Inspection and Repair Specifications for Cutler Ice Shield K-Connection Welds:

The inspection/repair services specified below are to be provided at the Cutler Naval Telecommunications Facility in Cutler Maine at the North and South Helix Houses. The North and South Helix Houses are available on a rotating yearly schedule as maintenance outside of this specification is being done on one house while the other house is operating. The Helix House that is non-operational for maintenance outside of this specification will be available for this inspection/repair specification Monday through Friday. However, the operational Helix House will ONLY be available on Mondays from 8:30 to 2:30. It is recommended that the contractor be through the gate by 8:00am in order to facilitate a prompt start time once the Helix House becomes available on Monday.

There is one 20amp circuit for 110VAC power at ground level, however history has proven that the number of extension cords required causes the circuit to become overloaded and is not reliable.

Therefore, the Contractor should have a generator on hand. There is no water at this site, therefore the Contractor shall supply water, if needed, at no additional cost to the government as indicated in 0200000 C.

The Contractor can only use a government approved laydown area.

1. Inspection/Repair Process:

1.1. The inspection/repair services are to be provided for each K-connection (12 in total). These inspection/repair services are to be completed once every 12 months by July 20 for all Option Years. Advanced coordination with your contract administrator is necessary in order to get the necessary equipment outages and to gain access to the facility. These inspections/repairs may require more than one mobilization to the site since the K-connections are located on two buildings, which will likely not be available for inspection/repairs at the same times. For the year 2022, the North Helix House will be available Monday through Friday and the South Helix House will be available from 8:30am-2:30pm Mondays ONLY. The following year 2023, the South Helix House will be available Monday through Friday and the North Helix House will be available from 8:30am -2:30pm Mondays ONLY. This will be a rotating yearly schedule, unless otherwise stated by the government.

1.2. Provide a visual inspection of the entire length of weld indicated on Attachment 1. Look for visual signs of cracking including visible cracks, chipped paint, and linear rust stain indications.

Photo-document each weld with special emphasis given to any crack indications.

1.3. Where cracks are suspected, remove the paint coatings around the suspect area and provide a

Magnetic Particle Inspection (MT) per ASTM E 709. Photo document the indications found using MT. IF no indications are found using MT, then recoat the area the using metal coating specifications provided in Section 2.

1.4. If cracks are confirmed using MT inspection, then immediately notify your contract administrator. Do not re-coat the area.

1.5. For each annual inspection provide a written report which includes the status of each K-connection. The report must reference K connections using the naming nomenclature provided in J-1502000-06B per Section F, and include the name and contact information for any companies involved in the inspection or repair of the K connection welds. The report must also include:

1.5.1. Photos of each weld inspected

1.5.2. Photos of each weld with a positive MT indication (i.e. image of the crack being shown with

MT ferro-magnetic powder)

1.5.3. Documentation MT testing performed.

2. Metal Coating Specifications:

2.1. Clean the surface of any contaminants per SSPC SP-1. Remove any loose and peeling paint per

SSPC SP2/SP3. Feather sand the edges smooth and sand the area to create a profile. Blow or wipe sanded debris from material.

2.2. Apply one coat of Polyamide epoxy primer at 4-6 mils DFT which meets the performance criteria listed below. Apply primer within 12 hours after surface preparation as recommended by the primer coating manufacturer. Cure schedule shall be as recommended by the manufacturer. Primer shall have a one year re-coat window for application of the finish coat.

NOTE: The existing primer is Sherwin-Williams Recoatable Epoxy Primer B58 Series.

2.3. Apply one coat of high performance polysiloxane coating at 4-6 DFT over the primer coating which meets the performance criteria listed below. Top coat color: Fed-STD-595C 26380.

NOTE: The existing top coat on the structure is Sherwin-Williams Sherloxane 800 Polysiloxane B80 Series.

2.4. Primer Performance Requirements:
