Question 8A: Is a small business subcontracting plan required for the Price Proposal? Question 8B: If so, are all offerors (including small business offerors) required to submit a plan? 57. In addition, the Amendment also lists attachment C as the PPQ. I am sure that is just a carryover from the previous documents, but please clarify if Attachment C is the Small
Business Subcontracting Record or the PPQ? Also, Attachment G from Amendment 5 is the Subcontracting Self-Performance Certification which cites FAR Clause 52.219-14, which applies only to set asides. This is a full and open competition and I am wondering if this form was supposed to be the record form and not the self-performance form?
Answer: See Amendment 0007- Attachment C-Past Performance Questionnaire .
Attachment G Subcontracting Self-Performance Certification form is included even though this procurement is unrestricted. The awardee could be a small business, and as such, would be required to adhere to FAR 52.219-14 Limitations of Subcontracting. The form does not apply to large business entities.

Answer: See Amendment 0003; to be determined by individual Task Order

ELIN for the boilers that we would be required to provide after negotiations?
