SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0003

Question 1: Who is responsible for providing, installing and commissioning the mass notification interface equipment as detailed in specification section 28 31 76.00 22, 2.9?

Answer 1: A separate government contract will install and commission the referenced equipment (Mass Notification Tranceiver).

Question 2: The mass notification interface equipment that is currently being utilized at Camp Lejeune has been discontinued and will no longer be available from the manufacturer as of 30 June 2016. If the contractor is responsible for providing the mass notification interface equipment can you please provide an alternate method of communications for the base wide mass notification so the contractor can carry the cost in their proposal? If not can you please remove the requirement for this equipment from the bid documents?

Answer 2: The government will provide and install the Mass Notification Transceiver. All conduit to and from the transceiver shown on Sheet FA‐501, detail C1 shall be installed on this contract.

Question 3: Based on the fact that the fire alarm/mass notification control panel is located in the fire protection riser room (room 105) will the fire alarm contractor have to provide a remote annunciator and/or local operator console (LOC)? A less expensive option would be to relocate the fire alarm/mass notification control panel to the training room (room 101).

Answer 3: No remote annunciator will be required. No LOC will be required.

Question 4: "UFC 3‐600‐01 paragraph states that "major projects" require the design, review and oversight services of a Qualified Fire Protection Engineer (QFPE) and that the QFPE must be involved in every aspect design, construction and testing as relates to fire protection. Based on the definition of "major project" in UFC 3‐600‐01, the QFPE provision seems to be applicable and this project includes fire sprinklers, fire alarm, fire stopping, fire rated construction, etc. Specification section 21 13 13.00 20 does contain requirements for a fire protection engineer, but there seem to be no other specification requirements for a fire protection engineer (other than references to the NAVFAC MIDLANT FPE). Is the government or the design A/E team providing QFPE services within the requirements of UFC 3‐600‐01? If not, is the general contractor required to engage a fire protection engineer to provide these services for all fire protection aspects of the project? If the general contractor is to engage these services, we respectfully request that the RFI response affirmatively state this and provide a general statement regarding the comprehensive nature of the fire protection engineering services to be provided."

Answer 4: NAVFAC Fire Protection Engineers will fulfill the QFPE requirements of the referenced UFC paragraph for this project since it is an In‐house design bid build project of limited complexity.

Question 5: New Work note #4 on drawing P‐101 says to run 1‐1/2” K copper as indicated and to run it as indicated on CU‐301 and CU‐302. Drawings CU‐301 and CU‐302 do not show water piping running to the wash area. The pipe running to the wash area is shown on drawing P‐101 and appears to run inside the building, above‐ground, from the mechanical room. Above ground cold‐water piping is required to be

N4008518B6118 type L copper per the specifications. Please clarify note #4 and whether the government is requesting type K copper to be run above‐ground from the mechanical room to the hose‐bibs in the wash area.

Answer 5: P‐101 Note #4 The intent is to route 1‐1/2” Type ‘L’ copper as indicated to the wash area. Above‐ground DCW piping is required to be type ‘L’ copper per specifications. P‐101 only uses above‐ground DCW copper. Avoid windows above Training Rm 101. Confusion caused by “Yard Hydrants” in the original design. Currently Hose Bibbs.

Question 6: Note 1 on sheet CU‐300 calls for referring sheets C‐301, C‐302, and C‐303 to see the delineation between utilities for base bid and options 1 and 2. Please confirm these sheets are same as CU‐301, CU‐302 and CU‐303 respectively.

Answer 6: Yes, that note should have read “CU‐301, CU‐302 and CU‐303”

Question 7: Section A1 on sheet A‐301 calls to see detail A4/A‐302. There is no detail A4 on sheet A‐302. Please advise.

Answer 7: See detail A3/A302

Question 8: There are 3 sections (A4A, A4B and A4D) on sheet A601. These sections are missing. Please provide.

Answer 8: Refer to sections B4/A601 for Head, Jamb, and Sill details for translucent panel.

Question 9: On sheet M‐001‐ Bidding Note to Mechanical Contractor states that Base bid is Building C and D whereas per Item No 0001 on page 3 of Section 00010‐Solicitation Contract Form, Base Bid is building D and per Item 0002, Building C is Option Item No 1. Please clarify.

Answer 9: Disregard Note on M‐001 and use Bid schedule. Note was to notify KTR of Multiple similar buildings.

Question 10: Drawing S‐001 ‐ Pre‐Engineered Building Notes Note 2d, states “Building drift shall be limited to Height/600, with a mean wind recurrence interval of 10 years.” Should this be Height/60?

Answer 10: L/600 is used due to Table 2‐1 of UFC 3‐301‐01 “Lateral deflection limits for framing supporting Exterior wall finishes” (brick veneer), as well as commentary appendix C section CC.1.2 of ASCE 7‐10 refers to L/600 to minimize damage to cladding.
