1 PROJECT DESCRIPTION

A. GENERAL DESIGN INTENT

1. This Design-Build full building renovation effort is to repair damage to critical infrastructure as a result of Hurricane Florence, and to modernize our mechanical, electrical, and plumbing systems while adhering to current code. Buildings AS424 will have minor alterations to the current floor plan, and buildings AS3905 and AS4108 will be upgraded to adhere to UFC 4211-01 to the maximum extent practical.

2. AS424 is a 46,403 SF Aviation/ Ground Supply Warehouse constructed in 1954. It contains storage and office space on the first floor, and office space and storage cages on the second floor.

AS424 will be vacant at the time of renovation and renovated in two phases to accommodate for tenant storage requirements. The structure was significantly damaged as a result of Hurricane Florence. The overall building condition is inadequate. The roof will be replaced as part of a separate contract.

3. AS3905 is a 126,193 SF three module maintenance hangar constructed in 1992. It is used to house and maintain three HMH squadrons. AS3905 will be a phased renovation per module.

Each module will vacant at the time of renovation. The building condition is inadequate and suffered minor interior and significant roof damage as a result of hurricane Florence. The roof is currently being replaced as part of a separate contract.

4. AS4108 is a 114,217 SF three module maintenance hangar constructed in 1973. It is used to house and maintain two HMLA squadrons and FRCE. AS4108 will be a phased renovation per module. Each module will vacant at the time of renovation. The building condition is inadequate and suffered minor interior and significant roof damage as a result of hurricane Florence. The roof is currently being replaced as part of a separate contract.

5. Floor plans and as-builts for buildings AS424, AS3905, and AS4108 containing conceptual design are included in Part 6 of this RFP. The Design-Build team must meet with the tenants to confirm the appropriateness of the intended design, evaluate the necessity and propriety of the scope of work indicated, and incorporate all revisions identified as a result of these meetings.

6. Tenants in building AS424, AS3905 and AS4108 will require temporary trailers to be provided by the contractor. Tenants in AS3905 and AS4108 will require ISO storage containers to be provided by the contractor. See Workflow Process in Chapter 2.

7. Site considerations include utility support for the AS424, AS3905 and AS4108 trailers and a laydown area for the AS3905 and AS4108 storage containers. See Part 6 Attachment D1, D2, D3, D4.

8. General Statements for the design of Buildings AS424, AS3905 and AS4108:

a) Fully review all parts of the RFP package, to include all Attachments in Part 6.

b) Fully review ESR D20, D30, D50, and G40 for Plumbing, HVAC, Electrical Power and Lighting, and Site electrical utility project requirements.

c) Provide quantity and type of plumbing fixtures required for the occupancy, use, and functions described for the facilities per the International Building Code (IBC). If current number of fixtures in the building exceeds the minimum amount per code requirement, then maintain the current number of fixtures.

d) New floor plans must meet accessibility requirements per UFC 1-200-01 to the maximum extent possible without major changes to the existing building.

e) Replace existing fire alarm systems with a modern code-compliant Fire Alarm / Mass Notification systems.

f) For buildings AS424, AS3905 and AS4108, properly abate and dispose of all lead and asbestos containing material (ACM) identified during the sampling to be performed in Project 19-0065. For planning purposes, assume the presence of ACM and lead in all associated project buildings. See Part 6 Attachment J1, J2. properly abate and dispose of all

Part 3 - Page | 3 lead and asbestos materials identified during the sampling performed under separate project (project #19-0065 completed by ECS see Part 6 attachment J1, J2) as well as materials identified in historical reports, which are included as attachments to the ECS reports.

Quantity of materials to be properly abted and disposed of is not limited to quantities identified in the previous reports. Instead ALL lead and asbestos materials of similar color, texture, age and size throughout the buildings’ interior and exterior should be assumed to contain asbestos or lead.

g) AS3905 contains a POL plume located underneath the building. See Chapter 3.

h) All underslab piping, sewer and water must be removed and replaced up to 5 feet beyond building exterior.

9. A complete As-Built Drawing Package, to include AutoCAD files, must be included in the final submittal package.

2 PROJECT OBJECTIVES
