QUESTION GOVERNMENT RESPONSE

1502000 – Facility Investment - The Related Information column states, "The emergency service order is complete once the emergency has been arrested." The Performance Standard Column states, "Systems and equipment are restored to operable condition and function properly in accordance with OEM specifications". Those are two different finishing points for Emergency Service Orders. Which standard should be used?

Four Sullair tandem air compressors with new controllers were installed in building 2210. However, they are not listed in the inventory. Are they part of this contract?

3.2.5 and 3.3.3.

Both should be priced separately.

Can the government please give contractors an inventory of what type of equipment is in the firing ranges? There is nothing listed in the inventory other than the length of the ranges. We were unable to visually inspect the inside of the ranges during the site visit to view the installed equipment due to the ranges being in use.

Currently the inventory includes snail trap and gun tube.

Contractor is responsible for providing personnel with the necessary certifications required to perform this work.

There are 6 dust collectors listed for the blast booths. Can the government please provide the manufacturer of the filters required for these units?

Unavailable

This section reflects the sizes of the firing ranges but does not provide a list of equipment or systems within the two ranges. Please provide a list of equipment for each range.

Currently the inventory includes snail trap and gun tube.

Contractor is responsible for providing personnel with the necessary certifications required to perform this work.

The solicitation states:

"b. Workforce Management

(1) Demonstrate your ability to provide key personnel in accordance with RFP Section 2.7.1 through

2.7.1.4 and provide a workforce management plan (not to exceed 10 pages) that describe the lines of management authority, supervision, span of control and accountability, including the relationship between overall management (corporate and on‐site), administration, and subcontractors. The narrative shall include, at a minimum, Project Manager, Quality Manager, Site Safety and Health Officer, and Environmental/Energy Manager and who they will report directly to for this contract."

The solicitation then goes on to detail requirements to address: (2) work performed (Attachment E), (3) ability to provide and maintain a qualified workforce and clearly define the controls and/or processes that are in place to ensure continuity of services, and (4) ability to manage numerous work requirements simultaneously with a dispersed workforce under competing priorities at multiple locations.

Question: Does the 10‐page limit only apply to item b.(1)?

The 10 page limit applies to b(1). The OSHA 300A form should be for the last five years.

The solicitation requires safety data for the past 5 years but paragraph M.2.2(b)(3)(i)(3) states: "Offeror shall submit a separate OSHA 300A form for each of the last three complete calendar years."

Question: Are we to submit OSHA 300A forms for the last three years or the last five years?
