In the amendment 1 issued 9/10, it stated that the cut off for site visit registration is 14 days prior to the site visit 9/24 which makes the site visit registration due 9/11. Due to the Covid-19 pandemic, it is difficult to assign specific personnel to be registered that far in advance. Can we still submit our registration given we are past the 14 days until the site visit?
Regarding Philadelphia sites only. NSA-P and PNBC Unfortunately, it is to late to process individuals at this time due to security's required 14 day vetting process.
Will you extend the due dates? The vast amount of information required in the proposal rely on outside resources (ie banks, insurance carriers, contacts for PPQ’s). The current timeframe is aggressive alone without the delays from COVID 19.

The 1442 states that one original and 1 copy is to be submitted. Our understanding is that we email our proposal and also upload it to the DOD Safe site. Then for hard mailed proposals, do we mail in a hard original and also one hard copy of the entire proposal (Price Proposal Binder and Non- Price Factors-Technical Proposal Binder) or do we just turn in one hard original?
Please refer to RFP under section 4, Proposal Requirements. The contractor shall send the contract specialist, Georgia Scott at Georgia,scott@navy.mil, the email address of the offeror’s point of contact who will be receiving the Drop-Off invitation to upload proposals to the DOD Safe Site no later than October 12, 2020 by 1400, unless that date and time are changed via Solicitation Amendment.
Contractors shall then send their Electronic Proposal submission to Georgia Scott through the DOD Safe Site.
For the hard mailed proposals, are we to submit the Price Proposal Binder in separate sealed boxes/envelopes and the Non-Price Factors-Technical Binder in another separate sealed box/envelope? Or can we submit both Price and Non-Price Binders together in one box?
Please refer to RFP under 4. Proposal Requirements. The Price Proposal and the Non- Price Proposal shall be submitted in separate 3-ring binders. According to the RFP, Price and Non-Price Proposals must be submitted in sealed envelopes/boxes.
For the hard mailed proposals, the cut off is 2:00pm. Will you change this to end of day to allow for possible Fedex delays?
