CONTINUATION SHEET
1. QUESTION: The RFP provides a letter template that has space to list Subcontractor(s) To Be Used. Firm commitments are not typically made with subcontractors until after project award.
Please confirm that Subcontractors do not need to be listed.
ANSWER: Delete page 4 of the original RFP. Use the attached pricing sheet for your proposal submission.
2. QUESTION: Will the Government please confirm Offerors will submit their proposals via email?
ANSWER: Already provided in Amendment 6 question 2 on page 2 of 7.
3. QUESTION: Please confirm the proposal response will only include the Offeror's bid guarantee SF-24, the form on page 4 of the RFP, and the pricing sheet on page 10 of the RFP.
ANSWER: A complete proposal will include the bid guarantee and completed pricing sheet attached. The form on page 4 can be deleted.
4. QUESTION: Please confirm that FAR 28.102-2(d) applies to this contract and bond percent will be added to the award of ELIN2. The FAR requires the Government to secure additional bond from the Construction Contractor for any contract price increases. Therefore, an increase to the original contract bond is required at the time of the FF&E Option Item award, to protect the Government against the Construction Contractor not providing FF&E ordered and to ensure that the FF&E vendor(s) receive payment if the Construction Contractor goes out of business. The increased cost of the bond must come from the FF&E funding source and is not a part of the Construction Contractor’s HAR.
ANSWER: FF&E does not require a bond.
5. QUESTION: 01 57 19 Please confirm the installation is considered the hazardous waste generator for any existing conditions and will sign all contaminated and hazardous waste manifests.
ANSWER: RR1 is not within 400 feet of known PFAS detections. The reference to the PFAS site at RR4 is due to the tendency of utility work to extend outside of the area designated as part of the original Decision Memorandum. Whatever the case, we recommend that soils remain on-site when possible.
6. QUESTION: CD 101Please confirm all former building RR1 structures, foundations, etc. were removed under the previous contract and filled and compacted with structural fill as required by the RFP.
ANSWER: Demolition included everything below ground.
7. QUESTION: 01 57 19 The attached Enclosure 3, applicable conditions, notes that RR4 is nearby a known PFAS site. However, there are no identification that it impacts RR1. Please confirm that the site of RR1 should be considered clean and not contaminated. Any contamination or hazardous materials identified, such as PFAS contaminated soil, will be considered a differing site condition. Otherwise the government should provide a unit price for potential contaminated soil and water handling/ disposal.
ANSWER: To our current understanding the site should be considered clean and not contaminated.
8. QUESTION: 01 35 29 1.6 The drug Prevention Program as described is illegal and unenforceable

9. QUESTION: 01 35 29 1.9.1 The requirements of the Alcohol and drug abuse plan include random drug test and alcohol test. Random tests have a strict chain of custody requirement, and the contractor would not be able to fulfill these requirements. Please confirm this requirement is not necessary and remove from specification?
ANSWER: Per DFARS 252.223-7004 Spec section must remain.
10. QUESTION: 01 35 29 1.7.1.1/1.7.2.2 The RFP requirement for the SSHO must meet EM 385 Para 01.A.17 and sub paragraphs, then goes on to say if the SSHO is a CSP, CIH, ASP, CHST or STS the duties of the position shall also be performed. Please clarify that the SSHO must meet EM 385 para 01.A.17 and additionally must hold one of the credentials listed in para 1.7.2.2 ANSWER: If the CSP, CIH, ASP, STS CHST is appointed as the SSHO all duties of that position shall also be performed.

ANSWER: The cast stone must have through body color. Painting is not acceptable.
15. QUESTION: Please clearly indicate the location of point of connection for gas line. Also clarify the scope if it is tank connected and the scope required under this contract for anything beyond the outside face of the building.
ANSWER: The utility NG meter will be at the service entrance shown on Sheet MP402. NG utility distribution from the meter to the main is provided by the utility.
16. QUESTION: 01 30 01.00 22 Specification 01 30 01.00 22 largely incorporates scope for a full FFE design of the building as well as the best value determination process. I-101, I-102 and I-701 are fairly well developed and also include minimal selections with much repetition. Following all the requirements of specification 01 30 01.00 22 will lend to unnecessary costs if all meetings, visits, interviews and processes are followed. Is there a more streamlined approach the government can consider to save those Interior Designer expenditures?
ANSWER: The requirements indicated are the Government's guide spec.

ANSWER: The existing PIV is to remain.
21. QUESTION: CD-101, CS-101 From the site visit there is another tree next to the existing 24" Oak at the NE corner of the site that is not shown on the plans. Is this to be removed or left in place. If left in place, does it require tree protection?

ANSWER: Yes, remove and replace per the project plans.
23. QUESTION: CD-101, CS-101 Confirming that the sidewalk replacement section that runs North to South at the NE corner of the site and at the crosswalk at Powder Lane and the new section from the front of the building running East to Rifle Range Road are to stop at the top of the steps at each area. The stairs and the small amount of sidewalk sections below the stairs are cracked up and in bad shape.
ANSWER: Provide per the project plans.
24. QUESTION: CD-101, CU-101 & E-701 Reference Work Item #11 on CU-101. The drawings lack a independent site electrical plan which would be helpful to understand the scope of the existing infrastructure surrounding the site. For instance, CD-101 shows a OHE running adjacent.
to the parking lot from North to South and to the backside of the building. There are several poles in this run that are not reflected on the plans. With the multiple networks of sidewalks and new storm to run to the backside, please confirm these poles have been surveyed and what the scope of work includes for existing electrical lines. Work Item #11 on CU-101 states new UGE but to see electrical drawings. Outside of A3/E-701and Riser notes on E-701 the scope for existing components is fairly unclear.
ANSWER: Please refer to Electrical Site 'ES' sheets for this information.
25. QUESTION: CD-101, CU-101 There is a backflow preventor enclosure sitting on the curb to be replaced alongside the parking lot in the back of the new building. This utility is not referenced on the plans. Please provide the following information:
a. Information on what this utility is used for.
b. Scope of work to replace/remove or clearance to work around it and not replace curb.
ANSWER: This apparently served as a temporary office trailer for the previous Contractor.

26. QUESTION: CD-101, CS-101 See key note #4, CD-101, Mill Transition. For the driveway entrances off from Powder Lane where it calls for mill transitions; please confirm that scope stops right at the fence posts at the dumpster enclosures of SRR15C and SRR1B and that no relocation (working within) nor replacement of these enclosure components should be anticipated.
ANSWER: Confirmed.
27. QUESTION: 01 35 29 VPP Program, VPP is a voluntary program through FED OSHA.
Specification states the Contractor shall comply with the reequipment of SCP 03.01.033 VPP program and procedures. The reference should read CSP 03.01.033 VPP policies and procedure manual. This document is an archived document that no longer represents OSHAs VPP Polices.
Additionally, to be a VPP participant, this is a stringent program that takes months to qualify for and is a Voluntary Program and carries additional cost. Please remove from specification.
ANSWER: Remove specification section 03.12 through 03.12.3 in its entirety.
28. QUESTION: State Employees and contractors shall demonstrate and understanding of and be able to derive the fundamental principles of VPP. Again, the referenced document is no longer valid. Additionally, the GC cannot be expected to be a VPP participant as this is a FED OSHA voluntary program that takes months to qualify for and carries additional cost. Please remove from specification.
29. QUESTION: Applicable contractors whose employees worked or intend to work at least 1,000 hours for a VPP participant in any calendar quarter or within the last 12 months and are not directly supervised by the applicant or participant.
a) Please clarify what this requirement is;
b) and, if part of the VPP, since the GC is not a VPP participant, please remove from specification.
30. QUESTION: Applicable Contractors, the host shall report all applicable contractor’s injury and illness case incidence rate data to OSHA Annually. Contractors’ injury and illness case incidence rates shall be submitted to the G-F safety officer via the COR, no later than 15 Jan for work competed each full or partial preceding calendar year or at contract completion, whichever is first.
Our team is not responsible to submit annual 300A subcontractor incidence rates to OSHA.
Again, we are not a VPP participant, nor are we the host. If Camp Lejeune or NAVFAC MidAtlantic is the host, this requirement would be the responsibility of the host, Camp Lejeune or NAVFAC, and would not be for the GC. Please remove this requirement from the specification.
31. QUESTION: Nested contractors are supervised by the host. We are not a VPP participant so, therefore we are not the host. The host would be Camp Lejeune or NAVFAC, if they are a VPP participant.
a) Please confirm who is a nested contractor.
b) Please remove this requirement from the specification.
