Per the RFP, and Specifications it appears that the Government finds it acceptable to have only one individual onsite representing the successful offeror for the duration of the project. This person would be essentially "triple-hatted" with responsibility for the site supervision, SSHO and QCM roles for the project. We find for a project this size and complexity there is a significant risk of wholesale project failure for projects such as this, which are not appropriately staffed. If left as stated in the RFP documents as listed with this inquiry there is what we believe to be a high likelihood that an offeror could propose a single individual onsite and come in under an offeror that would staff the project with sufficient staff to fully support the effort. Please confirm that the government finds it acceptable for offerors to provide for only a single "triple-hatted" individual onsite for this project?

The SSHO, site supervisor, and QCM should all be separate individuals, see revised specification included in an upcoming amendment.

One of the lighting guys asked if the lights need to come with a built in or stand alone mini transfer device. The drawings make it appear that the emergency lighting is on generator power alone but there is a note on the fixture descriptions that say it shall have one with the lights. There is not a need for it unless the drawings were meant to show the Emergency lighting on a normal circuit and upon power loss they switch to generator power. I have seen both so I was hoping for a little clarification on the design intent.

In general, for fixtures connected to an emergency circuit, the transfer to emergency power will be handled via the main automatic transfer switch located in the Electrical Room on the 1st floor. No additional hardware/relays are required. For fixtures indicated to be provided with an emergency ballast, the emergency ballast will provide power to the fixture for the time period for the generator to start or in the event that the generator fails to start.

7/31/2

CD10

Re: CD101 – According to this drawing (site demo plan) there will be existing pile caps to be removed and piles to be cut-off below grade. This drawing shows the locations of the piles/pile caps but does not indicate the outline of the footprint of the existing buildings. No elevations are indicated on this drawing.

Building AS4020 is currently being demolished under a separate contract and the Demolition Contractor is tasked with removing the existing pile caps and severing the piles at a depth of 6 feet below existing (pre-demolition) grade and removing the severed portion of the pile before the start of this project. Sheet CD101 shows approximate locations of piles/pile caps based the original construction drawing of AS4020. Sheets CS101 Site Plan and GC103 show the piles/pile caps with respect to the P9838 footprint. Sheet V-101 shows existing site elevations. Elevations of piles and/or cut ends piles to remain are not available.

V702 Re: V702 – This drawing was provided for information purposes to illustrate the grading required by the demo contractor (separate contract) for building AS4020.

Except for the building outlines shown, the other surrounding site elements/landmarks do not appear to match-up with anything on CD-101 or

CG-101.

The north arrows differ on the V7XX demolition contract drawings from the project drawings, which may cause a discrepancy in orientation. Please note that the AE will be performing a post-demolition topographic and utilities survey of the AS4020 site which will be provided to the contractor after award.

8/5/20

I overlaid CG-101 and CD-101 to see how the old building footprint would match-up with what was shown on V702 (accounting for the difference in scale).

In general, it appears that V702 is showing the existing grades to be almost 2ft higher than what is shown on the grading plan. In other words, if the demo contractor grades the site according to V702, the grading plan will not be accurate.

The project drawings are based on an existing conditions site survey. The AS4020 demolition contractor site is tasked with providing 2 feet of fill over the AS4020 demolition site after demolition is complete.

Please note that the AE will be performing a post-demolition topographic and utilities survey of the AS4020 site which will be provided to the contractor after award.
