing of the line if needed?
See Changes to Specifications Ver 2 in Amendment 0008.
101 Can NAVFAC provide the latest pier inspection for both 12 & 14?
See attachment “Pier 12 and Pier 14 Inspection and Assessment Report” provided in Amendment 0008.
102 Can NAVFAC please adjust the performance period for each pier.
See Changes to Specification Ver 2 provided in Amendment 0008
103 Will the Government consider a design that locates the pipe in an alternate location under the piers than the existing locatiion?
See Changes to Specification Ver 2 in Amendment 0008.
104 Can the proposal be adjusted to make Pier 12 the base and Pier 14 an option?
See Attachment G - Supplementary Instructions to Offerors REV1
105 With the pier work being performed consecutively, and limitation for access, will the government please consider (2) individuals be acceptable rather than (3) for QC Manager, SSHO, and Superintendent. This will greatly reduce costs.
No, Provide 3 separate individuals;
one for each role.
106 Are the current sewer lines force mains – by force mains does a ship discharge after its holding capacity is reached – thus filling the pipes. Or every time someone flushes or uses a sink does that get discharged into the sewer line? The difference would be that a complete flush fills the pipe, and if it just happens when using a sink the pipe is never full and could possibly become septic. Can the pipe be one size?
See Changes to Specification Ver 2 in Amendment 0008.
107 Are there condition survey inspection reports done within the last 5 years?
See attachment “Pier 12 and Pier 14 Inspection and Assessment Report” provided in Amendment 0008.
108 Since only ½ a pier will be available at a time, is it possible to start at the bulkhead?
It is up to the contractor. NAVFAC does not dictate the construction method.
109 Since only ½ a pier will be available at a time, can the steam system be turned off for safe working conditions?
See Changes to Specifications. Part 3 (Project Program), Chapter 2 (Project Objectives), Construction Phasing and limitations in Amendment 0005.
110 Is it possible to remove some of the fender system to install the pipe?
No.
111 Access to Pier 14 has been very limited, are there more detailed design drawings available?
See Changes to Specification Ver 2 provided in Amendment 0008
112 The accent wall tile (PWT2) that is listed on the finish schedule has been discontinued from the manufactor. Is there a product that can be substituted that the government would accept?
The project does not require accent wall tile.
