About this file
This document is an amendment to a solicitation for a Maintenance & Repair Multiple Award Construction Contract (MACC) issued by the Department of the Navy Naval Facilities Engineering Command.
The amendment provides responses to questions related to formatting requirements, corporate experience, past performance, and safety requirements. It clarifies that the Government will allow projects up to $1 million to be submitted for corporate experience, and that the requirement for projects to be completed within 5 years of the RFP issuance has been revised to the prior 5 years. The amendment also removes the requirement that experience of proposed subcontractors will not be considered. All other terms and conditions of the solicitation remain unchanged.

CONTINUATION SHEET
1. Question: Will you permit exhibits/graphics and tables to have a smaller than 12 point font?
Answer: Text can be no smaller than 11 point font for exhibits/graphics and tables when 12 point font is not feasible.
2. Question: On page 10 of 61 at the bottom the sentence states Experience of proposed subcontractors will not be considered. Does this statement mean that all completed contracts used must be performed as the prime.
Answer: No, the Construction Experience Project Data Sheet permits submission of projects that were performed as a subcontractor or Joint Venture. The statement referenced above (“Experience of proposed subcontractors will not be considered for corporate experience.”) means that an Offeror cannot submit project experience of a proposed subcontractor in order to demonstrate Corporate Experience. The Government will only consider the experience of the Offeror or members of a formal partnership/ Joint Venture.
3. Question: After reviewing the documents I wanted to see if there are any prerequisites for an office that would be required near the jobsite within a certain distance. I wanted to make sure that I was not overlooking any information.
Answer: There is no specified requirement.
4. Question: Page 13 of 61 in the RFP - Factor 4 Past Performance. Please confirm there is no page limitation on Past Performance.
Answer: Past Performance is limited to submissions of related CPARS and/or Past Performance Questionnaire (PPQ) reports. Additionally, per Factor 4 Past Performance, section (i), paragraph 4, the solicitation states “Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1, Corporate Experience. Offerors may also address any adverse past performance issues.
Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.”
5. Question: Page 12 of 61 in the RFP Factor 2 Safety. Please confirm if the TCR/DART rate information is outside of the 2 page max for the Technical Approach to Safety, ie, can the Safety section be a total of 3 pages?
Answer: Yes.
N40085-24-R-2535 Amendment 0002
6. Question: Page 10 of 61 in the RFP Factor 1 Corporate Experience. Would the Government consider allowing projects larger than $250,000 to be submitted?
Answer: The Government will allow projects up to $1 million.
7. Question: With regards to Factor 1, the size of the (5) relevant construction projects are indicated to be $25,000 to $250,000. Please review this cost range of projects, as the top amount of $250,000 almost assures that no CPARS evaluations are available. The size of projects many times exceeds $250,000. We suggest the upper limit be revised upward to $500,000 or $1,000,000 for several of the relevant construction projects to utilize CPARS evaluations.
Answer: The Government will allow projects up to $1 million. Any project that does not have an available CPARS evaluation shall utilize the Past Performance Questionnaire
(PPQ).
8. Delete Factor 1- Corporate Experience, Section (i), Paragraph 4, which states “Projects submitted for the Offeror must have been completed within five (5) years of the date of issuance of this RFP.
Replace with: “Projects submitted for the Offeror must have been completed within the prior five (5) years.
9. All other terms and conditions remain unchanged.
