47. Reference L.4 (b) (4) Factor 4 Small Business Utilization. We are a small disadvantaged business submitting a proposal for this effort as a prime contractor. All of our Corporate Experience projects are small business set-asides and have no small business subcontracting plan requirements. We have no ISRs and would meet the 20% small business participation requirement simply by serving as the prime contractor. Question:

Are small businesses required to submit small business subcontracting information in support of Factor 4?

Answer: Yes. Refer to RFP- Factor 4- Small Business Utilization (i) 1a

48. Reference L.4 (b) (1) Non-cost/price Factors Submission Requirements. There are several references to Attachment E but we cannot locate Attachment E. Question: Is Attachment J-0200000-16 the proper Attachment we need to use for the Contractor’s Self- Performance Certification and Notification of Subcontracting?

Answer: Yes. Refer to RFP and also included in Amendment 0005

49. Reference L.4 (b) (2) Factor 2 Recent/Relevant Experience of the Firm. The RFP states that Attachment D for Corporate Relevant Experience is mandatory but we cannot locate Attachment D. Question 3A: Is Attachment J-0200000-17 the proper Attachment we need to use for the Relevant Experience Form? Question 3B: There is no block included on Attachment J-0200000-17 for Contract/Project Description. If this Attachment is mandatory for submittal of project information to determine relevance, where on this attachment are we to include project description?

Answer: See Amendment 0005 Attachments

50. Reference L.4 (b) (1) Factor 1 Management Approach (i) b. The RFP states “

Demonstrate your ability to provide key personnel in accordance with RFP Section 2.7.1 through 2.7.1.6 and provide a workforce management plan…” but there is no spec item

2.7.1.5 or 2.7.1.6. Question 4A: Should this read “RFP Section 2.7.1 through 2.7.1.4”?

Question 4B: Is the RFP requiring key personnel resumes or just a personnel recruitment plan to satisfy this requirement?

Answer: Refer to RFP- Factor 1 Management Approach (i)b

51. Reference L.4 (b) (1) Factor 1 Management Approach (i) b and Section C 0200000 2.7.1.

The RFP references the PM, Quality Manager, SSHO, and on-site supervisor(s) as key personnel. There is no Spec Item for On-Site Supervisor(s) but there is for Environmental/Energy Manager (2.7.1.4). Question: Are On-Site Supervisor and

Environmental/Energy Manager both key positions, and if so, can they be the same person?

Answer: Yes

52. Reference Amendment 0003. There is a file named: 1502000 J Facility Investment ver

2.4.pdf but appears to be the same file as 0200000 C Management and Administration ver 2.8.pdf. Question: Can the Government release the correct revised 1502000 J Facility Investment?

Answer: See Amendment 0004

53. Reference L.4 (b) (1) Non-cost/price Factors Submission Requirements. Can tables/charts/graphics be in a smaller font size than the 12 point Arial or Times New Roman narrative?

Answer: Refer to instructions in RFP

54. Reference L.4(b) Price Proposal (i) and M.1 B.3.(a)(1) Price Proposal. Section L does not call out a requirement for a Small Business Subcontracting Plan; however, Section M states: “Submit a Small Business Subcontracting Plan for this project in the format provided in Attachment F”. Question 8A: Is a small business subcontracting plan required for the Price Proposal? Question 8B: If so, are all offerors (including small business offerors) required to submit a plan? Question 8C: We cannot locate Attachment F; can the Government please release Attachment F?

Answer: See Revised Section L- Price Proposal. Amendment 0006

55. Reference Attachment F SMALL BUSINESS SUBCONTRACTING PLAN. This form states: “(TO BE SUBMITTED BY OTHER THAN SMALL BUSINESSES ONLY) (Also referred to as large businesses).” Are small businesses to omit this form from the Price Proposal?

Answer: Per Attachment F Small Business Subcontracting Plan. To be submitted by other than small business only (Also referred to as large businesses).

56. Amendment 6, Page 6 of 8, Paragraph 4 i 1 a States: All offerors shall submit small business subcontracting information associated with each project cited under the Corporate Experience Factor in the format provided in Attachment C, Small Business Subcontracting Record

Answer: See Amendment 0005 Attachment F- Small Business Subcontracting Record

57. In addition, the Amendment also lists attachment C as the PPQ. I am sure that is just a carryover from the previous documents, but please clarify if Attachment C is the Small Business Subcontracting Record or the PPQ? Also, Attachment G from Amendment 5 is the Subcontracting Self-Performance Certification which cites FAR Clause 52.219-14, which applies only to set asides. This is a full and open competition and I am wondering if this form was supposed to be the record form and not the self-performance form?

Answer: See Amendment 0007- Attachment C-Past Performance Questionnaire .

Attachment G Subcontracting Self-Performance Certification form is included even though this procurement is unrestricted. The awardee could be a small business, and as such, would be required to adhere to FAR 52.219-14 Limitations of Subcontracting. The form does not apply to large business entities.

58. If the hours for ELIN X701 are required to be priced, the contractors would need information concerning the different types and size of equipment required to be maintained in-order that we would proposed and price the proper mechanics with the proper level of certifications and training.

Answer: See Amendment 0007- Vehicle & CESE Inventory Spreadsheet

59. In X702 we would need detailed information on the potential different types of boilers to be maintained /operated to ensure we price the proper technicians to accompany the boiler requirements.

Answer: See Amendment 0003

60. Will the Government please review these ELINS and provide direction? In X703, is this

ELIN for the boilers that we would be required to provide after negotiations?

(End of Summary of Changes)

File details come from the government source that posted it.
