1. QUESTION: Please clarify the scope of work limitation which indicates that small portions (1400 sf max) of the hospital are to be affected at a time. Is the intent to setup temporary barriers to secure up to 1400sf of space, perform all demolition of mech systems, install new, provide power, and complete work in that 1400sf area, prior to moving on to the next area? If so, I want to confirm that based on the roughly 65,000sf of ACT ceilings to be removed for performance of the work, this will result in at least 47 phases of construction (if each area can be exactly

1400sf). Backing out 2 months for submittals and mobilization, the 540‐calendar day duration provides for about 2 weeks per phase. Please confirm that this understanding/analysis is correct.

ANSWER: Each phase will encompass VAVs associated with one air handler.

2. QUESTION: Please clarify if any new concrete pads are required for new mechanical equipment.

These do not appear to be called out or detailed in the drawings.

ANSWER: Existing pads are to be used for equipment being replaced. New pads are required for new equipment.

3. QUESTION: Please clarify where the spec sections for Structural Steel, Metal Stairs and Pipe

Rails apply on the project.

ANSWER: These spec sections apply to the boiler platform.

4. QUESTION: Electrical demo drawings call for many devices/lights to be “protect(ed) and secure in place during demolition”. The associated notes on the new work electrical drawings indicate to “install existing device in ceiling…”. Please clarify if the intent is to protect in place or remove and reinstall. Or, is this up to the contractor to decide/perform as needed?

ANSWER: The Contractor must clean all devices/fixtures and protect them during demolition as close to their original position in ceiling grid as possible. After ceiling is replaced, contractor must reinstall each device/fixture in its original position.

5. QUESTION: Electrical demolition notes numbers 5, 9, 12 & 13 indicate to “coordinate with contracting officer to remove”. Is the removal to be handled by the contracting officer/hospital staff, or by the electrical contractor?

ANSWER: The coordination requirement is for scheduling only. All removal of devices and supporting material must be performed by the contractor.

6. QUESTION: Please clarify where negative air machines are to be exhausted to in areas of work that are not near exterior openings?

ANSWER: All phases will required their own ICRA/PCRA. Per note 6 on ceiling plans, exhausted air is to pass through HEPA filters before being introduced into adjacent areas.

7. QUESTION: One of the crawl space entrances is located in mechanical room 134 which is identified as a Bio Hazard room and is not listed as one of the locations to be under construction. The access is through the floor and there wouldn’t be any way to get the piping into the crawl space without cutting it into 5 ft. pieces. Can holes be cut into the exterior crawl space wall to access the crawl space in multiple locations?

ANSWER: Access to crawl space from 134 does not access crawl space where work is occurring.

There is access to the crawl space in Elevator Equipment Room C012 in Area D1.

8. QUESTION: On plan sheet MP100‐A1 thru MP100‐G2 under key notes, NOTE 2 state to install drain pan under piping. Then there is an asterisk that states “notes above not indicated on all drawings”.

a. Is the intent to install drain pans under all piping? The only place I see note 2 listed is on plan sheet MP100‐E2.

Answer: No, only where indicated by note 2. This occurs in the electrical room.

b. Where do the drain pans need to be drained to?

Answer: Drain pans must be piped to the floor.

9. QUESTION: Per SPEC SECTION 25 05 93, PG. 9, PARAGRAPH 1.3 states “new and existing duct is to be tested”. PARAGRAPH 3.3.3 Indicates 20% of the duct must be tested.

a. Is it the intent of the contract documents to test 20% of the existing duct?

Answer: New and existing ductwork associated with the VAV’s being replaced.

b. If so, how many feet of existing duct is there in the construction areas?

Answer: The new and existing ductwork is shown on the plans.

c. Will the insulation need to be removed from the existing duct prior to testing?

Answer: No.

10. QUESTION: SPEC SECTION 01 14 00 SPECIAL SECHEDULING, ITEM 4 states that 1400 SF is the maximum space that can be worked on at one time and that beneficial occupation must be performed prior to moving to the next location. When it comes to TAB of the water and air this will be an issue as the settings will continue to change as the work progresses. Is it the intent of the contract documents to TAB each section as we complete it?

ANSWER: The TAB will be completed at the end of the project.

11. QUESTION: Due to the amount of areas we will have to work in doing a maximum of 1400 sf, there will be 60+ mobilizations with walls that will need to be erected and removed. We request more time be added to the contract for phasing and believe that an additional 740 days will be required to complete the project on time.

a. Can the contract duration be extended?

Answer: No.

12. QUESTION: PLAN SHEET M‐504 shows three (3) different types of temporary wall details. The plans do not indicate which type of wall is to be used at what locations. Please review and advise.

ANSWER: If the space has fire suppression poly walls are to be used. If the space is not equipped with fire suppression or must be disabled, the use of one hour fire rated wall is required.

13. QUESTION: Fire Watch: Will an individual person need to be appointed solely as fire watch or will coworker be able to be a fire watch?

a. Will burn permits be issued daily or weekly?

b. Will hot work permits cover all work throughout the hospital or will permits have to be issued for each individual area of work?

ANSWER: Coordination will be required between the contractor and the Fire Department after contract award. Permits will be issued to each work phase via the Fire Department.

14. QUESTION: Logistics: Where will the Laydown Yard and Office Trailer locations be set aside in relation to the area with which the work is being performed inside the hospital?

ANSWER: Yes, there will be a laydown area on the hospital compound.

15. QUESTION: Logistics: Is there access to utilities for Office Trailers?

ANSWER: No.

16. QUESTION: Logistics: Construction Access; Will access to the Building be limited to certain means of egress for workers onsite? If so Where is this access in relationship to the renovation areas?

ANSWER: Routine access will available by the loading dock near the boiler room. Any additional access will need to be coordinated through the hospital.

17. QUESTION: Logistics: There will be equipment, pipe and duct that will need to be transported throughout the hospital while occupied.

a. Logistics: Material Handling; Will all materials need to be brought in through a single point of entry?

Answer: Yes a single point of entry will be used for most materials and equipment. If needing to enter the building from anywhere other than the Construction Entrance, you will need to coordinate with Facilities Staff prior.

b. If Materials need to be brought in through the Loading dock will the contractor need to coordinate deliveries with the Hospital Staff?

Answer: Yes, this will need to be coordinated through Facilities Staff prior to delivery.

18. QUESTION: Will contractor employees need to undergo any type of Hospital Training concerning

HIPAA Laws, Patient Privacy or Hospital Standards and Protocols?

19. QUESTION: There are 60+ Mobilizations Required in order to complete the project as specified in 1,400 Square Foot intervals. In Many instances there are areas shaded for demo and renovation that are less than 1,400 sf. Can these areas be combined to equal 1,400 sf and be worked on independently as one mobilization or can only one shaded area less than 1,400 sf be worked on at a time?

ANSWER: Each phase will encompass VAVs associated with one air handler.

20. QUESTION: Will each phase need to be BOD prior to moving to the next phase?

ANSWER: Yes, partial BODs will be required.

21. QUESTION: How much time will the Hospital Need to move out of an area in order for contractor to mobilize into the successor phase?

a. In addition to phasing, we believe time will need to be added to the contract for government mobilization of personnel.

ANSWER: A schedule that includes a phasing plan is required to be approved prior to the start of work. Plan for one week for hospital staff movement.

22. QUESTION: Will the Naval Hospital Staff be moving their furniture, computers, and associated office equipment or will the contractor be responsible?

ANSWER: Hospital Staff will move personnel effects out of offices, contractor will be responsible for protecting furniture/equipment.

23. QUESTION: Patient Areas. Much of the work will be right outside their rooms and it would be impossible to build barriers with the rooms being occupied.

a. Will Patients still be occupying the spaces with ongoing work in their wings?

b. If patients are to be relocated how much time will be needed?

ANSWER: The only area that has inpatient is the third deck Multi‐Specialty Ward. They will be moved to the fourth deck of the hospital during this work. This phase will have to be approved by hospital staff and will be the last phase of the project.

24. QUESTION: Contractor Parking where in relationship to the renovation work, will the contractor parking be? Can the contractors park in the General Parking Area or will they need to park in a distant location?

ANSWER: Parking is authorized inside of the Contractors laydown yard and authorized staff parking areas.

25. QUESTION: Plan Sheet MPlOO‐Fl & M101‐H2. Do any special precautions need to be made to prevent flue gas from the temporary boiler skid infiltrating the building via the fresh air intakes for the equipment in Mech Room M113?

ANSWER: Building code requirements for terminations do apply.

26. QUESTION: During Site walk through after the meeting at NH 100. It was discovered that the

Condensate Return Pump in Mech Rm 113 associated with EX 7 on Print MP403 was leaking profusely and there was standing water throughout the Mechanical Room. Will replacing this condensate return station be added to the project?

ANSWER: It is not part of this project.

27. QUESTION:

a. Will access to mechanical room M134 be available for use for getting into the crawl space?

Answer: No.

b. Are there any other crawl space access locations other than those we found?

Answer: Yes, there is a door to access the crawl space and elevator equipment room C012 in

Area D1. M147 has access.

c. The Crawl Space is less than S' high with many obstructions preventing a clear line of sight to the means of egress. Will confined space permits need to be issued?

Answer: The crawl space is a confined space and not a permit required confined space.

d. Due to the access points and surrounding area not being large enough to pass 20' lengths of pipe through the opening and being below grade is excavating and penetrating the foundation to create access large enough to bring full lengths of pipe and material to the crawl space permitted?

Answer: No.

e. Ventilation for welding in the crawl space. Due to the square footage of the crawl space and minimal access points would excavating and opening holes in foundation for fresh air and exhaust air be permitted?

Answer: The only hole that can be cut in the crawl space can occur in mechanical room

M120.

f. Is there lighting in the crawl space or will temporary lighting need to be provided?

Answer: Yes, there is lighting.

28. QUESTION: Print# MP101 G2 The HHW Supply and Return 1 ½" riser location in Mech Room 112 is located on the drawing in a space that is occupied by the RO Water Treatment Equipment for the Clean Steam Generator that supports the Sterilization Equipment in the Sterilization Suite.

a. Will the RO Water Treatment Equipment need to be relocated? If so where? If not, where will the new riser be relocated to so as not to interfere with RO Water Treatment

Equipment. Currently, we didn't see any available space in this room for the risers to be relocated.

ANSWER: RO equipment does not need to be relocated.

29. QUESTION: AHU Equipment associated with VAV boxes scheduled to be renovated shutdown procedures; can the AHU Equipment be shut down during normal working hours for duct tie in at VAV boxes or demolishing of ductwork?

ANSWER: No, most shutdowns will need to occur after hours, weekends or holidays.

30. QUESTION: If any equipment is needed to be shut down for any reason will the NH 100 Public

Works Dept. or the hospital maintenance staff be conducting the shutdown and verifying any dependent systems such as Humidifiers in ductwork, Exhaust Fans Interlocked with equipment, or any other associated devices shutdown as well, as to not cause any adverse conditions to impact the occupants or space not under renovation?

ANSWER: Yes, equipment shutdowns need to be coordinated with Facilities Staff.

31. QUESTION: Print M 602 Boiler Schedule, Accessories "D" Boiler Controller Shall be Compatible with Existing Boiler Master Controller. Can the Manufacture Name and Model# be provided of the Boiler Master Controller?

ANSWER: Allen Bradley Hawk Master Panel 4.

32. QUESTION: Due to the phasing of the project and the ability to maintain comfort, dehumidification, it will be difficult due to the pumps and equipment being designed for a total load. The partial BOD TAB report may not be able to meet the+/‐ 5% tolerance. Will this be acceptable? The units will be operating off of the fan and pump curves until final TAB is completed.

ANSWER: Pumps cannot be started up until enough VAVs are piped and will allow the pump to operate on pump curve. The hot water system cannot be balanced until the entire system has been installed. VAVs installed early in the project will not have hot water flowing to them. They will have to maintain comfort levels as they are operating now; without reheat, only cold air modulation.

33. QUESTION: Due to the location of some of the VAV's in the hallways, the hallways may need to be completely shut down in some areas. Will this be acceptable?

ANSWER: This will require coordination with Facilities Staff for each area.

34. QUESTION: Will site personnel require special badging for working inside the hospital?

ANSWER: Yes, visitor badges will be required for all contractors.

35. QUESTION: Will temporary piping and balancing valves be required to maintain flow for all upstream VAV's while demolition of other phases is be performed?

36. QUESTION: Note 6 on plan sheet MCl0l‐Al in regard to removing the air from the construction areas using negative pressure measures that vent thru HEPA filters prior to being introduced into adjacent areas, Typical of all.

a. Will there need to be some sort of monitoring device associated with these fans proving the negative pressure in the space?

ANSWER: Yes, all construction areas will need to be monitored by a magnehelic gauge at the entrance to the construction area.

37. QUESTION: Are drawings available for all pre‐existing utilities in the ceilings including medical gases for coordination of the new equipment layout?

38. QUESTION: Spec section 0114 00, pg . 5 item paragraph A states that all construction debris, tools, equipment and materials shall be covered in plastic prior to entering the building or disposing of debris. What mil plastic will have to be used?

ANSWER: 6 mil or greater for plastic.

39. QUESTION: Spec section 0114 00, pg. 5 item B states that worker must wear protective coveralls, booties and gowns and that workers should not be in the patient/staff areas without protective apparel.

a. Will an airlock decontamination room have to be made at each area of work?

Answer: Each area will need to go through an Infection Control Risk Assessment and Pre‐

Construction Risk Assessment (ICRA/PCRA). This assessment will determine what is required for each area.

b. Is this requirement in the work area only or anytime you enter and leave the work areas?

Answer: Each area will need to go through an Infection Control Risk Assessment and Pre‐

Construction Risk Assessment (ICRA/PCRA). This assessment will determine what is required for each area.

c. Who provides the coveralls, booties and gowns?

Answer: Contractor.

d. Is there a certain standard or type of protective wear required?

Answer: Hospital grade.

40. QUESTION: Spec section 23 52 49.00 20 pg. 7 paragraph 2.1.3, states to use the existing boiler master panel. Paragraph C states to provide a common boiler master controller. Drawing M‐602 boiler schedule note D says to connect to existing master control panel. Are we to provide a new master controller or use the existing?

ANSWER: Contractor to provide a boiler that is compatible with the existing boiler panel. The master boiler panel is to remain. See Note 27 on MP401.

41. QUESTION: Spec section 23 52 49.00 20 pg. 7 paragraph 2.1.3 sub paragraph A, Orsat Gas

Analyzer does not specify the type required. Please review and advise.

ANSWER: Non‐Dispersive Infrared Gas Analyzer for CO and CO2 with Chemical Fuel Cell for O2.

42. QUESTION: Spec section 23 52 49.00 20, paragraph 3.1.3.2 states in unfinished areas, paint smoke flues, and black ducts with heat resisting aluminum paint on the inside and outside. Is the intent to paint the existing duct as well as the new duct?

43. QUESTION: Will low pressure duct (downstream of the VAV's) be required to be DALT tested?

ANSWER: Yes, if the existing duct is associated with the replaced VAVs.

44. QUESTION: Spec Section 0114 00 pg. 5 paragraph a. states to use construction designated elevators to transport tools, equipment and materials. Can designated stairwells be used for items that are to long for the elevators such as pipe and duct?

ANSWER: Yes, this will require coordination with Facilities Staff prior to moving tools, equipment and materials.

45. QUESTION: Spec Section 0114 00 pg. 5 paragraph a. under daily cleaning states that thorough cleaning of construction areas using wet wiping procedures, vacuuming under negative pressure with HEPA filters, tacky mats and coverage tools each work day. Is the intent to clean the area inside the dust barriers daily?

ANSWER: Yes, the construction area will need to be cleaned up daily. The level of cleanliness will be determined by the ICRA/PCRA for each area.

46. QUESTION: Spec Section 23 52 49.00 20, paragraph 2.3.2 Deaerator, indicates that the pressurized package type should conform to FS W‐H‐2904. Can this standard be provided?

ANSWER: Disregard Specification FS W‐H‐2904, it was cancelled in 1997.

47. QUESTION: On plan sheet M‐601 and M‐602, the plans call out for a Flash Economizer. We can’t find where the flows of the continuous blowdown and makeup GPM flow to the Deaerator.

Please review and advise.

ANSWER: 3 GPM max blowdown and 15 GPM max makeup to the deaerator.

48. QUESTION: There are some missing piping sizes on drawings MP401 and M‐601. Please advise sizing and material spec of Continuous Blowdown piping shown in these drawings. In addition, please advise the size of piping shown in notes #13 and #14 on drawing MP‐401 notated as High

Pressure Steam and Condensate.

ANSWER: Steam pipe at #13 is 4”. Condensate pipe at #14 is 3”.

49. QUESTION: Drawing M‐602 calls for “platforms that connect boilers together giving 2 means of egress from platform.” However, there is no layout for the platforms provided. Can you provide the boiler platform layouts, please? Is it possible that we can field erect platforms after boiler installation?

ANSWER:

50. QUESTION: Several references are made to the integration to the existing METASYS ADX server and NAES in the provided specifications. Confirm if the control system is required to be

METASYS with NAE/NCE building controllers or if an open controls architecture/framework is desired or preferred.

ANSWER: They must be compatible with the existing system and must be able to communicate via BACnet SMTP.

51. QUESTION: The input/output on the boiler schedule are noted as 10,206/8,369 MBH. Please confirm it should be MMBH.

ANSWER: Yes, 10,206 MBH and 8,369 MBH. The boilers are 250 boiler horsepower boilers.

52. QUESTION: Confirm the Commissioning firm must be a 1st tier contractor and that the Lead

Commissioning Specialist cannot be an employee of the prime.

ANSWER: Yes.

53. QUESTION: Are there any asbestos requirements for the seed project?

ANSWER: See attached report.

54. QUESTION: Are there any lead abatement requirements for the seed project?

55. QUESTION: Does the Government have a list of salvaged items they can provide?

56. QUESTION: Do they want a wetback or a dryback boiler?

ANSWER: Per the specifications a four‐pa boiler.

57. QUESTION: Do they want a two‐pass or a four‐pass boiler?

ANSWER: Per the specifications a four‐pass boiler.

58. Delete all work associated with the Pharmacy, Air Handling Unit 32.

59. Delete Specification 02 82 00 Asbestos Remediation and replace with the attached Specification
