About this file
This document is a Questions and Answers (Q&A) amendment to Solicitation No. N4008426R8714, a custodial services contract at U.S. Naval Air Facility (NAF) Atsugi in Japan. The amendment addresses 32 questions submitted by potential contractors regarding operational requirements, personnel access, scope of work, contract terms, and performance standards.
Key operational requirements include: vehicles used must comply with specification requirements with no additional documentation needed; the DBIDS (Defense Biometric Identification System) credential process may take up to 180 days, with temporary passes issued during processing; regular working hours are Monday through Friday, 07:45 to 16:30, with DBIDS providing escort privileges; and contractor office space may be installed on government land (dimensions 6990 mm x 5600 mm) at no rental cost and may be used as parking. Equipment should be rated for 120V power supply. Cleaning chemicals, consumables (toilet paper, trash bags), and storage rooms are addressed in specification sections 2.5 and 3.1.1-3.1.5. The contract is performance-based with the government paying only for work actually performed; if scope significantly changes due to environmental or operational factors, modifications will be handled through the formal request process with potential unit price adjustments. Contract holidays follow observed federal holidays per specification section 2.2.1.1. Special event cleaning is excluded from normal scope but may be requested separately under non-recurring pricing with task orders. No waste separation/recycling is required, and cleaning services exclude base events unless separately tasked.
