Answer #99. Maps will be provided upon award of the contract.
Question #100. In reviewing the Non‐Recurring portion of the pricing spreadsheet, with regards to ELIN X702, the description of the work for a services contract doesn’t seem to be construction work, but more like SCA work. In addition, the estimated quantity of 34,000 hrs is equivalent to about 18 FTE, which seems really high and increases total proposed costs significantly.
Answer #100. Non‐Recurring ELINs will be ordered only as required for infrequent tasks.

Paragraph states; “…For a JV, the offeror shall provide the signed U.S. Small Business Administration (SBA)‐ approved Joint Venture Agreement or an SBA‐approved Mentor‐Protégé Agreement as part of this Factor. Failure to submit an SBA‐approved Agreement will result in the relationship being considered as Prime/Subcontractor, and the prime contractor will not be found acceptable on the basis of the subcontractor’s experience only.”
Will the Government move the JV agreement submittal to the price volume in order to provide offerors adequate page space to respond to all other requirements in the non‐price volume?
Answer #101. Per Amendment 0003, Answer to Question 9, the JV agreement will not be excluded from the page count. Refer to Amendment 0007 Section L, for revised page limitations.
Question #102. Technical Specification 0200000 Paragraphs 2.6.6.2 & 2.6.6.3: Paragraph 2.6.6.2 states; “The Contractor shall manually enter required work order and condition assessment data directly into USMCmax. The Contractor shall ensure all information is updated by the end of each workday for all work performed.” Paragraph
2.6.6.3 states; “A maximum of five USMCmax accounts will be approved for the Contractor. Changes of personnel requiring USMCmax accounts more than once per year may result in required compensation to the Government for the administrative costs in processing account requests.”
May the contractor use USMCmax exclusively to manage contract work data (i.e. manage PMs, the schedule, work orders, material, etc.) instead of having a separate CMMS system to manage the work?
Answer #102. See Annex 0200000 C 2.6.6.
Question #103. Section J ‐ J‐1502000‐10 – Fire Alarm System starting on page 56 ‐ "BASE FIRE ALARM PANELS AND TRANSMITTERS/COMMUNICATORS only lists the number of zones. Question #110. Where and how much ditch work involved? Is this the concrete canals? Is this to include grass cutting?
Answer #110. The drainage ditches on board the installation are maintained under the current Grounds Maintenance Contract. The grounds maintenance contractor is responsible for maintaining the grass height from the water line up. We also have an agreement with the City to maintain certain drainage areas on board the installation. We may from time to time issue service orders or Task Orders to have debris or weeds cleaned out of the concrete drainage canals and Weir.
Question #111. Page 49, Amend. 3, Q&A #16. Under the assumption that B. Workforce Management has a 10 page limit. We respectfully request that the page limit be extended to 20 pages so that we can adequately explain our understanding of and approach to accomplish complexity and magnitude of service requirements set forth in the performance objectives and standards of the PWS.
Answer #111. Refer to Amendment 0007 Section L, for revised page limitations.

Question #116. "Can you please clarify the responsibility of the contractor for the frequency of testing included under this contract per the UFC 3‐601‐02? Does it include all of the following Frequency tasks :
a. Annual
b. 2 year
c. 5 years
d. 10 years
e. 20 years
f. 50 years.
If all of these frequencies above are included in this contract, can you please provide additional information on when these frequency ITM tasks were last performed for each system?"
Answer #116. Refer to UFC 3‐601‐02 for related frequencies per Spec Item 3.2.5 ‐ Fire Protection Systems.
Question #117. Section B, Factor 2. For a JV, the offeror shall provide the signed U.S. Small Business Administration (SBA)‐ approved Joint Venture Agreement or an SBA‐approved Mentor‐Protégé Agreement as part of this Factor.
Failure to submit an SBA‐approved Agreement will result in the relationship being considered as Prime/Subcontractor, and the prime contractor will not be found acceptable on the basis of the subcontractor’s experience only. SBA Agreements and JV Agreements can be many pages (8‐16 pages).
JVs are significantly disadvantaged by having these agreements within page count. Will the Government accept the SBA letter of acceptance (3‐4 pages) for this requirement?
Answer #117. Refer to response to Question #101.
Question #118. Solicitation, Amendment 0003, page 48, Questions and Responses, answer to Question # 6.
“Pricing is required for all line items. The quantity is 0 for COL 4 Pest Control, the line item is there to support the cost if a change to the service level is needed.”
For clarification, is the contractor to price each COL Level at the full performance cost, or is the COL 4 unit cost to be shown as a negative to show the decreased cost of COL 4 as compared to COL 3? The question is being asked because on some other Navy contracts, the Government requires that the delta between the cost of the two levels of service be priced. In the case described herein, going from COL 3 to COL 4 would result in a negative cost if the cost for COL 4 were shown as the delta between the two COL levels.
Answer #118. COL level unit pricing shall represent the level of effort, material, equipment, etc. required to perform the COL Level cited.
Question # 119. B.3.b.3.i.4 ‐ Offeror shall submit a separate OSHA 300A form for each of the last three complete calendar years. Will the Government please make the OSHA 300A forms outside of page count?
Answer #119. The OSHA 300A form is inclusive of the page count. See Amendment 0007, Section L for revised page limitations.
Question #120. B.3.b.4.i ‐ Also include performance recognition documents received within the last five (5) years (from the date of issuance of the solicitation), such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. Will the Government please make performance recognition documents outside of page count?
Answer #120. Performance recognition documents shall be inclusive of the page count. Refer to Amendment 0007, Section L for revised page limitations.
Question #121. Section B.3.b.2 ‐ Additionally, offeror must meet the requirements of FAR 52.219‐ 14, Limitation on Subcontracting and submit Attachment J‐0200000‐14 (Contractor’s Self‐Performance Certification & Notification of Subcontracting), as part of this Factor. Will the Government move make Attachment 14 external to page count?
Answer #121. Attachment J‐0200000‐14 (Contractor’s Self‐Performance Certification & Notification of Subcontracting) shall be inclusive of the page count. Refer to Amendment 0007, Section L for revised page limitations.
Question #122. ATTACHMENT J‐1502000‐05 ‐ HISTORICAL SERVICE ORDER WORKLOAD. Would the government confirm that the Historical Service Order Workload data does not include any service orders for Railroad Trackage?

Answer #123. Refer to Amendment 0007, revised Section B., B.14 – Unit Prices for Labor.
Question #124. File J‐0200000‐13 ELIN Revised; ELINs X700 through X703. X701 is for “…materials and equipment to perform Unit Priced Labor work…” to be used with ELINs A701 and A702, both of which are for provision of composite labor hour work. ELIN 703 is for Construction Equipment Cost to perform Unit Priced Labor Work, which has been described within the Nonrecurring work schedule to be the same as composite labor.
Should the composite labor rate as applied to X700 and X702 include equipment costs, equipment other than construction equipment costs, or no equipment costs?
Answer #124. Refer to Amendment 0007, revised Section B., B.14 – Unit Prices for Labor.
Question #125. Page 41, Amend. 3/ PWS 3.4.12 Railroad Trackage Maintenance‐ "Contractor is responsible incidental repairs found during maintenance to the limit of $500.00 in direct labor and material cost."
Does this mean that the contractor is not responsible for incidental repairs if the cost exceeds $500, or that the contractor must make all incidental repairs but can only bill $500? Please clarify.
Answer #125. Refer to Section C, Annex 1502000 Spec Item 3.4.
