N4008522R2636 Amendment 0001 RFIs 01, 02, and 03: N. SITES MULTI-SERVICES SUPPORT FOR PWD-MAINE AREA
OF RESPONSIBILITY (AOR)
RFI 01 Questions
Question 1: The solicitation was posted on May 26 with a proposal due date of June 24.
Considering the complexity of the contract and proposal requirements, the importance of cost in this LPTA solicitation, and the two federal holidays during the response period, please consider extending the proposal due date until July 8. It will be very difficult for small businesses to pull together a compliant proposal and a reasonable price before June 24.
Answer: Proposal due date is hereby extended to 30 June 2022.
Question 2: Please confirm that proposals may be hand-delivered to Daniel Courant at Building 59.
Answer: Due to potential base access difficulties and the covid-19 virus, we are not accepting hand-delivered proposals.
Question 3: On solicitation page 338, the Section M instructions for the Workforce Management part of the Management Approach say that “The prime contractor shall perform at least 50% of the work. Additionally, the offeror must meet the requirements of FAR 52.219-14, Limitation on Subcontracting and submit Attachment E (Contractor’s Self-Performance Certification and Notification of Subcontracting), as part of this Factor.” Please clarify whether the requirement is actually to self-perform at least 50 percent of the service portion of the contract or if the requirement is (per FAR 52.219-14) to not subcontract more than 50 percent of the service portion of the contract to subcontractors that are not similarly situated entities (i.e., small businesses). It is highly unlikely that any small business could or would actually self-perform more than 50 percent of the services work required by this contract.
Answer: The requirement is (per FAR 52.219-14) to not subcontract more than 50 percent of the service portion of the contract to subcontractors that are not similarly situated entities (i.e., small businesses).
