The following have been added by full text:
AMENDMENT 0010
REFERENCE QUESTION GOVERNMENT
RESPONSE Page Section Para.
1 9 00 21 16 5 Following item 7 is states "Your price and non-price proposals shall be submitted on no later than: 13 August 2018, at 2:00 PM EST." Q: In previous proposals, NAVFAC has requested that we provide Attachment I - Small Business Subcontracting Plan along with Attachment F - Price Proposal Form in a separate e-mail.
Please confirm it is acceptable to submit Attachment I and F electronically for this proposal as well.”
Please see Amendments 0009 and 0010.
2 12 00 21 16 2 Instructions to Offerers states " See the Small Business Subcontracting Plan Template (Attachment D) for format."
Attachment D is the Small Business Subcontracting Record Template. Q: Should the reference Attachment requested actually be Attachment I?
Please see Amendment 0010.
3 We request that the proposal due date be extended to September 10, 2018, to allow sufficient time to prepare a through and cost effective proposal.
Please see Amendment 0010.
4 We request that it be permitted to transmit the pricing form and small business plan via email.
Please see Amendment 0009.
5 01 11 00 This paragraph defines a broad construction sequence strategy, does the contor have the latitude to revise this approach?
A revised approach will require the approval of the Navy. Be advised, Buildings H-10, 235, and 241 cannot be demolished until the current tenants/customers of these buildings move into their completed spaces in Building H-1.
6 01 11 00 1.3.3 - 8a This paragraph notes the importance of PNSY mission continuity and notes limited flexibility with regards to outages and interruptions.
Please provide clarity for these limitations and the minimum expectations the government has for this coordination effort.
Outages require advance notice, close coordination, and long lead review periods.
7 4 01 11 00 1.3.3 - 8g This paragraph contemplates testing and disposal facility requirements for excavated soils. Are hazardous soil materials anticipated?
Hazardous soils have not been identified in the project area, however, an IR site is adjacent to Building H- 10 (refer to attachment F).
8 Part 3 Chapter 6
A10 The second paragraph notes that "The Government will not be responsible for any interpretation or conclusion by the Contractor drawn from the data or information. The Government will not be responsible for any interpretation or conclusion by the Contractor drawn from the data or information." This RFP also notes in several locations that no Geotechnical Investigation has been performed it will be up to the contractors post award. - Given the lack of information provide and the government’s attempt to limit their liability for this unknown, how does the government propose that the contractor accommodate the risk of the unknown subsurface conditions?
The included subsurface information is only for the Contractor's information and is not guaranteed to fully represent all subsurface conditions. Refer to Part 6, Attachment LL for existing reference drawings that depict the presence of bedrock beneath the foundations in foundation details, elevations and plot plan.
Unit prices and a base bid quantity of rock removal is included in the bid form.
9 01 11 00 1.3.3 - 8i H-1 is current being used as a medical dental clinic. Given that it will remain at least partially occupied throughout the duration of construction, is an infection control risk assessment required in addition to the interim life safety measures discussed in this paragraph?
Will BUMED be the approving AHJ for this effort?
Prior to the start of the H-1 project, the current Clinic function within Building H-1 will be relocated out of Building H-1. Only Code 105.5 will remain in the building and is not a BUMED tenant.
10 01 11 00 1.3.3 - 8j Please confirm that the government will relocate, commission and certify each of the dosimeters machines for the Code 105.5 space. Please provide a list of activities and durations for this scope to allow the contractor the ability to schedule this work.
Refer to Part 3, Chapter
2.2. Also: (1) All
existing equipment and furnishings are being moved by the tenants, including Code 105.5;
(2) Code 105.5 will be commissioning and de-commissioning it’s own equipment (per Part 3, Chapter 2.2); (3) It will take 2 weeks to commission and de-commission the equipment (per Part 2, Chapter 2.2). When this will occur depends on the Contractor’s sequencing of construction and where Code 105.5 ends up in the building.
11 01 11 00 1.3.3 - 8k Notes the electric service swap for the code 105.5 space, yet the paragraph above notes that this space must stay in service the entire time of renovation. Please confirm that coordinated service interruptions for the power service swap will be allowed.
Coordinated electric service interruptions or outages will be allowed.
Such interruptions or outages shall be coordinated by the Contractor to be as short as possible. Such interruptions or outages shall be coordinated with the Contracting Officer in advance.
However, as Code 105.5 is a 24/7/365 operation, temporary electrical power will need to be provided by the Contractor during the cutover, interruption or outage. Power shall also be maintained on 24/7/365 basis to data, heating, air conditioning, and lighting systems serving Code 105.5.
12 01 14 00.05
1.5.8 Please confirm that the
identification of seamed and welded pipe is required for all construction related pipe as outlined by this paragraph for this job.
Confirmed.
13 01 14 00.05
1.11 Please confirm that these
requirements only related to shipyard industrial cranes and not contractor provided construction cranes. Further confirm that this work is not adjacent to and building H-1 does not included any shipyard industrial cranes.
Confirmed. The area adjacent to the buildings of this project are not located near Shipyard Industrial Cranes.
14 01 14 00.05
1.13.1 Please confirm that this contract
requires 100% US citizens. No “green card” or worker visa employees will be permitted.
Please note this requirement is more stringent than typical DOD projects and will result in increased cost and reduced sub participation.
Confirmed.
15 01 14 00.05
1.13.8 Paragraph 6 requires that Supts
and SSHO shall have CIA compliant phones any time they are on the Jobsite. As this project is not in the CIA area, can this requirement be relaxed to allow them to utilize their typical company issued smart phones, or will the contractor be required to purchase second phones for each of these employees as part of this contract?
CIA compliant phones are not required outside the CIA. However, photographic equipment is not allowed on the Portsmouth Naval Shipyard.
16 01 14 00.05
1.17 Please confirm that no parking
will be allowed at the project site. Contractor should include if needed shuttling of contractor staff and materials.
The upper lot of Building H-1 will be available for Contractor laydown space, upon approval of the PNS "Space Planning Committee" during the design phase of the project. Plan for shuttling of employees whose vehicles do not fit in this lot. The Jamaica Island parking lot is a very short walk from the project location, and is on a "first come" basis. Ride sharing/car pooling is suggested.
17 01 31 19.05
This section contemplates a 4-6 day CDW which includes the statement “three concepts are required”. As this is a design build project which requires that the contractor produce and submit concept design documents in conjunction with the proposal, this iterative design process feels redundant and wasteful. Please remove the requirements for a CDW and replace with an abbreviated 1-2 day design concept presentation.
If all requirements of the concept design process and approvals can be accomplished in 1 to 2 days, then this would be acceptable.
The Contractor shall provide the necessary time to complete the required tasks to the satisfaction of the Navy.
18 01 31 19.05
Please confirm that follow on partnering will be required at 3 month intervals as contemplated by the RFP.
Confirmed.
19 01 45 00.05
1.4.2 c Does the DQC manager really need to complete the USACe CQM program? This is not typical for professional
Yes.
designers?
20 00 21 16 This project includes several Options, and Unit Costs as part of this price proposal. Per the Basis of Evaluation for pricing it appears that the total price consists of base plus all options.
It is unclear if this evaluation basis includes the unit costs, please confirm.
The Contractor price shall include the costs for the indicated unit prices.
21 Part 3 Chapter 2
2.4.3 Third Bullet notes that the
existing roof is leaking at the 3rd floor solarium and adjacent stair towers. The RFP tasks the contractor with Inspecting roof edge flashing and repairing as required. Given the lack of access to this area during the Site Visit, can the government please confirm the extent of the repairs that are required. Also please confirm that this scope of work is considered a Base Bid item and not part of the Unit Price Schedule.
Add to Unit Prices:
-Repair Roof Edge Flashing 60
LF
22 Part 3 Chapter 2
2.4.4 3rd Bullet: This scope appears to be part of the base bid. The existing HM doors shall be repaired unless they are sufficiently compromised. How is the contractor to understand at this time how many require minor surface repair and how many need replaced.
Add to Unit Prices:
-Repair Exterior HM Doors and Frames
5 EA
23 Part 3 Chapter 2
2.4.13 Please confirm: Work related to
modification / upgrade of the elevator access control systems should be included in the base bid for this project. All other work work including remove and replace the elevator using a compliant cab, including the creation of the new hoistway to comply with the NAVFAC TG/ FC for elevators should be included in the option price?
Yes, access control system work should be included in Base Bid.
All other elevator work should be included in the option price.
24 Given the lack of bridging design provide by this RFP, each design build team will need to undertake a sizeable amount of design and coordination effort to fit the program for this project into the existing building and then price this effort as a lump sum. To provide the government with the most cost effective and best value response to this RFP, we ask that the government consider providing a 3week bid date extension for this project.
This would allow design build teams time to better evaluated the scope of this project as it relates to the existing historic building.
Please see Amendment 0010.
25 Each of the room requirement sheets for the NAVFAC spaces included C102007 Int. Door hardware and a note requiring "Badge Reader, Electic Strike at entrance to NAVFAC Spaces".
This requirement could be interpreted as only at the entrance to the suite from the corridor or at each space inside the suite. Please confirm is the governments intent that every space will receive this hardware or only the entrance to the suite?
Note: this same condition exists on several suites provided in the room program and
Refer to Room Requirement paragraphs D503005 Security Systems, Access Control for further clarification. In general, the entrance(s) to the NAVFAC suite shall contain badge reader(s) and electric strike(s).
Pending the final design this could include, but not be limited to, entrances from corridors, stairwells or elevators. Once inside the NAVFAC suite the only room that requires additional security is the vault (refer to room requirement). The same holds true for other suites requiring secure entries. Note, however, that if a Conference Room, SIPRNET Room or SECNET Room is called out to contain access control in the room requirements it shall be provided regardless of its location.
26 Attachment D
This Attachment is noted as being provided via Amendment.
Given that no photographs were allowed at the site visit, this attachment is critical to the government achieving a fair and reasonable price. Please provide, and extend the PPI close date for this proposal to allow the contractors time to ask questions related to this new information.
Available photographs have already been provided via a previously issued amendment.
27 Attachments Several of the attachment scan drawings provided are of CAD files. Can the government provide CAD files for the contractors use (at their own risk) to expedite the definition of the existing building conditions.
AutoCAD Drawings have already been provided via a previously issued amendment.
28 We request that projects that are at least 75% complete at the time of proposal submission be considered relevant in demonstrating experience under Factor 2.
It is required that projects submitted for the offeror have been completed within the past five (5) years of the date of issuance of this
RFP.
29 Amendment No. 2
Please confirm that all of the work items described in Attachment F Item 1.3 UNIT PRICES, will be accounted for based on the quantities stated and paid by the unit price and that none of the described work is to be included in CLIN 0001
- Base Price?
Please see Amendment 0010.
30 Form 1442,
p. 1
13 A Page 1 of 59 states "Sealed offers in original and __5_copies to perform the work required are due at the place specified. In Item 8." Page 11 of 59 states "Price shall be submitted on the Price Proposal Form included in the solicitation. The offeror shall submit one (1) original, marked “Original”, and one (1) copy, marked “Copy”, each in a separate three ring binder."
Page 12 of 59 states "Non-price binder: The offeror shall submit one (1) original, marked “Original”, and two (2) copies, marked “Copy”, each in a separate three ring binder."
Please see Amendment 0010.
There is some discrepancy on how many copies of the non-price and price proposals. Do you want 5 copies of each?
31 01 11 00 Having attended the July 12, 2108 pre-bid site walkthrough, not many spaces were made available for a more thorough review. Would it be possible to provide another walkthrough and if so, could it be scheduled for the individual Design Build Teams provided their attendees held DBIDS Passes?
Another site visit will not be provided.
32 Form 1442,
p. 1
10 States: Proposals are due Monday, 13 August, 2018 at 12:00 PM EDT. Based on review of the extensive existing documents and required time to develop the requested program for a workable design build proposal, we request the addition of time for the due date. A minimum of up to - two
(2) weeks is requested and we would like to have the due date fall on a Thursday or Friday of the week allowing a more reliable shipping period, other than through a week-end, which is required for the current Monday due date.
Please see Amendment 0010.
33 We request that an opportunity be made available for on-site investigation of the elevators to be upgraded, prior to proposal submission.
This request cannot be accommodated at this time.
34 Can NAVFAC quantify the furniture and equipment that will will be left behind at Building H-1 after relocation to the new health clinic that the contractor will be responsible for disposing of?
The existing furniture and equipment at Building H-1 will be removed by Navy Medicine East when the building is vacated.
Therefore, the Contractor will not be responsible for disposing of any furniture or equipment.
35 17 RFP Part 3, Chapter 2
3 and 4 There are two interior stairways scheduled to remain. Can NAVFAC confirm that they need or do not need upgrades to make them code compliant?
The railings of the central stair, for example, appear to be out of code (rail heights).
The central stair can be considered a grand stair in a historic building and the railings are exempt and are permitted to remain in use. The guardrails and handrails of the interior stair at the west wing need to meet the code requirements for existing stairs.
36 4 RFP Part 3, Chapter 1
2 Can NAVFAC establish a target date by which renovation to the building is likely to commence, based upon completion of the new health clinic at the Shipyard and subsequent relocation of activities/tenants from H-1? It is our perception that the H-1 contractor's design work, procurements, and equipment lead times will not affect this date, but that it will be wholly dependent on the completion of the new clinic.
The project is in active source selection. There is no further information to provide at this time.
37 13 - 15 Solicitation Factor 2, Experience section
Can the requirements for completed projects (offeror and designer) be revised to "final construction cost of $7,000,000 or greater" and "completed within the past ten (10) years?"
Please bid per RFP.
38 Can NAVFAC provide multiple photos per floor and wing of the existing conditions within Building H-1?
Available photographs have already been provided via a previously issued amendment.
39 17 RFP Part 3, Chapter 2
5 and 6 Will the contractor have any responsibilities for testing and inspections of the existing larger elevator or the smaller existing elevator (if Option 6 is not exercised)?
The contractor will be responsible for testing and inspections of the two existing elevators if Option 6 is not exercised, due to the modifications required for access controls under the base bid work.
40 28, 29, 30 RFP Part 3, Chapter 3
Multi. Can NAVFAC provide multiple photos of the existing conditions of Buildings H-10, 241, and 235; and some catalog of any equipment or furnishings to be left behind for disposal by the contractor?
Available photographs have already been provided via a previously issued amendment.
41 21 RFP Part 3, Chapter 2
9 Has the consultant that prepared the RFP or NAVFAC confirmed there is ample above-ceiling space for the ductwork required for the DOAS?
There is not ample space above the ceilings which is why the RFP requires a DOAS system with fan coil unit(s) in each space.
Ventilation requirements shall be determined by the Contractor’s DOR based on the space type, area, and occupancy. Existing construction drawings provided in Part 6 Attachment LL show the existing floor to floor heights.
42 Can existing MEP/FP piping/conduit/ductwork remain and be reused if the materials/assemblies are compliant with relevant codes and if there is ample space for new installations?
No.
43 Amendment
Attachment F
Are we correct to interpret that all of the work items described in 1.3 UNIT PRICES will be paid by the unit price and that none of the described work is to be included in CLIN 0001 - Base Price?
The work items described in 1.3 Unit Prices will be paid at the unit price provided by the Contractor for the quantity of work performed. The unit prices shall be included in the associated CLIN's. Refer to Response to #44 below.
44 Amendment
Attachment F
ITEM 1.3 UNIT PRICES lists Qty's for Item 0001a through 001y which we assume will pertain to the question above.
Shall we assume Item 0001z through 0001ii will be used for additional work outside of CLIN 0001 Base Price?
An updated Bid Schedule will be issued via Amendment. In this updated document, Unit Price Items 0001a through 0001ii apply to CLIN 0001 and shall be included in the price for CLIN 0001; Unit Price Item 0002a applies to and shall be included in the price for CLIN 0002; Unit Price Item 0003a applies to and shall be included in the price for CLIN 0003;
and Unit Price Item 0004a applies to and shall be included in the price for CLIN 0004.
45 Amendment
Amendment No. 1, page 12 states " See the Small Business Subcontracting Plan Template (Attachment D) for Format".
Being a Design/Build contract there will many areas under development through the design period making it difficult to establish and name specific vendors for the project at bid time. Due to these circumstances we request that Attachment I be required as part of the Bid Submission, allowing us to name particular vendors we have committed and to write in types of subcontracted work with dollar value for areas we have yet to select small business participants as design progresses.
Please see Amendment 0010.
46 Part 3 Project Program
In the event the programming needs total area does not require the entire floor space of H-1, is the contractor to develop the space as future shell space or is the excess area, if significant, to remain unchanged?
The space shall remain unchanged.
47 Attachments
LL - H1
Existing Drawings
In reviewing the existing drawing documentation it is not clear if the attic space of H-1 has been insulated. Has insulation been added to the roof (attic) over the years and if so what type materials were utilized?
Attic spaces that were observed during RFP development were not insulated.
48 Attachments
LL - H1
Other than the transformer bank that was added in later years, is the current electrical service the original service?
Refer to Part 3, Chapter 3, 3.1.1 Electric and Part 3, Chapter 6, D50, Building H-1 for a description of the three existing feeders serving H-1. 1. The feeder from transformer T45 feeds a 400A Westinghouse Category SLB enclosed circuit breaker; it is possible this equipment is original service equipment, however, the feeder cables are not original. 2. The feeder from transformer T46 feeds an 800A Siemens switchboard installed around 2003. 3. The feeder from Load Center 11, Circuit 12 feeds a 450A Siemens S3 panelboard, installation date unknown, but it is not original equipment.
Note: It appeared that the feeder cables for either the service described by #2 or #3 above were spliced into existing (possibly original) feeder cables.
49 01 11 00 1.1 RFP section 01 11 00, 1.1 indicates that a single site walk with only 3 attendees per contractor team being allowed on site. We request that there be another site walk to allow several more of our personnel to visit the site to observe the conditions.
Another site visit will not be provided.
50 Part 3, Chapter 2
2.3.6 RFP Part 3, Chapter 2, section
2.3.6, has sub-items that refer to “reference (a)”. Please confirm that the “reference (a)” is the current version of UFC 4-010- 01 and not an as yet unpublished version of that document.
Reference (a) is contained within ITG 2018-02, located in RFP Part 6, Attachment M.
51 Part 3, Chapter 2
2.4.3 RFP Part 3, Chapter 2, section
2.4.3, 4th bullet point notes that a snow guard is to be on the North, South and West sides of the roof. Is this around the entire perimeter or just above building exit points?
Around the entire perimeter.
52 Part 3, Chapter 2
2.4.5 RFP Part 3, Chapter 2, section
2.4.5 refers to windows installed in 2012. Can the contractor assume these windows are ATFP compliant?
No, windows are not ATFP compliant.
53 Amend 00, Attch F
1.3 RFP Amendment 0002, Revised
Attachment F, section 1.3 provides Unit Prices. Will quantities in excess of those provided in this table be considered changed conditions subject to contract modifications of price and schedule?
Please bid per RFP.
54 Part 3, Chapter 5
Data Sheets
RFP Part 3, Chapter 5, Data Sheet for the Existing Building Envelope implies that the quantity and size for those work items is “as required”. Please confirm that the quantities provided in Amendment 002 supersede the “as required” references of this Data Sheet.
Use bid quantities for work items where provided. Not all work items have bid quantities provided;
these items are as required.
55 Part 3, Chapter 6
A10 RFP Part 3, Chapter 6, section A10 provides a list of drawings that are necessary to understand the building. Are these drawings provided in the Attachments of this RFP? If they are not, how are the designers to consider them and advise the DB Contractor what to include in their price without them? If they are not currently provided in the RFP, please provide these documents in an attachment.
The drawings are provided in RFP Part 6, Attachment LL.
56 Part 3, Chapter 6
A10 RFP Part 3, Chapter 6, section A10 last paragraph notes that a site-specific seismic ground motion study is required. RFP Part 3, Chapter 2, section 2.4.16, last paragraph states that “No seismic reinforcement of the structure is require”. Why is a seismic ground motion study required if there is no seismic upgrade work required in the building?
Seismic ground study would not be required.
57 UFC
Compliance
Please verify the construction budget for the project does not exceed 50% of the Plant Replacement Value for the building.
It does not.
58 Part 3, Chapter 6
B202001 RFP Part 3, Chapter 6, section B202001, does make reference to the UFC 4-010-01. Please confirm that windows installed under this project are to be in compliance with the ATFP requirements.
See Part 3, Paragraph 2.3.6-D for exception for windows.
59 Attachment
CC
RFP Attachment CC is referred to as the “Fall Protection Program”. Under this contract, is the contract required to add fall protection elements to the permanent structure to comply with this Attachment, even though Attachment CC is not referenced in the RFP?
Assume for bidding purposes that a ballasted guardrail system that does not require roof penetrations will be required on all flat roof areas at Building H-1 except at areas where compliant existing guardrails presently exist.
60 Part 3, Chapter 2
2.4.16 RFP Part 3, Chapter 2, section
2.4.16, last paragraph states that “No seismic reinforcement of the structure is require”. Please confirm that any deficiencies identified in Attachment J, “Seismic Evaluation Report” do not require mitigation under this project.
Seismic upgrades to existing structural systems are not required.
61 Attachment D

D202001 and D203001
Will other piping materials for domestic water and sanitary waste and vent be acceptable for use?
The Shipyard preference is copper supply and cast iron waste/vent as indicated. Other types of piping will not be considered.
65 01 57 19.05 1.7.2 Section 01 57 19.05 paragraph
1.7.2 it requires the contractor to have a Licensed Engineer prepare the environmental documentation and the person must have done such documentation on at least 5 projects. On previous jobs, we have seen the government provide the environmental documentation but that does not appear to be the case on this renovation project. Please confirm that the design build contractor shall provide this service with an engineer as required by this section.
The Contractor is responsible for preparing at a minimum the permit applications for the permits identified in RFP Part 2, Section 01 57 19.05 22 paragraph 1.7.4 and also states: “The Contractor shall be responsible for identifying and complying with any additional permits.” The Contractor is also responsible for providing permit applications fees (further clarified in the upcoming Amendment modifying RFP Part 2, Section 01 57 19.05.22 paragraph 1.7). The emergency generator is subject to air quality permits if the capacity of the generator is equal to or greater than 50KW. It is unclear if the emergency generator required is over 50KW at this time and is reflected in the EV checklist at the end of RFP Part 2, Section 01 33 10.05 20.
The Contractor will be responsible for providing supporting information regarding the generator to the Government and the Government will prepare and submit an amendment to add the new generator the existing permit.
66 3 01 11 00 1.3.3 Ref.: Construction Sequencing.
Our interpretation of the work sequence described in the referenced sections notes that bldg. H-1 will be "complete and ready for occupancy" prior to other work defined in Para.
1.3.3.2 through 1.3.3.7. Basing our assumption on a selection of a Design Build contractor on or about October 2018, we anticipate approximately one year of design and permitting before Building H-1 construction could be started or an anticipated construction start of October 2019. Besides the requirements of Tenant Code
105.5 area, from the documentation, we expect the remaining Building H-1 space to be vacated 100%. We also assume current Building H-1 tenants will be relocated to the New Medical - Dental Facility yet to be released for construction. Understanding that the New Medical Dental Facility construction schedule is two years, it is anticipated, that facility would not be available for tenant occupancy until October 2020. We would like to clarify how we are to address the potential 1 year gap in time from design completion to start of construction for Bldg. H-1, not only for project staff but pricing as well.
The project is in active source selection. There is no further information to provide at this time.
67 Attach H The first page of Attachment H
- Hazardous Materials Survey Reports states "Building H-1 to be issued via amendment".
When will the report be issued and will it be issued in time for incorporation in preparing our proposal?
The report has been included as an attachment to this amendment.
68 8 Part 3 2.3.6.d Part 3, Paragraphs 2.4.5 and
2.4.6 (page 15) indicates the existing windows and storefront entrances are to remain (with repairs called out). Part 3 Paragraph 2.3.6.d Standard 10 states the windows do not need to be designed for blast resistance but Sub-Paragraph B-
3.1.7 of Part 6, Attachment M does apply, meaning that the inner lite is to be 1/4" polycarbonate or laminated glass. Do the existing windows meet this standard or will the replacement of glazing be required under this contract?
Per UFC 4-010-01, Subpart 1-8.2.3, “Because of the significance of glazing hazards in a blast environment, implementation of all provisions of the paragraphs in Appendix B, under Standard 10 and Standard 12 of these standards is mandatory for existing inhabited buildings any time a window, skylight, or glazed door is being replaced.” Windows are not being replaced and therefore glazing replacement at existing windows is not required.
69 8 Part 3 Part 3, Paragraph 2.4.4 (page
14) indicates some existing exterior doors are to remain (with repairs called out). Part 3 Paragraph 2.3.6.e Standard 12 states the door assemblies do not need to be designed for blast resistance but Sub- Paragraphs B-3.3.3 and B-3.1.7 of Part 6, Attachment M do apply. Will the existing AND NEW door assemblies need to meet these standards?
Existing glazed doors that are being repaired do not require glazing replacement per UFC 4- 010-01, Subpart 1-
8.2.3. New exterior
glazed doors will need to meet the standards referenced in sub-paragraphs B-3.3.3 and B-3.1.7 of Part 6, Attachment M.
9 Part 3 Chpt. 6 D509007 Photovoltaic Energy System: The Base Bid requests us to perform a life cycle cost analysis to determine cost effectiveness. It notes to consider the square footage available to install the system.
Are there any restrictions to the available area or are we restricted to the sloped roof area of the building?
If provided, photovoltaic panels shall be located on existing flat roof areas.
Other restrictions include selecting location(s) that are approved by SHPO as well as coordinating the installation with the solar energy supply system for hot water (refer to Part 3, Chapter 6, D202006).
71 General Considering the importance of data and continuity of data systems, are there any current data closets that contain routing for other adjacent buildings that would affect Bldg. H-1.
To our knowledge the only existing data closet in H‐1 that contains services for other buildings is the closet located under the central stair on the basement level. This closet contains phone protectors and telephone cables that serve 3 remote buildings. Refer to Part 3, Chapter 3, 3.1.1, Telephone/Data paragraph, Part 3, Chapter 6, D503001, Telephone paragraph and Part 3, Chapter 6 G403001, Building H‐1, Telephone paragraph.
To our knowledge no
NMCI, SECNET,
Portsnet or security cables serve other buildings from H‐1.
Refer to Part 3, Chapter 3, 3.1.2 Utilities paragraph, Part 3, Chapter 3,
3.1.3 Utilities
paragraph, Part 3, Chapter 3, 3.2.2 Telephone/Data paragraph, Part 3, Chapter 6, G40 system Description and G403001 for buildings to be demolished that provide communications services to remote buildings.
72 Part 3 Attach EE Is it the intent for the building contractor to perform the Historic American Building Survey and the Popular History Requirements of Attachement EE? Developing a history of the Shipyard's medical history appears to be beyond a building contractor's scope.
Yes. As part of this effort, the design-build contractor shall have qualified personnel prepare a Historic American Building Survey and Popular History IAW with the scope of work provided in the RFP.
73 15 Part 3 2.4.5 Referenced paragraph calls out the replacement of perimeter caulking at windows. The caulking appears to be in good conditions from our observance at the walk through July 12, 2018. Existing windows are comprised of a sub frame and window frame with two rows of caulk. Are both beads of caulking to be replaced? Are the interior beads to be replaced too? Removal of this type caulking could cause serious damage to anodized surfaces during removal. Please confirm full replacement vs. repair intent?
Replace exterior perimeter caulking between sub-frame and the adjacent masonry at all windows.
74 Item 5 Attach L Request clarification regarding Code edition that will govern the project:
The primary document is the most current edition of UFC 1- 200-01. In this case that is the edition issued February 1, 2018 That edition of UFC 1-200-01 incorporates by reference the 2015 suite of ICC codes; for example the 2015 International Building Code.
However, Item 5 in Attachment L (Life Safety Analysis) of the RFP states that the 2018 edition of the International Building Code shall be used “as referenced by the UFC” Please clarify which edition of the IBC shall apply, 2015 or 2018.
2015 edition of the IBC shall apply per UFC 1- 200-01.

INSTRUCTIONS TO OFFERORS
DESCRIPTION OF WORK
The proposed construction provides, but is not limited to, renovating spaces in H1, which was originally constructed in 1913 as a T-shaped, 75,262 square foot Naval Hospital and, in 1975, converted to an outpatient clinic. The existing health clinic consists of a four-story core block with wings of three stories each, extending from the central core in three directions. Exterior walls are load-bearing masonry, consisting of concrete, clay structural tile, and brick. The interior building superstructure is a partial concrete and cement-plaster encased steel frame at the wider portions of the building footprint. The steep pitched roof consists of slate shingles over a wood deck, supported by steel trusses and purlins.
Renovations shall support the consolidation and configuration of space for the building occupants for facilities being demolished (H10, 241 and 235), Installation Commanding Officer and other supporting CNIC base support functions. Electrical and mechanical system and architectural finishes upgrades will be provided in the renovated areas.
