The amendment provides changes to the specifications, including adjustments to design submittal requirements, concept design workshop procedures, project description and objectives, and site preparation and waterfront demolition requirements. It also provides responses to 98 pre-proposal inquiries covering topics such as pipe material and diameter, construction phasing, utility isolation, permitting, and government-furnished information.
The solicitation is for a design-build contract to replace approximately 2,700 LF of gravity sanitary sewer lines on Pier 12 and 2,650 LF on Pier 14 at Naval Station Norfolk. The contract will be awarded under an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) vehicle, and is restricted to the existing MACC holders. Responses are due by the original proposal date of July 10, 2024.

At the end of the paragraph, add the following:
“There will be approximately ten Navy personnel attending the CDW. The contractor may utilize facilities that are appropriately sized and convenient. Because of the utility nature of the RFP, the CDW is likely to be considered shorter than a normal CDW and can probably be considered shorter than a half day meeting with any unresolved issues being resolved in a brief on-line meeting two day later.”
Part 3 – Project Program, Chapter 1. Project Description
In the first sentence of the second paragraph, after “2,700 LF of”, add the word “gravity”

Steam line cannot be isolated for certain areas during construction. Depending on the particular ships on Pier 12 and Pier 14, a half of the steam line on Pier 12 can be secured one at a time, and the whole steam line one Pier 14 can be secured for a period of time during construction. Contractor must coordinate construction schedules with the Port Operations Officer via Contracting Officer to see which pier and how long the steam line can be secured for the construction. ”
Part 3 – Project Program, Chapter 2. Project Objectives, 2.4 Appropriate Design
In the fifth paragraph, after the second sentence, add the following sentence “New HDPE piping inside diameter will match existing piping inside diameter.”
Part 3 – Project Program, Chapter 2. Project Objectives, 2.4 Appropriate Design
At the end of the fifth paragraph, add the following sentence “Sewer lines can be installed anywhere underneath the pier, but not to be placed past the edge of the pier. Location must be underneath the pier. Where OWWO or other utility lines are on brackets being replaced, those lines are to be attached to replacement brackets. ”

"obtain the historical average number of days each month with precipitation, using a nominal 30-year, greater than 0.10 inch precipitation amount parameter, as indicated on the Station Report for the NOAA location closest to the project site as the basis for establishing a "Weather Calendar" showing the number of anticipated non-workdays for each month due to adverse weather, in addition to Saturdays, Sundays and all Federal Holidays as non-work days." This requirement is not fair or reasonable as it assumes that it never rains on weekends or holidays. The the fair and reasonable procedure is to ratio the NOAA rain days per month to be applied to total work days and and total weekend days and holidays occuring during the month. Will the government accept this procedure for the development of the Project weather calendar?
Construction activities on this project will be 100% impacted by both active weather and site conditions resulting from significant weather and wind.

"Contractor must submit a construction-phasing plan for review and approval.
A half pier can be taken out of service at a time."
Please confirm KTR assumption that "half pier" means the entire North or South side for Pier 12 or 14 and that the landside work north or south should should occur within the relevant half pier phase.
Yes, that is the correct assumption.

Please confirm that collected ground water can be removed from the FRAC tank and legally disposed of offsite. Please confirm that an onsite filtration system is not required.
If the contractor and the Navy agree that off-site disposal is the preferred option, Naval Station Norfolk Environmental (NSN EV) staff does not have any requirements for filtration before sending it to the disposal facility. The facility that is accepting the waste controls the sampling and any level of treatment necessary before they will accept the water.

The Div. 01 Specifications for this RFP requires three KTR personnel for the roles of Superintendent, QCM and SSHO. In the current market, the availability of qualified supervisory personnel is very limited. Qualified personnel are very difficult to find. Given the projects phasing requrements and the limited complexity of the scope of work. Three KTR field personnel seems to be overkill. Will the government consider changing the requirement to two KTR field personnel to perform the three roles of Superintendent, QCM and SSHO. This would also be good stewardship of government funds.
No, Provide 3 separate individuals; one for each role.

Is there any intent to have a site survey of existing conditions performed by the design build team for the underside of each pier and submitted to the Government?
Yes, see Changes to Specification. Refer to Part 3 (Project Program) Chapter 6 (Engineering System Requirements), G10 (Site Preparation), General System Requirements.
75 G3020 Page 2 site visit, it was observed that the Oily Waste piping system on Pier 12 that runs parallel and adjacent to the Sanitary Sewer System (SS) piping system is supported at each bent by a common hanger system bolted to the concrete bent. That needs to be verified. But several (if not all) hanger systems at the bents have failed and will need to be replaced. Will the oily waste piping system remain in service and will it need to be temporily supported while a new common hanger system can be modified, repaired, or replaced?
Yes, see Changes to Specifications. Refer to Part 3 - (Project Program) Chapter 2 (Project Objectives), Section 2.4 (Appropriate Design).

Yes, see Changes to Specifications. Refer to Part 3 - (Project Program) Chapter 2 (Project Objectives), section 2.4 (Appropriate Design).
The RFQ states that the service station steel grating and covers, and steel guard require repair and rehabilitation. Should we assume design effort is needed to rehabilitate all service stations within the scope of work of a specific quantity?
Only steel protective cages (steel guard) requires rehabilitation. Refer to Part 3 (Project Program), Objectives).
What is the piping material required of the topside sanitary sewer service stations requiring replacement?
See Changes to Specifications, Refer to Part 3 (Project Program), Chapter 6 (Engineering System Requirements), H10 (Waterfront Structures), H1030 Deck, and Part 3 (Project Program), Chapter 6 (Engineering System Requirements), H50 (Waterfront Utilities), H501008 (Miscellaneous Material).
What type/size/length of hose or reaction forces will be subjected to the topside manifolds?
Refer to UFC 4-150-02, (Dockside Utilities for Ship Service) as indicated in Part 3 (Project Programs).
Does the Government already have a preference on the approach for construction phasing?
Refer to Part 3 (Project Program), Chapter 2 (Project Objectives), Construction Phasing and
Will the engineering and design need to include effort for the potential rerouting of existing-to-remain services, such as steam and electrical conduit/cable to suit the routing of the new sanitary sewer pipes?
No, that is not within the scope of work, bid per RFP.

What is the percentage of sewer to expect in the pipe when demolished?
Refer to Part 3 - (Project Program) Chapter 2 (Project Objectives), Construction
83 C101/C103
During the walkthrough the existing sewer line on pier 14 looked to being bypassed, what is the reason for that bypass?
Refer to Part 3 - (Project Program) Chapter 2 (Project Objectives), 2.4 Appropriate Design for the reason of the bypass.
