Section Para-graph
Respectfully request that the bid date be extended by 4 weeks to 1/19/18 and extend the PPI deadline to 1/5/18. We have a number of key people with scheduled vacation around the holidays and additionally it will be challenging to get subcontractor, supplier and vendor bids during this time as well. Would be beneficial to all to push bid preparation time well beyond the holidays and to give some certainty to all bidders now vice extending the date at the last minute.
Our assumption based on past experience is that it is ambitious to assume that PPI responses will be received with enough time to adjust with just two weeks between PPI deadline and bid date.

PART 3
5.0 & 6.0
ESR D30
ESR Section D30 indicates options for system types for the Ordnance Operations Building and states that the remaining facilities are heating and ventilated only. However, the Room Requirements for the Gate/Sentry House indicate that Heating and Air Conditioning shall be provided. General System Requirements for the Gate/Sentry House are not provided in Section D30. Please clarify and provide the space conditioning requirements for the Gate/Sentry House.
See Amendment
PART 3
5.0 & 6.0
ESR D30
ESR Section D30 does not indicate General System Requirements for the two Forklift Charging Stations nor does the Room Requirements section. Please clarify and provide
Bid per RFP the space conditioning requirements for the Forklift Charging Stations.
PART 3
5.0 & 6.0
ESR D30
The four pipe fan coil unit (FCU) system option for the Ordinance Operations Building listed in ESR Section D30 indicates that hot water may be provided by a gas-fired condensing boiler or steam-to-hot water heat exchanger. However, subsequent paragraphs indicate that 2 boilers, sized at 60% each should be provided and that steam supply systems are not used. Please confirm that the steam-to-hot water heat exchanger listed under the FCU system description should be removed as an option.

Part 4 G40
Please verify what all is required for the medium voltage scope from the 11.5 kV overhead lines. Is there existing medium voltage switchgear?
Section G40 of RFP Part 4 calls for transformers with loop feed switches, in which case we would need medium voltage switchgear for the loop feed to all new transformers if it is not existing.
Please clarify

Part 5
RFP mentions high explosive ECMs and drawings in Part 5 show reinforced concrete construction, but also discusses non-concrete buildings and metal framing systems. July 2017 Solicitation (page 4 under “A. Description of Requirement”) indicates all new buildings “will be constructed of metal or masonry walls with metal roof on concrete slabs”, but then goes on to require experience with new construction of high performance ECM. Original sources sought notice from February 2017 also required experience with high performance ECM. What construction type is Navy looking for /

Part 5
Related to question above, what ESQD arcs were used for preliminary site layout drawings provided in RFP - 7 bar or undefined Above Ground Magazine (AGM)? If 7 bar, we will have to use the reinforced concrete structures approved by DDESB (shown in Part 5). It would be difficult to get DDESB approval to use a modified (i.e. non reinforced concrete) enclosure at these shorter separation distances. If AGM arcs are used, accounting for blast and fragment throw, then we will have more flexibility. We are responsible for final layout and design, but would be good to get a better understanding of the intent.
What is the Net Explosive Weight (NEW) of the TNT to be stored in each of the magazines, ordinance operations building and ordinance build-up / assembly facility?

PART 3
The proposed sanitary sewer forcemains tie into existing forcemain networks. Please provide pressures, capacities, and any known information for the existing forcemain systems

PART 3
Was any subsurface environmental testing performed and, if so, are there any known issues that were discovered as a result?
Bid per RFP
PART 3
Please provide estimated traffic counts for pavement design Bid per RFP
PART 3
Are there any site utilities not owned by the Government? If so, what is the contact information for these?
Bid per RFP
PART 3
Drawings do not show existing utilities -specifically electrical and comm info for the area.
Please provide.
See Amendment
PART 3
Chapter 6 ESR D20 Paragraph D202003 states "Provide domestic water booster system for domestic water distribution system if required."
Please provide base hydraulic calculations including static pressure and residual pressure with available gpm flow that is to be used for determining if domestic booster pumps are required.
See Amendment
RFP
Due to the complicated nature of this RFP, the necessity to develop pricing documents and to coordinate these documents with specialized consultants and subcontractors for pricing; it is our assertion that the less than four weeks allowed by the RFP to prepare this proposal is not sufficient time. Also, given the limited subcontractor staff resources available at this time of year combined with the present short turnaround time, we fear that subcontractor participation will be very low. For these reasons we request a three week time in order to submit a proposal. Please advise as soon as possible whether an extension of the proposal due date is feasible.
01 33 10.05
Fast-Track design approval is described in numerous places in the RFP Section 01 32 17.05 20 Pages 3, 4 and 10; Section 01 20 00.05 20 page 2. However, per Section 01 33 10.05 20 appears to somewhat restrict the early start (critical path submission) packaging. Please confirm that an early start site package is permissible and that site work may commence in some areas before final drawing approval. A critical path submission is especially important for building citing for NOSSA and stormwater permitting reasons.
Bid per RFP
PART 3 D4040
Section D4040 indicates that an Ultra High Speed Deluge Sprinkler System to be provided where exposed energentic materials are handled. Please indicate where these area are located in the building.
See Amendment
PART 3
Flow test data is provided in section D4040 indicating that there is not enough flow at 20 psi at any of the locations for the fire pumps. With the addition of the new water tower, is it to be assumed that there will be adequate water flow at these areas?
Bid per RFP
PART 3
The RFP does not indicate any rework of the existing underground water piping to meet the fire hydrant flow demands. For example the ordnance operations building does not have an adequate underground water line to provide the RFP required 1750 gpm at 20 psi. Please indicate the line an routing of underground pipe to meet the RFP requirements.
Bid per RFP
PART 3 D4020
Section D4020 indicates that a minimum of 1750 gpm at 20 psi is required for the Ordnance operations building and 1500 gpm at 20 psi is required for the wood working facility. Please confirm if this water demand is for the use of fire hydrants and not for sprinkler systems.
Bid per RFP
PART 3
Part 3, Paragraph 4.0, Please confirm that the NMCI/SIPR Rooms can be separated. RFP states for a NMCI/SIPR Room for both the P-495 Magazine building and the Ordnance Operations Building. According to UFC standards these rooms should be separate minimal 80 square foot rooms.
PART 3
Please provide Telecommunications site plan.
Document is referenced in the RFP but not provided.

PART 6
What ESQD arcs were used for preliminary site layout drawings provided in RFP (drawing CS100-113) - 7 bar, undefined Above Ground Magazine (AGM), other?
Bid per RFP
PART 3 2.6
RFP requires NOSSA approval of Magazine Site and Design and Building Site and Design per NAVSEA OP-5 Chapters 2 and 8. Please confirm if 7th revision dated 1 March 1995 is the applicable version of this document. If not, can applicable version be provided?
RFP documents do not define any Net Explosive Weight (NEW) stored or handled in existing to remain structures in the vicinity of the site. Are there any buildings, other than the new construction of this contract, that store or handle explosives / munitions that need to be considered in the Explosives Safety Siting Plan? Please provide information required to determine appropriate siting of new buildings.
