The purpose of this amendment is to provide the following information:
1. RFI responses have been provided as follows.

RFIs Amendment 0004
1. Under Section 01 32 16 it states that a "...current mandated scheduling program can be used". Is Microsoft Project an acceptable scheduling software for these projects?
Yes.
2. Please confirm that Section 01 78 30 is not applicable to these contracts.
Section 01 78 30 paragraph 1.2.1 is applicable. Contractor to provide redlined asbuilts as to what was demoed outside of the footprint of the building.
3. Please provide the applicable lead specification section for this project.
A Lead specification is not required. See architectural Demolition sheets under Lead Inspection Plan Notes.
Revise notes to remove ...”AND SPECIFICATIONS...” to read as follows:
REMOVAL OR ENCAPSULATION OF LEAD PAINT PRIOR TO BUILDING DEMOLITION IS NOT REQUIRED, ALL WORK SHOULD BE CONDUCTED BY WORKERS TRAINED IN "LEAD SAFE WORK PRACTICES" AS OUTLINED BY
THE OCCUPATIONALLY SAFETY AND HEALTH ADMINISTRATION (OSHA).
CONTRACTOR TO REVIEW LEAD INSPECTION REPORT AND SPECIFICATIONS BEFORE COMMENCING
DEMOLITION. IF ADDITIONAL COATINGS ARE FOUND DURING DEMOLITION THAT ARE NOT ON THE SURVEY REPORT, CONTRACTOR TO ASSUME THESE MATERIALS ARE LEAD CONTAINING COATINGS UNTIL SAMPLED
AND TESTED BY ACCREDITED AND LICENSED LEAD PROFESSIONALS.
4. Are there buildings deemed to be unsafe for entry to be able to properly perform asbestos and/or lead abatement prior to demo?
At the time that field work was performed for Asbestos and Lead testing, no buildings were deemed to be unsafe for entry.
5. Is Contractor allowed to remove and haul mobile trailers off site versus demolition on site after proper disconnects are made?
Yes as long as trailers are removed from the site.
6. Can the government provide Contractor with soil reports relating to specifications, Section 01 35 29, Paragraph 1.9.1. Section “M”. Polychlorinated Biphenyls.
No soils reports available.
7. Is there a guideline for the PCB plan? Is there a survey report for the locations and quantities of PCB’s?
No PCBs suspected within area of work.
8. Will fire ant quarantine requirements be applied for each building site?
North Carolina Department of Agriculture and Consumer Services regulations apply for Red Imported Fire Ant quarantine program.
9. Can contractors conduct a pre‐demo inspection to determine if there are or are not any fire ants on any given building demolition site? What kind of certification will be required?

10. Will temporary water and electricity services be provided by the government during this contract?
Temporary water and electricity is available. Contractor is responsible for all costs associated with tapping into and using these services.
11. Will Insulation on metal ductwork need to be removed before salvaging for recycling?
All items inside the building are considered to be property of the contractor upon award. Contractor can dispose or retain these items as desired during demolition.
12. Building FC318 is a metal building with caulking at the Side laps that contains Asbestos per the Asbestos survey. As this caulking will not be able to be removed from the metal panels and it is non‐friable, how will the metal panels be disposed of? Will they be considered ACM (Asbestos Containing Materials) or will panels be able to be disposed of in a metals dumpster?
If ACM cannot be removed from metal panels, then panels with ACM (caulk) attached must be treated as ACM and disposed of accordingly.
13. Will NAVFAC consider an alternate proposal for disposal of demolition materials vs costly separation of materials?
Disposal of demolition materials as per specifications.
14. Are all utilities on Camp Lejeune privatized? If so, please provide us with the utility name and contact information.
Both Government owned and private utilities exist on Camp Lejeune. Contractor shall locate all utilities.
Utilities contacts will be provided upon award.
15. GIS Data needs more information.
Reference Specification section 01 78 30 for guidance on GIS Deliverables.
16. Looking at the Demolition Specs 02 41 00 starting at 3.1.10, in many of these sections relating to electrical and mechanical equipment the specifications state “Remove and Salvage”. This is unusual for a total demolition and would increase costs significantly if we are going into every building to try and salvage the items the spec mentions. Can you please specify which equipment needs to be removed and salvaged? Or should we assume that all mechanical and electrical equipment will be removed and salvaged?
All items inside the building are considered to be property of the contractor upon award. Contractor can dispose or retain these items as desired during demolition.
17. Can we expect that the drawbridge to Onslow beach will have the current restrictions during construction? It is currently only lowered for access on the weekdays from 0700‐0800, 1200‐1300, and after 1700.
Onslow Beach Bridge repair contract will be completed prior to award of this contract. Draw bridge will open and close on a 30 minute interval schedule in most cases unless marine vessel requires immediate opening.
18. If the current restrictions for the bridge at Onslow Beach are still in place, can we request that the drawbridge be lowered when we have equipment or dumpers to load/offload?

19. Are you aware of any foundation piles that will need to be removed at any of the buildings? Or are we to assume that all buildings have a concrete foundation?
All buildings will be assumed to have no piles and have a concrete foundation.
20. When evaluating the Asbestos survey, which quantity should be included for bidding purposes? Should we consider Quantities identified by the Walker Group, Additional Asbestos Containing Materials found on Government provided reports, or materials shown on the drawings or a combination of these? In order to provide the best price for this project we request a specified quantity for abatement in each building.
The combination of all of the above shall be used for asbestos quantities.
21. It was noted that on some of the sites that there were sewer lift stations. Are the sewer lift stations part of the utilities that need to be removed?
Only lift stations indicated on the plans will be removed.
22. Can you clarify which buildings utilities are owned by the Government and which are owned by private companies, i.e. Piedmont Gas and Carolina Power and Light Company?
Gas – Piedmont; Comm – Base, Century Link, Time Warner; All others owned by Base
23. It is understood that for overhead electrical power feeds that the service is disconnected at the first power pole from the building. Are the can transformers on the pole to be removed or kept in place?
This information is provided in the work items.
24. Building FC301 and TC562 were indicated to not currently have ACM but had ACM in the past. Will it be required that we test these buildings before commencing demolition?
The base asbestos report will address the ACM in the building.
