In Amendment 8 question 238 was answered by saying that “blasted rock does not have the same requirements for disposal as dredge spoils” and refers us to Specification Section 31 23 00.00 20 Excavation and Fill PWD ME. This specification does not specifically speak to the disposal process for clean rock. The only language in regards to disposal is paragraph 3.3.4 Excavated Materials Unsuitable for Backfill. This paragraph states “surplus non‐hazardous materials shall be transported to an appropriate Government approved licensed disposal facility”. It goes on further to state “A PNSY “Removal Pass” shall accompany the materials during transit on the base and turned over to the gate sentry prior to exit”.

This leads us to believe that all blast rock will have to be offloaded on base and transported through security gates. Contract milestone dates do not allow for enough time to haul this quantity of blasted rock through the base.

Will blasted rock be allowed to be moved off site on barges through the CIA fence and off loaded offsite?

Clean blast rock free of all other soil matter is exempt from the requirements stated in Section 31 23 00.00 22, Paragraph 3.3.4 Excavated Materials Unsuitable for Backfill. The trucking or other method(s) of transporting clean blast rock must still be accompanied by the Excavation/Demolition Material Removal Pass (Pass). The final signature by “Gate Sentry” on the Pass may be omitted if contactors means and methods do not otherwise require transporting material on base. In such case, the Pass(es) must be turned over to the Contracting Officers Representative by the close of each working day. As stated on the Pass, the Contractor and authorized Government Representative must visually inspect the material prior to removal from the Shipyard/Project Site.

The intent of this inspection is to confirm that the material is indeed free of all other soil matter.

The lead time on the new Load Center LC‐18 is approximately 12 months. This lead time does not align with Milestone #4 “Permanent Power Feed to Dry Dock Complex” dated 4‐1‐2020. Please advise.

The load center equipmnent shall be treated as a criticial submittal and review will be accelerated to help support the contract milestone. The Milestone #4 date will not be changed.
