01 44 00.22 ARCHAELOGICAL MONITORING (PWD ME)

1.1 Summary

Add the following to the last sentence of the first paragraph:

Potential archaeological resources present within the project area include, but are not limited to the following:

nineteenth-century quay walls “and nineteenth/twentieth-century building foundations."

35 20 23 DREDGING

3.2.6 Dewatering Site Management

Delete this section “3.2.6 Dewatering Site Management” in its entirety and replace with the following:

A dewatering site located behind Building 93 (PNSY prison) will be made available for on-site dewatering of dredge materials prior to transport for off-site disposal. The Contractor is limited to the area delineated on the attached sketch – operations shall be contained within the limits shown. Dredge materials are limited to a 40 day dewatering cycle per dewatering cell; the number of cells is not limited. In other words, the Contractor can establish several individual dewatering cells, however, each cell is limited to 40 calendar days for dewatering. Day 1 starts the day dredge materials are first placed in a cell and ends (Day 40) the day all dredge materials are removed from a cell for transport to an off-site disposal location. Each cell shall be managed individually; each shall comply with the 40-day limitation. Dredge materials can be placed into several cells on the same day or spaced over several days as long as the 40-day dewatering period is met for each individual cell. The 40-day limitation does not apply to site preparation or restoration.

Contractor shall develop a means to demonstrate compliance with the 40-day limit. At a minimum, create and maintain a tracking log for dredge materials stored during dewatering operations. Tracking sheet shall include: date of material delivery to bin, bin number, estimated quantity stored, and date of material removal from cell. Physically label bins on site to match tracking log. Submit tracking sheets electronically to Government on a weekly basis.

Contractor shall prepare and submit a draft Dewatering Operations Plan to the Government for review and approval 60 days prior to the anticipated date for use of the dewatering site. The approved plan will be submitted by the Government to MEDEP to obtain a Minor Revision of the Site Location of Development permit issued for the project. Anticipated review regulatory review time is 45 days. Contractor is responsible for preparing a complete application, addressing MEDEP comments, and obtaining the Minor Revision. Minor Revision must be obtained before use of the dewatering area will be allowed. Government will assist with preparation of the Plan, application, and MEDEP review.

The regulatory requirement is to treat the dewatering discharge prior to its eventual release to the Piscataqua River.

The discharge must meet the Maine Water Quality Standards before release to the river. It is anticipated that a visually clear discharge will meet the regulatory standards. The minimum controls needed to meet regulatory requirements likely include, but are not limited to, the following: stabilized construction entrance, perimeter erosion control mix berm, geotextile lined containment cells, sedimentation trap/pond, and diversion berms to divert clean runoff from entering the site. An example layout is shown in the attached schematic provided for bidding purposes only. Proposed controls shall meet State of Maine Best Management Practices (BMPs). Site disturbance shall not encroach within the Maine Natural Resource Protection Act 75' setback from the Highest Annual Tide elevation.

The Dewatering Operations Plan shall include requirements for development of the site and return of the site to its original state upon completion of dewatering operations. Provide photographs before and after use documenting pre-and post- site conditions. Minimize overall impacts to the site. Re-use the existing entrance to the greatest extent practicable. Approximate area available is 190'x 50' for the dewatering bins. A segmented concrete block retaining wall can be used to create a tiered site.

Archeological monitoring in accordance with section 01 44 00.22 is required during site development. Foundations associated with former Naval Prison Reservation buildings are potentially extant within the sedimentation trap and dewatering areas.

Drawing SK114 shows some detail for the “concrete plug” that is placed between the berth 1 sheet pile improvements and the quaywall. Details A2 and A5 show the concrete plug being at different elevations but in general the same height of concrete.

Please confirm the required height of concrete required for the length of the berth 1 improvements, or supply and elevation required for the concrete plug.

The concrete fill at Berth 1 should be placed to El. ‐25 ft (NAVD88) along the entire length of the berth. At two locations coinciding with the locations of the berthing camels, the concrete fill needs to extend up to el.

+5 ft (NAVD88) over a length of 40 ft.

The height of the fill may vary based on the mudline contours along the berth. The design is based on the elevation of the concrete fill, not the total height of concrete.

25 7/9/2019 Please confirm that stainless steel vent and drain piping is exempt from any coating requirements.

26 7/9/2019

In reference to the drawing changes for CS501 listed in addendum #10 the following note is added. “ 5. Bid Option 23 (P310) and Bid Option 30 (P1074) requires a 10” reinforced concrete slab between the train rails in lieu of the typical pavement detail if the option(s) is awarded.

Provide 12”min. subbase below the concrete slab. See Drawing SR301 for reinforcing requirements.” However the new bid form does not list the referenced options, it does list Option 27 for the work described. Please advise.

27 7/11/2017 Will PNSY provide operators for Caisson 3b to support contractors testing and builders trials schedule?

PNSY will operate ciasson during all superflood testing. Contractor required to provide support during testing.

28 7/11/2017 Can the contractor assume that there is sufficient water depth available in or around the yard outside of river currents to perform the required submergence test on Caisson 3b?

33 7/12/2019 Sheet OS413 Detail A3

Regarding the 20 ton recessed shell bitts, detail A3 on drawing OS413 appears to show dimensions for a 3 ¼” recessed shell bit. Per the manufacturer, the 20 ton recessed shell bitt is a 6 ½’ shell bitt which is nearly double the size of the 3 ¼” shell bitt. The 3 ¼” shell bitt is rated for 10 Ton. This will affect the dimensions detailed for the stiffener plates. Please clarify the dimensions for the stiffener plates on drawing OS413.

44 7/15/2019 Sheets SK114

& SK 115

In Amendment 12 on Sheets SK‐114 and SK‐115, the typical sections show either a single brace connection or a double brace connection depending on the location. Currently the elevation of the lower brace is at 0.00. This would require extensive diver time to install due to the elevation.

Please consider moving the lower brace to above MHW at 3.81.

The lower brace may be raised to Elevation +5, however the concrete plug would also need to be raised 5 feet. This may be adjusted provided the distance between the top of the concrete plug and centerline of brace does not exceed.

45 7/15/2019 SE drawing attachment for Amendment 12 does not include the revised SE501 drawing as referenced in the addendum document page 8 of 11. Could you please send the revised SE501 drawing?

SE‐501 has not been changed since submission of Amendment 10.
