It is the Contractor's responsibility to bring all elements of construction up to code, unless specifically excluded.

Due to the amount of forthcoming information, i.e. revised Part 3 and Part 6 per Amendment 4, and the responses to additional PPIs, please consider extending the proposal due date to provide at least 2 weeks from the issuance of all information

The Government will continue to answer PPIs submitted after the PPI due date to the best of its abilities.

For building AS424 Is the government's intention to keep the existing bathroom CMU partitions and update the fixtures within the existing floor plan, or demolish and reconfigure CMU walls with new layout to meet accessibility requirements of UFC 1- 200-01?

The Contractor shall provide a new layout to meet accessibility requirements. If required to meet ADA, demolish CMU partition.

The mezzanine in Building AS424 is constructed of steel posts and steel bar joists. Please confirm that this structure is to remain in place, and only the infilled stud walls are to be removed/replaced

Confirmed. The mezzanine structure is to remain in place, and metal studs with high impact moisture resistant GWB is to be added to the mezzanine storage.

N/A N/A Site Walk & Previous PPI

Response (Amendment

0004, page 27)

In a previous NAVFAC PPI response, NAVFAC confirmed that the existing hanger door bottom support rails were NOT to be replaced. During the site walk significant corrosion was observed to AS4108 bottom rails. The existing detailing of the hanger door bottom rails is different for AS4108 versus AS3905. AS3905 has an intermittent drainage path for rain water to flow to a floor drain. The night before the site walk it rained.

The rails for Building AS4108 contained water while those at Building AS3905 did not.

The corrosion observed on the rails at Building AS4108 maybe a concern for warranty issues for the new Hanger Doors. Please consider evaluating the hanger door bottom rails and consider remedying the drainage problems as well as replacing damaged rails which could cause issues to the new hanger doors.

The Contractor shall replace door rails. Repairing drainage will be added to the SOW.

2 Part 3 1.A.3 & 1.A.4 Buildings AS4108 & AS3905 require 3 phases each for construction so that activities in the 2 phases not under construction can continue. What is the expectation of NAVFAC for the contractor to install a temporary partition between a phase under construction and a phase that is not?

Plastic sheeting, plywood over studs, gypsum wall board over studs, temporary fencing, or some combination?

The Contractor shall provide temporary plastic construction barrier to contain dust and debris. The Contractor shall also provide temporary fencing separating construction area from non-construction area.

N/A N/A Site Walk & Previous PPI

Response (Amendment 0004, page 6)

In a previous NAVFAC PPI response, NAVFAC confirmed that the walls are to be demolished and renovated but that there would be no changes to the wall locations for Building AS4108. During the site walk it was observed that the existing columns in the corridor on the second floor reduce the means of egress to approximately 40" at the larger columns and 42” at the smaller columns. We understand the minimum egress width to be 44".

The Life Safety Code does not address intermittent obstructions such as the columns in specific. It does have allowances for obstructions that are permitted at and below handrail height but not elements above handrail height.

Section 1003.3.3 of IBC allows up to 4” reduction on either side for horizontal projections between 27 and 80 inches (i.e. above handrail height).

Use of section 1003.3.3 would permit the intermittent reduction in width from the required 44” to a minimum of 40” for distances “less than 24-inches in width that are separated by at least 48-inches”.

Will we be able to use the allowances of the IBC regarding this issue or will contractors be required to provide the minimum egress widths per IBC?

Please advise.

Since second floor areas are not utilized for public functions and predominately serve military populations, the Contractor is only required to conform to the requirements of the Architectural Barriers Act of 1968 (ABA). The ABA allows the egress path to be reduced to 32 at obstructions on the second floor. Since the hangar bay first floor areas are utilized for public functions, the hangar floor and access paths to restrooms and exits should comply with both ABA and ADA.

72 Part 3 G102002 Section G102002 is regarding Aboveground Site Demolition and indicates that site elements that conflict with the ADA requirements such as ramps shall be replaced. Does this requirement apply to interiors also?

Specific example is Building AS4108 has several first floor interior doors between the hanger and the administrative spaces which have approximately 6" steps or ramps that are NOT ADA compliant. Are ADA ramps required interior to Buildings AS3905, AS4108 or AS424 to comply with ADA requirements?

Yes; the Contractor shall provide interior ramps for ADA in AS3905, AS4108, AS424.

85 Part 3 SOW G401007 Are manholes required only per UFC - 3-550-01 to accommodate long cable lenghts and pulling tensions?

Pad mounted junctions are required instead of manholes.

Part 6 Appendix I3 has asbuilts of the renovations in 1987 to the hangar AS4108, but does not include any information on the original building construction. Appendix I4 has an earlier renovation from 1981 where the hangar was expanded, but no information on the hangar structural system. Could you please provide these drawings/shop drawings from prior to 1981 for AS4108? Without this information extensive field documentation will be required to determine the existing structure which will be used to determine if the proposed 5 ton cranes and mechanical duct work can be supported.

See AS4108 original structural drawings in updated Part 6.

70 Part 3 F2010 1.1 There is no building demolition or foundation demolition of a whole building to 3' below grade. Does this section apply to this project scope of work?

This section does not apply to this scope of work and will be removed.

74 Part 3 G102002 If demolition is required for ADA access reasons, can you clarify the ADA building access requirements for each of the three buildings? Are ramps required at each exterior door entry to the building on the office/administration side?

The Contractor shall provide ramps for the steps and provide sufficient exit width to support the population.

Warehouses and second floor of the hangars are only used for military populations, so only the ABA applies.

75 Part 3 G102003 This section has a requirement for replacing all utilities within 10' of building. In section D301002, the gas system is to start work at the load side of the utility meter which is in conflict.

Please clarify if all utilities (Comm, electric, steam, gas, water, sewer) all need to be replaced within 10' of the building.

Confirmed; the Contractor shall replace gas system only within 10' of building.

76 Part 3 G1040 1.1 What are the requirements for any soils removed in foundation cuts for the utilities below? Are we required to import replacement backfill materials or can we place the original excavated material back?

Soil contamination is unknown. Any construction activities that require digging into the soil will require additional safety precautions (such as 40 hour HAZWOPER training) and waste management for soils in accordance with the most current Waste Management Plan. Assume contaminated soils will need to be disposed of off-base at a permitted Subtitle D landfill as non-hazardous waste. All waste profiles and manifests will need to be approved and signed by base Environmental Management Division personnel.

78 Part 3 G201006 Is it correct to assume that because we are not working on any roads, there is no requirement to provide an bituminous overlay of any roads?

Bituminous overlay is not required.

79 Part 3 G202006 Is the parking lot bituminous overlay required for the temporary trailer areas for each area or does this section not apply to the project?

Bituminous overlay is not required.

79 Part 3 G2030 Is the pedestrian paving only required for any ADA correction issues or pedestrian paving cuts for utility services? Is it the intention to change the pedestrian circulation around each building and add new sidewalks/demolish old ones?

Yes; pedestrian paving only required for any ADA correction issues or pedestrian paving cuts for utility services.

80 Part 3 G2050 This section has a one year establishment and maintenance period that requires "routine lawn mowing, edging, pruning, pest inspection/treatment, re-mulching of mulch products, watering, weeding, fertilizing, and restaking, throughout the guarantee period." This does not appear to be in the governments best interest for such a small landscape area and the issue with keeping contractors on site for an extra year. Is this establishment and maintained period required?

This is not required.

82 Part 3 G303007 Why are LID features mentioned in this RFP(bioretention, grassed swales, bioretention swales, infiltration trenches, permeable pavement or pavers, and tree box filters), if we are not expanding the impervious cover of the project area with this construction?

Is this required for this project?

This is not required.

86 Part 3 G403001 Please confirm that we are to install just the conduits with innerduct and pull string for the telecom on the exterior of the buildings. Does the government intend to pull any conductors/fiber optic at a later date?

This requirement seems odd compared to the interior requirements in section D503001.

The Contractor shall provide one conduit with 3 cell fabric innerduct and copper cabling telecom. The Contractor shall also provide second spare conduit with innerduct and pull string for future upgrades.

17 Part 3 SOW C.22 Are compressed air drops required to be fixed or from hose reels?

Compressed air drops shall be fixed.

52 Part 3 SOW D30 Are DOAS systems with ventialtion air ducted directly to each space required in accordence with UFC 3-410-01 Section 3-2 or can the DOAS units be ducted to AHUs/FCUs?

Air from DOAS systems shall be ducted to each room. It is not to be ducted into AHUs.

52 Part 3 SOW D30 Is a LCCA required for the seleced equipment in accordence with UFC 3- 410-01 Section 3-1? If so, what is the alternate system that should be used to compare the designated units in the SOW against?

LCCA is not required.

52 Part 3 SOW D30 If the designated systems in the SOW are not LCC acceptable in accordence with UFC 3-410-01 Section 3-1, what systems should be considered?

LCCA is not required.

53 Part 3 SOW D30 Can the Gobernment provide examples for the "gas-packs with hot-gas reheat for dehumidification"?

Trane YHC (Precedent Gas/Electric Packaged Rooftop) is one example.

Other manufacturers can provide similar equipment with hot-gas reheat.

1 Part 6 Attch 28 Can a control diagram for the DOAS units be provided?

Control Diagram was provided on sheet M-607.

52 Part 3 SOW D30 Is energy modeling reuqired to show compliance with UFC 1-200-02, High Performance and Sustainable Building Requirements?

Energy modeling is not required.

52 Part 3 SOW D30 Is energy a 30% energy consumption reduction in compliance with UFC 1- 200-02, High Performance and Sustainable Building Requirements since the HVAC systems are bing dictated by the SOW?

Yes; a 30% energy consumption reduction is acceptable.

2 Part 3 1.A.2, 1.A.3 & 1.A.4

Per the description, the roof is to be replaced under separate contract. Is that prior to, concurrent with, or after the scope listed within this RFP is completed? Later in the RFP it is indicated that this work is complete for each building post hurricane.

The roof will be completed prior to the scope listed within this RFP.

2 Part 3 1.A.8.d Please further define "maximum extent possible without major changes to the existing building"

The Contractor shall provide ramps for the steps and provide sufficient exit width to support the population without rearranging building structure.

3 Part 3 2.D.3.b / 2.D.4.b / 2.D.5.b

As the trailers must be installed and functional prior to beginning work, each project would require an extra phase of construction, with the first to include the temporary trailers.

Additional NTP or schedule may be needed for this phase.

Early design submittal for trailer is permitted for this RFP.
