About this file
This is a Pre-Proposal Inquiry Form documenting questions and government responses for Solicitation No. N40084-26-Q-2300 dated July 23, 2026. The solicitation concerns collection and disposal of solid waste bags at Marine Corps Installations Pacific (MCIPAC) facilities. The work involves removing approximately 1,000 bags of mixed soil and solid waste from two locations, with an estimated base quantity of 730 bags plus a not-to-exceed allowance of 270 additional bags if excess waste is discovered. The waste contains contaminated soil with trace medical waste items (including used needles), which the government clarifies does not change the scope from a solid waste contract and does not meet Japanese Environmental Quality Standards (JEGS) criteria for hazardous waste classification.
Key contractual requirements include: the contractor must provide an environmental/energy manager with minimum two years of experience; obtain all required permits, licenses, and authorizations under Federal, Japanese, prefectural, and local regulations; remove necessary vegetation to safely accomplish work; and be responsible for collection, disposal, and cleanup of any spillage. The contractor determines means and methods provided all contract requirements are met. Invoicing shall follow contract requirements and applicable Sections F and G of the solicitation. Test results from a June 2025 sampling remain valid and unchanged; an updated certificate was not provided. An additional site visit to a gated area near Building 2174 was conducted on July 7, 2026, and the inquiry submission deadline was extended due to local operational conditions (TCCOR transition in Okinawa).

Schedule of Prices
We were not able to figure out the actual quantity of bags for Location 1 and 2 due to site conditions such as overgrown vegetation.
Would our understanding be correct that the current ELIN estimated quantities for "A700", "A701" will be staying the same (730BG, 270BG EA)?
The estimated quantities remain as identified in the solicitation. Offerors shall prepare their proposals based on the quantities provided.
730 counted with a NTE extra 270 bags , totalling 1,000 bags total if excess are found or the count wasn’t correct.
2 PWS 2.6.1.4 This section refers to a "environmental/energy manager" position. Our question is regarding the requirement of this position; is there any procedure necessary to prove the "minimum of 2 years of experience"? Would providing certain certificates help?
The Contractor shall provide personnel meeting the qualifications specified in the
PWS.
3 Regarding the solid waste collected at the 2 sites; is there a specific timeframe for when the waste was found and collected?
Discovery of materials is unknown, however, it was brought to FSCs attention in 2025.
4 Regarding the solid waste collected at the 2 sites; was all the waste collected at the same location? If not, from where and how many locations?
Its unknown if the waste was collected from one site or multiple sites.
5 Regarding the solid waste collected at the 2 sites; when was the waste generated?
Its unknown when it was generated.
6 PWS 2.9.1.4 How would issues related to spills be solved if they are found prior to the start of the contract?
The Contractor shall perform the work in accordance with the PWS and all applicable Federal, host nation, prefectural, and local laws and regulations; The contractor shall be responsible to remove all waste associated with this contract. Please clarify if our understanding happens to be wrong for this but Location 2 seems to be technically off the premises of Camp Hansen. If an accident or spill occurs at this site, do we able by the installation's rules or local regulations?
The Contractor shall comply with all applicable Federal, host nation, prefectural, and local laws and regulations in accordance with the PWS.
8 Based on the information currently available, the waste consists of soil and solid waste that may be contaminated with medical waste. Is there a possibility that the contaminants include infectious medical waste?
Medical Waste items were known when a sampling test was conducted and its been determined the presence of these items does not change the scope of a solid waste contract.
The mixed soil does not meet the JEGS criteria for Hazardous Waste.

9 Would it be possible to remove the waste from the current bags, sift the soil to separate it from the solid waste, repack the soil into the bags, and place the separated solid waste into sealed containers?
The means and methods of performing the work are the Contractor's responsibility, provided all contract requirements are met.
10 Would all of the waste constituents/contaminants be classified as solid waste under JEGS? If not, how would the individual constituents/contaminants be classified?
Medical Waste items were known when a sampling test was conducted and its been determined the presence of these items does not change the scope of a solid waste contract.
The mixed soil does not meet the JEGS criteria for Hazardous Waste.
11 Approximately what percentage of the soil consists of solid waste?
We do not know the percentage.
12 During today's site visit, we found that the fence gate near Building 2174 was closed.
Therefore, we would like to request another site visit opportunity to inspect the inside area and the bagged waste located near Building 2174.
Additional site visit at gated area was conducted on 7 July 2026.
13 Okinawa is currently under TCCOR-2 and is expected to transition to TCCOR-1 this week.
Due to the limited time available to complete the inquiry under these conditions, we would like to respectfully request an extension of the inquiry submission deadline.
