The Basis of Bids states that "material dredged from the basin will be paid for as part of the lump sum work of the base bid. If the Contracting Officer requires an increase or decrease in total volume of dredging, the contract price will be adjusted in accordance with "FAR 52.243‐4"
Could basis of bid quantities based for each of the following areas be provided West Closure Wall, Entrance Structure, South Closure Wall, Berth 1 be provided for this re‐pricing effort?
Information provided on the plan sheets in Addendum #10 is not sufficient to accurately quantify the dredging quantities within the areas where scope has changed.
The dredge volumes were further revised with Amendment 012 changes to reflect the updated design to the West Closure Wall. The total revised closure wall volume is 19,950 CY:
Berth 1: 4,100 CY
SCW: 10,220 CY
WCW: 5,180 CY
Entrance: 4,550 CY
20 7/8/2019 Sheet CG104 Page
Quantities provided in the "CLOSURE WALL ‐ DREDGE VOLUME" table on this plan sheet appear to have increased by 1,050 CY in addendum #10.
Is this volume the new basis of bid for the closure wall area?
The dredge volumes have been further revised by Amendment 012. The Closure Wall dredge volume depicted in Amendment 012 is 19,950 CY, inclusive of overdredge allowance.
21 7/8/2019 Sheet SK102 Drawing SK102 note 3. Calls for full height concrete placements at the camel locations.
Can Z‐sheets be used to form the sides of these placements or do they need to have a flat face?
Yes, the formwork is to be designed by the contractor.

Reference drawing OP302 detail A3. The 20" discharge pipe is called out to be ductile iron that requires to be seal welded to the caisson shell and screen flange. With the inherent quality concerens involved with welding ductile iron to carbon steel will it be acceptable to use the existing intake screen detail found on drawing 908932? We propose using 20" carbon steel pipe in lieu of ductile iron. Will this be acceptable?
Caisson scope removed from contract.

In attachment F Rev (4‐5‐6_amendment_10_with_redesign) explanation of CLIN 00108, it states that "Dredge sediment sampling and testing will be performed by others and the test results will be provided to the Contractor."
Does this relieve the contractor of all responsibilities for testing and sampling of dredge spoils as outlined in specification 35 20 23 page 5 paragraphs 1.16.1, 1.16.2, 1.16.3?
If not what sampling and testing is the contractor responsible for?
Confirmed. The intent is that all requird sampling and testing will be performed in advance so that the contractor is not required to perform additional testing.
24 7/9/2019 According to the Mass Concrete Specification and the revision in Addendum 10, the Crane and Train Rail beams still should be considered Mass Concrete. Please confirm.
The Crane and Train Rail beams will not be required to meet Mass Concrete. The contractor shall demonstrate that their mix design and placement operations achieve good quality concrete. The first placement of this size shall be completed with thermal monitoring to ensure heat of hydration will not adversely impact strength, durability or quality of the concrete. In addition to the initial monitoring, 10% of future placements will require thermal monitoring as Quality Assurance measure. The thermal monitoring will include pours that are scheduled for days/time when the ambient temperatures are expected to be high.
26 7/9/2019
In reference to the drawing changes for CS501 listed in addendum #10 the following note is added.
“ 5. Bid Option 23 (P310) and Bid Option 30 (P1074) requires a 10” reinforced concrete slab between the train rails in lieu of the typical pavement detail if the option(s) is awarded. Provide 12”min. subbase below the concrete slab. See Drawing SR301 for reinforcing requirements.”
However the new bid form does not list the referenced options, it does list Option 27 for the work described. Please advise.
The bid option numbering will be corrected via a revised Attachment F. Drawings CS501 and G104 will be revised to reflect the correct Bid Option No. The concrete slab options will be Bid Optoin 16 (P310) and Bid Option 27 (P1074) in the revised Attachment F.

Addendum #5 Question 35; stated that "observations of dredge spoil materials and rate of excavation will be made during dredging to verify that the alluvial deposits have been removed."
Please consider completing exploratory probes at the south closure wall, entrance structure and west closure wall area concurrent with probing along the Berth 1 Quay wall and drilled shafts to gather data about depth of alluvial deposits in these areas?
Understanding of soil conditions prior to commencing dredging operations will allow us develop better target depths and improve efficiency in the dredging operations and alleviate some of the risk with using visually inspection to identify suitable material.
Understood. During the sediment sampling information regarding material hardness and depth to suitable ametrial will be documented to the extent practical. This informaiton will be used to assist in assessing the required dredge depths.
34 7/12/2019 Sheet SS118 Note 3 On Sheets SS118, Note 3, Sheet SS 402 Note 1 and Sheet SS 403 Note 1, it states that the Contractor shall probe as required. Please confirm that probing at the Berth 1 Quay wall and each of the drilled shaft locations will be completed by others prior to this contract.
Results of Berth 1 Quaywall probes and one probe at each drilled shaft will be provided upon completion.
35 7/12/2019 When probing at the Berth 1 Quay wall, please consider probing around the point of the Quay wall to the location where the new combi wall will connect.
Point of quaywall will be included in probing.
37 7/12/2019 Sheet S‐001 Note 12 On Sheet S‐001, Note 12, it states that a two level template is required at a minimum. If the tolerance of the sheet pile installation are met, can this be clarified to read, the contractor should use a template if required to meet tolerances? A two level frame may not be necessary.
This would be acceptable provided the deflection requirements are met.
38 7/12/2019 Sheet S‐002 Note 10 On Sheet S‐002, Note 10, it states all construction joints shall be cleaned of surface laitance, please clarify the intent.
This Note will be revised to state all sediment and debris between placements shall be removed. Removal of concrete materials and concrete by‐products is not required.
46 7/15/2019 Sheet CG101 Sheet CG101 in amendment 12 shows 8 dredge samples that were taken in front of Berth 1. Can the results of these samples please be provided? All available results have been provided as part of the specifications. 14
47 7/19/2019 31 23 00.00 1.7 Can the requirements for testing for contaminants for soils brought in be eliminated? In both specification 31 23 00.00 para. 1.7 and 31 00 00 para. 2.2. Testing requirements cannot be eliminated. 14

48 7/19/2019 For pricing CLIN 10 Option 12, Onsite Dredge Spoil Amendment Site is the intention for this to be the price of site improvements to the area to allow for it's use?
Option 12 is intended to include the use of the prison site for amendment of dredge materials. In order for a contractor to utilize this site it will need to be developed. Any improvements deemed necessary for use of the site are to be covered in the cost of this option. Savings from the use of this site to amend dredge materail are also to be reflected in the cost of this option. 14
49 7/19/2019 Is the base bid dredging pricing to reflect the use of the onsite dredge spoil amendment site or should it remain as originally defined in the specifications? Base bid should not assume the use of the on site dredge spoil site. 14
50 7/19/2019 If the CLIN 10 Option 12 is awarded can we assume that trucks hauling from the dredge unloading location in the CIA to the onsite dredge spoil amendment site will not have to be inspected each time they enter the CIA?
Dredge spoils offload will be accomodated outside of the CIA to allow for limited truck inspection. If offload occurs inside the CIA trucks will be requried 14
When the Portsmouth Naval Shipyard Superflood Basin project was bid in May 2019, NAVSEA OP 5 Vol 1 ‘Ammunition & Safety Ashore’ was not available to bidders and the exact extent of possible restrictions on the logistics of explosives materials (delivery, temporary supervised in‐use storage, etc.) could not be determined. We assumed in preparing our bid proposal that the standard care on other underwater rock blasting projects would apply, i.e. that we would be able to receive approval from the Owner to keep materials in approved explosives magazines on the work‐barge within the work area.
Upon subsequent receipt and cursory review of NAVSEA OP 5 Vol 1, it is possible that this document could be interpreted to place severe restrictions on the receipt, storage and use of explosives materials. One possible scenario would allow no in‐use storage of explosives materials at the work area, and require delivery of each charge (i.e. detonator, booster and main blasting agent charge) to the blast hole as it is prepared for loading upon completion of drilling of that hole, presumably from some off‐site in‐use storage location. This would bring significant additional cost to the project, to allow for the off‐site storage and associated delivery to the work area, and also to compensate for a potential reduction in drilling and blasting productivity. It will also add additional risk to the project because of numerous small vessels constantly transporting explosives across an already very busy and limited work space, potentially shared with other contractors.
We envision several different possible outcomes for this situation, depending on a thorough review by the Owner of options proposed by the Contractor. Every option has a different cost associated with it, and a specific risk profile, and it would be unwise to make any assumptions in the absence of a joint consideration of these factors between the Owner and the Contractor.
Would the Owner be willing to evaluate different options with respect to the delivery, temporary supervised in‐use storage and use of explosives materials in the performance of controlled drilling and blasting of the bedrock in the Superflood Basin? If not, what is the position of the Owner with respect to the above‐stated bid proposal assumption that temporary supervised in‐use storage of explosives materials will be allowed onboard the drill and blast barge within the work area? The Contractor must know the Owner’s interpretation of NAVSEA Op 5 Vol 1 as it pertains to this particular situation, with Class 1.4B detonator assemblies (non‐electric), Class 1.1D Boosters and Class 1.5D Blasting Agent (Type E) considered for use on this project, so that the risk and cost can be fully reflected in the final bid propose
52 7/22/2019 Is it possible to get adjustments to hours for weighing dredge spoils at building 357, when needed to accommodate for specific issues with transport of materials to upland facilities?
Coordination with Bldg 357 to vary hours is possible and will handled on a case by case basis. 14
NAVSEA OP5 Vol 1 strictly controls the storage and handling of explosive materials on naval installations. The typical process of blasting in the general industry will not be acceptable at PNSY. The storage of explosive materials (1.1 or
1.5 materials) will be limited to specialty magazines (GOLAN, modified connex box with sand berm protection, or approved equal) located approximately 300 feet from the closest occupied building. The distance away from the buildings will be dictated by the final layout of the storage barge and will require NOSSA approval.
Material for loading into drilled holes will be controlled and limited to one hole of material out for loading at a time. No overnight storage of explosive materials will be allowed at PNSY, this included the storage barge.
